Morocco Accelerates Nationwide Expansion of Social Protection for Millions of Citizens
Rabat – Morocco's sweeping social protection reform has positioned the country on a transformative path toward a more inclusive and equitable welfare system, according to Hassan Boubrik, Director General of the National Social Security Fund ( CNSS ). In an exclusive interview with MAP, Boubrik praised the initiative as a 'historic leap' in achieving the vision of King Mohammed VI to build a robust social state. 'The generalization of Compulsory Health Insurance (AMO) has allowed millions of Moroccans—regardless of their status—to access healthcare services with dignity and fairness,' Boubrik said. Prior to the reform launched in 2021, only 40% of Moroccans had health coverage. Today, nearly the entire population is covered, including self-employed workers, beneficiaries of AMO TADAMON (formerly RAMED), and others previously left out. This expansion raised the number of insured individuals from 8 million to nearly 25 million in just a few years. The volume of daily processed claims has also grown significantly, from 20,000 to over 110,000. Boubrik emphasized that this reform has not only broadened access but also harmonized benefits. 'Every Moroccan now receives the same care package and reimbursement rates, regardless of their employment or income level,' he noted. The AMO TADAMON program alone covers 11 million people whose contributions are paid by the state. Beneficiaries can now access healthcare in both public and private facilities, while preserving the right to free care in public hospitals. Social Support and Technological Tools The CNSS Director also highlighted the role of direct financial aid to support low-income households, which now reaches 3.8 million families. He credited the Unified Social Registry (RSU) with improving the targeting and efficiency of these programs, calling it a 'crucial and effective mechanism.' Digital platforms like TAAWIDATY and Damancom have been deployed to streamline citizen services, improving access and processing for both individuals and businesses. Despite the successes, Boubrik acknowledged that several challenges remain. Chief among them is ensuring regular contributions from self-employed workers. Out of 1.7 million principal contributors in this group, only 550,000 are currently up to date on their payments. 'This situation creates a risk of anti-selection, where only those in need of care contribute, threatening the system's sustainability,' he warned. Nonetheless, Boubrik noted progress: the contribution rate has risen from 21% to over 42% in less than a year, driven by awareness campaigns and new legal tools. Ensuring Sustainability and Cost Control As demand for healthcare services grows, the CNSS is also focusing on containing costs without compromising quality. Boubrik stressed the need for reform across multiple fronts: lowering medicine prices, enforcing treatment protocols, promoting prevention, and combating fraud. He also emphasized the central role of public hospitals in the national health strategy. 'With significant investments in infrastructure and personnel, the public sector must lead healthcare delivery. It also helps contain costs, given its lower pricing compared to the private sector,' he added. Boubrik concluded by outlining two major reforms set for completion by the end of 2025: unemployment insurance and expanded retirement benefits. 'The government is actively working to meet these deadlines, which are critical to strengthening Morocco's social safety net,' he confirmed. He also announced the upcoming launch of an electronic medical claim system, set to pilot later this year. Algerian group Jabaroot claims hack of Morocco's Justice Ministry
The hacker group Jabaroot, which claims to be based in Algeria, announced a new large-scale cyberattack in Morocco on Sunday, June 9. After previously targeting the CNSS, Morocco's National Social Security Fund and the Tawtik notary platform, the group now says it has breached the IT systems of the Ministry of Justice. In a message posted on its Telegram channel, Jabaroot claims to have obtained «very sensitive» data on Justice Minister Abdellatif Ouahbi and the broader Moroccan judiciary. The group alleges it has accessed a database containing personal information on around 5,000 magistrates and nearly 35,000 employees in the justice sector. The message includes two screenshots as evidence. One appears to show an Excel file listing confidential information about magistrates — including ID numbers, phone numbers, and email addresses. The second shows a magistrate's 2024 salary statement on the letterhead of the Superior Council of the Judiciary (CSPJ), raising fears that internal administrative data may have been compromised. Abdellatif Ouahbi in the Crosshairs The group singled out Justice Minister Abdellatif Ouahbi in its message, calling for a «transparent investigation» into previous cyberattacks on high-ranking Moroccan officials. However, unlike earlier leaks involving top political figures, no documents directly related to Ouahbi have been published. This latest breach marks a further escalation in cyberattacks. Just last week, Jabaroot claimed responsibility for hacking Tawtik, the platform used for digitizing notarial procedures in Morocco. The group published files and documents related to political figures involved in notarial transactions, raising significant alarm. Moroccan authorities have not yet issued an official response to the latest attack. While the authenticity of the leaked files has not been formally verified, the growing number of cyber intrusions is raising serious concerns about the security of the country's critical digital infrastructure.

Rabat – Hacking attacks against Moroccan institutional databases sparked debate and concern among citizens and experts, especially with the latest wave of reports that alleged a breach instigated by the Algerian group, Jabaroot DZ. Reports suggested that the Algerian group targeted Morocco's National Agency for Land Registry, known as ANCFCC. The reports came after the group claimed to have accessed over four terabytes of land-related data. However, sources from the land registry agency denied that it is the agency's system that was directly targeted, clarifying that the breach involved a notaries' platform, Tawtik, which is managed independently. After CNSS, Algerian hacking group Jabaroot strikes again, targeting Morocco's land registry
For the past two months, users of the National Agency for Land Conservation, Cadastre, and Cartography (ANCFCC) platform have been unable to download cadastral documents online. While this restriction was initially seen as a heightened security measure following the recent CNSS hacking incident, it now appears to be linked to a new massive data leak. The same hacking group behind the previous breach—Jabaroot, which claims Algerian origins—has posted a link on a dark web forum revealing: - Over 10,000 property certificates in PDF format, taken from a database said to contain more than 10 million records. Around 20,000 assorted documents—including notarial deeds, ID cards, passports, civil status records, and bank statements—representing a sample from a collection of more than 4 million files, totaling 4 terabytes of data. - Documents marked as «VIP», allegedly containing sensitive information on prominent Moroccan figures such as Mohammed Yassine Mansouri, head of foreign intelligence; Nasser Bourita, Minister of Foreign Affairs; and Fouzi Lekjaa, Delegate Minister for the Budget. A Hack with Geopolitical Implications According to the message posted alongside the leak—which forum admins have since removed—the attack is meant to retaliate against what the hackers call «anti-Algerian propaganda recently spread by certain Moroccan media». These outlets reported that Paris was considering freezing the assets of high-ranking Algerian officials—a claim the hackers dismiss as false—and accuse Rabat of interfering in a bilateral issue between France and Algeria. But this explanation seems like a smokescreen. Why target Moroccan officials when the threat of asset freezes comes from Paris? The hack looks more like a diversion by Algiers, coming right after a diplomatic setback : The United Kingdom, the third permanent member of the UN Security Council, officially backed Morocco's autonomy plan for the Sahara. This major political shift drew a sharp and confused response from Algeria's Foreign Minister, Mohamed Attaf. CNSS hack —also linked to Jabaroot—which compromised the personal data of thousands of insured individuals, including their salary information.
