HDM Energies and Paragon Bank launch £100m solar finance scheme

HDM Energies has announced a strategic partnership with FTSE 250 lender Paragon Bank, which will unlock up to £100 million in funding to support rooftop solar installations for UK small and medium-sized enterprises (SMEs). The agreement marks what the two companies describe as a first in the UK asset finance sector: a Power Purchase Agreement (PPA) tailored for SMEs. Backed by Paragon Bank, the facility enables businesses to install rooftop solar panels at no upfront cost, while accessing discounted, fixed-rate energy prices over terms of 10 to 25 years. 'This is a major milestone in our journey to 2.5GW of rooftop solar by 2030,' said Dan Rogers, founder of HDM Energies, who described the partnership as adding 'a strong layer of confidence for our customers'. The scheme includes a full site survey, with HDM Energies funding, installing and maintaining the solar system throughout the contract period. Customers pay only for the solar energy they use, at a predictable rate, and can benefit from lower energy costs from day one. Surplus energy not consumed on-site is exported to the National Grid. Rogers said the offering removes the burden of capital expenditure and addresses a market 'underserved by traditional energy providers'. He added that HDM's model was designed to deliver 'real value to businesses nationwide', citing support from installation partners and sister company HDM Solar, which supplies the hardware. Andy Craggs, Head of Green Energy Finance SME Lending at Paragon Bank, said the partnership reflects growing demand for clean energy solutions that offer both environmental and financial returns. New Delhi: Almost 70 per cent of Rajasthan's power capacity is now sourced from renewable energy, with over 35.4 gigawatts installed, 29.5 gigawatts from solar and 5.2 gigawatts from wind, according to Union Minister for New and Renewable Energy, Pralhad Joshi . The state is now a beacon of hope, energy independence, and self-reliance, said the minister while inaugurating the 435 megawatt Gorbea Solar Power Project , developed by Zelestra India, in Rajasthan. He described the Gorbea project as a shining example of what is possible through visionary leadership and honest intent. "With every megawatt we generate, we are not just producing power, we are building a New India," he remarked, adding that the project reflects the speed and scale of change. The Gorbea Solar Power Project, delivered in under eight months, spans 1,250 acres and is backed by a 25 year Power Purchase Agreement (PPA) with the Solar Energy Corporation of India. It will generate 755 gigawatt hours of clean electricity annually, powering approximately 1.28 lakh homes and reducing nearly 7.05 lakh tonnes of carbon emissions each year. The minister highlighted that the project has turned farmers into partners in India's energy journey, as the land used has been leased from them, offering stable income. "Our farmers are no longer just food providers. They are now energy providers as well," he said. During construction, over 700 local workers were employed, contributing to livelihood generation and skill development. Joshi also noted that the entire evacuation infrastructure, including the on-site substation and a 6.5 kilometre transmission line, was completed in just five months. The project uses advanced solar panels (TOPCon bifacial mono PERC modules) and over 1300 robotic cleaning units to maintain peak performance. Joshi called this a world-class facility and urged broader adoption of such technologies. Referring to his visit to IIT Bombay, the Minister spoke about ongoing work on Perovskite Tandem Solar Cells and encouraged Zelestra and Rajasthan officials to explore pilot projects using this next-generation solar technology. He said such innovations could significantly boost energy yields in high-irradiance states like Rajasthan. Under the PM Surya Ghar Muft Bijli Yojana , over 49,000 rooftop installations have been completed in Rajasthan, with more than Rs 325 crore in subsidies disbursed. He urged faster implementation, given the 2.7 lakh applications already received. Under PM-KUSUM, nearly 1.45 lakh solar pumps have been installed. Thursday marks one year since Barbara Friedes, a doctor at CHOP, was killed by a drunk driver while riding her bike in the bike lane on Spruce Street. A drunk driver drove into the designated bike lane and killed her. Since her death, there has been change and controversy surrounding bike lane safety in Philadelphia. "I absolutely think it was a turning point. It really woke something up in the city and the general public about what's been going on our streets," Jessie Amadio, a member of Philly Bike Action, said. CBS News Philadelphia investigations found countless cars blocking bike lanes, including by churchgoers on Sunday, who had permits from the city to park there. That permit no longer exists, and a new law cracks down on vehicles blocking bike lanes. Ironically, a memorial known as an "angel bike" in honor of Friedes is chained to a "No Stopping" sign along Spruce Street. Up until a few weeks ago, it was a "No Parking" sign, meaning cars could park there for up to 20 minutes before the Philadelphia Parking Authority could ticket them. "We're really changing the culture of that street because for so many years, you were allowed to pull over in the bike lane and stop for 20-plus minutes and then unload things. That's changed," Rich Lazer, executive director of the PPA, said. Signs were updated in June along the Spruce and Pine streets bike lanes, and after a warning period, the PPA started issuing citations last week. Since July 8, it has issued 59 citations on Spruce Street and 36 on Pine Street for cars blocking the bike lanes. Thanks to Philly Bike Action, a volunteer advocacy group in the city, enforcement has been bolstered even more. "Our goal is not to snitch. Our goal is not to, you know, get people tickets. Our goal is for the city streets to be safer for everybody who moves around them," Ee Durbin, a Technical Lead with Philly Bike Action, told CBS News Philadelphia. Durbin is the brains behind Laser Vision, an online tool that allows people to report violations straight to the PPA in real time. "They've been a great partner in this, and the app's working great, people are using it," Lazer said. Since the app launched last month, the PPA says they've received roughly 2,000 reports. They get about 300 to 500 a week and even though the PPA already had an online form for public reports, Laser Vision makes the process easier. You take a picture of the vehicle in violation and most other information is automatically filled in, like location and vehicle description. Some cyclists say they've come a long way since Dr. Friedes was killed, but still have a long road ahead, as cycling advocates are growing impatient that there still isn't a plan for concrete protection along the Spruce and Pine bike lanes. "It's been 12 months, and the bike lanes are just as unprotected as they were the night that Dr. Friedes died," Amadio said. Concrete infrastructure is supposed to be Phase Two of the Mayor's bike lane safety project. A spokesperson with the city didn't give a timeline for that project. A lawsuit was filed by a neighborhood group looking to block that project, saying it will create congestion and obstruct emergency vehicles.

OTSM launches RM2 bln polysilicon plant construction in Bintulu, eyes 2029 operations

SAMALAJU (July 16): OCI Tokuyama Semiconductor Materials Sdn Bhd (OTSM) has officially launched the construction of its RM2 billion semiconductor-grade polysilicon plant at the Samalaju Industrial Park, marking a major milestone in Sarawak's industrialisation push. The facility, spanning 13.7 hectares, will have an annual production capacity of 8,000 metric tonnes of high-purity polysilicon for the semiconductor industry, targeting export markets in South Korea, Japan, and Taiwan. Operations are expected to commence in 2029. Construction is set to begin in the third quarter of this year, with mechanical completion projected for the first quarter of 2027. OTSM is a 50:50 joint venture between South Korea's OCI TerraSus Sdn Bhd, a wholly owned subsidiary of OCI Holdings, and Japan's Tokuyama Corporation. The project is expected to create around 200 high-value jobs, contributing to Sarawak's economic growth and the development of its technical workforce. This marks OCI TerraSus' second major investment in Sarawak, following the launch of its joint venture with Kumho P&B Chemicals – OCI Kumho – to produce epichlorohydrin (ECH), a key component in epoxy resins and water treatment chemicals. During the groundbreaking ceremony, Sarawak Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg witnessed the signing of a 10-year Power Purchase Agreement (PPA) between OCI TerraSus and Syarikat Sesco Berhad, the operations and retail arm of Sarawak Energy. Under the agreement, the new plant will receive 80 megawatts of power from Sarawak Energy for a 10-year period starting in 2029. OCI Holdings and OCI TerraSus Chairman Lee WooHyun said the joint venture between OCI TerraSus and Tokuyama was especially meaningful, bringing together industrial powerhouses from Korea and Japan in a rare international collaboration. 'It is a powerful reflection of our strong confidence in Sarawak as a strategic investment destination. 'We believe this plant is more than just a physical structure, it is a symbol of what can be achieved when vision, values, and partnerships align. 'It stands as a model for innovation, sustainability, and meaningful local impact,' he said. Lee said the investment also reflects confidence in Sarawak's leadership, stability, and long-term vision under the Post Covid-19 Development Strategy 2030. 'We are confident that our OTSM plant will play a pivotal role in achieving this vision by creating high-quality jobs and transferring global best practices. 'We are grateful to the Sarawak Government and Sarawak Energy Berhad for creating an ecosystem that welcomes responsible industrial growth. 'Their strategic policies and renewable energy infrastructure are key enablers of this international partnership,' he said. He also emphasised the importance of developing a skilled local workforce, highlighting institutions such as Centexs and the Sarawak Skills Development Centre as key partners.
