Land buyers throng registry office on eve of hike
Ranchi: With land and property valuation set to rise by up to 10% from August 1, the Ranchi's district registration office saw an unprecedented rush of land buyers on Thursday to complete registrations before the revised rates kick in. The increase in govt-set land valuation, or circle rate impacts the base price at which land transactions are registered. A higher valuation means buyers will need to pay higher registration charges, which are calculated as a percentage of this benchmark value. The hike will impact all 53 urban wards and adjoining mouzas, with more pronounced increase in high-demand localities like Hinoo, Harmu, and Bariatu. As per the revised rates, residential land price in areas under the RMC ward 1 would be Rs 4,95,641 per decimal, as against Rs 4,50,583 per decimal till July 31. The amount for commercial land in the same area would be Rs 9,91,282 per decimal as against the present rate of Rs 9,01,166 per decimal. Sub-registrar Vaibhav Mani Tripathi said, "A total of 1,523 land registrations were done in July, almost twice the monthly average. The fear of paying significantly more in duties from August 1 led to the urgency." Customers camping outside the office on Thursday echoed anxiety. Meet the dogs who help keep French trains running on time
One of the most common reasons for delays on French trains - and city public transport like the Paris Metro - is bagages oubliés (forgotten luggage). Forgotten or abandoned bags can lead to the train being halted or a platform or even part of the station being closed while security checks are done. The security aspect is taken seriously - France has, after all, been the subject of several major terror attacks over the last 20 years - but it's also the cause of significant delays each year, which is why all trains have notices and announcements reminding passengers to take all of their belongings with them when they get off. Despite the reminders, 9,000 items were abandoned either in stations or on board a train in the first six months of 2025. Advertisement But in the last year, SNCF says that it has reduced delays due to forgotten luggage by 30 percent - representing 2,300 hours of delays - thanks to the deployment of teams of sniffer dogs. First introduced in train stations in 2023, there are now 64 teams of chiens renifleurs (sniffer dogs) and their handlers working on the French rail network, including 39 in the greater Paris Île de France region. The dogs are trained to detect explosives or weapons, and they are used to check out abandoned bags to see if they contain any potentially dangerous items. If the dog signals the presence of explosives, the démineurs (bomb disposal teams) are called in the station is fully or partially closed, leading to significant delays on the rail network. If, however, the dog indicates no problem, then agents know it's probably just a rucksack full of sweaty clothes, and no closure is necessary. Heavy rains lash Bengal: IMD issues yellow alerts for South Bengal till August 3
Written by Parthivee Mukherji The India Meteorological Department (IMD) on Thursday issued yellow alerts for most of South Bengal, warning of thunderstorms with gusty winds (30–40 kmph) and lightning till August 3. The alert covers districts including Howrah, Hooghly, Bankura, Birbhum, and Nadia. The forecast flagged waterlogging in low-lying areas and traffic congestion in urban zones as likely impacts. Citizens have been advised to avoid movement through waterlogged areas. In Kolkata, the Regional Meteorological Centre (RMC) predicted a 'generally cloudy sky with a few spells of light to moderate rain or thundershower'. The city recorded a maximum temperature of 28.5 degrees Celsius and a minimum of 25.7 degrees Celsius on Thursday. In North Bengal, several districts including Darjeeling, Jalpaiguri and Alipurduar were placed under yellow alerts due to expected heavy rainfall (7-11 cm), thunderstorms, gusty winds and lightning over the next week. Orange alerts, indicating the possibility of very heavy rainfall (7-20 cm), have been issued for Darjeeling, Jalpaiguri, Kalimpong, Alipurduar and Cooch Behar. The IMD warned of possible landslides in the hilly areas of Darjeeling and Kalimpong, and lightning risks in open areas. Residents have been advised to take shelter in safe locations. According to the RMC, the intensified monsoon activity is being driven by an active cyclonic circulation. 'The upper air cyclonic circulation over Gangetic West Bengal and adjoining Bangladesh now lies over northern parts of Gangetic West Bengal and extends up to 7.6 km above mean sea level,' the IMD stated. 'The monsoon trough at mean sea level now passes through Sri Ganganagar, Rohtak, Banda, Sidhi, Ranchi, Diamond Harbour and then southeastward to the northeast Bay of Bengal. Under the above meteorological conditions, widespread light to moderate rainfall with isolated heavy rain is likely over West Bengal during the next two days. Further, due to strong monsoon flow towards the north, isolated heavy to very heavy rainfall activity is likely over North Bengal during August 2 to 6,' the IMD press release added. Officials told to focus on boosting revenue sources
Rajamahendravaram: East Godavari district collector and Rajamahendravaram Municipal Corporation (RMC) Commissioner (FAC) P Prasanthi directed officials to focus on enhancing the revenue sources of the municipal corporation. She held a review meeting with RMC officials at the Collector's camp office on Wednesday. Speaking on the occasion, the collector stated that increased revenue would significantly contribute to the city's development. She said that the corporation collected Rs 88 crore through property tax last year and instructed the officials to achieve at least a 10% increase this year. She directed them to complete the ongoing house-to-house survey within a week and begin measures to raise the demand. The target is to achieve 65% collections by the end of September, she said. She stressed the need to expedite already sanctioned development works and suggested that drainage construction should proceed simultaneously with road development. Bills related to completed works should be processed quickly, and utilisation reports should be submitted without delay, she added. RMC Superintending Engineer M Ch Koteswara Rao informed that the Liquid Waste Management Unit would be completed by December. The collector instructed that construction and demolition waste should be dumped only in designated municipal sites and that secretariat staff must closely monitor the issue. She also stressed the importance of collecting feedback from beneficiaries on the quality, taste, and hygiene of food served at Anna Canteens. Reviewing sanitation and desilting works with public health officials, she ordered the city planning department to create vending zones to protect the livelihoods of street vendors while avoiding inconvenience to the public. She expressed concern over unauthorised roadside vendors causing traffic disruptions and warned that negligence by officials in monitoring such activities would not be tolerated. Additional Commissioner PV Ramalingeswar, MHO V Vinutha, Revenue Officers Ch Srinivasa Rao and Ravikumar, Manager MD Abdul Malik, Deputy City Planner Srinivasa Rao, and CMM Ramalakshmi were among the officials present.

France's Luc Besson resurrects new 'romantic' Dracula
As a director with no affection for the horror genre, France's Luc Besson has made a new version of "Dracula" with American actor Caleb Landry Jones in the principal role as a lovelorn incarnation of the famous vampire. Besson, best known for "The Fifth Element" and embroiled in sexual assault allegations and financial problems in recent years, has produced what he believes is a "romantic" vision of one of the most notorious Gothic figures. Titled "Dracula: A Love Story" and based on a relatively minor plotline in the original Bram Stoker book, the 66-year-old director puts Dracula's search for the reincarnation of his late wife at the heart of his story. "I'm not a fan of horror films, nor of Dracula," Besson told Le Parisien newspaper about his production, which straddles several centuries in the life of the immortal blood-sucking count. It was sparked by discussions with Landry Jones, the star of "X-Men: First Class", whom Besson directed in his last film, 2023's "Dogman". "I'd love to do all my films with him. He's a genius," Besson told RMC radio in France this week of the 35-year-old Texas-born actor. Releasing first in France on Wednesday and then in other European and South American countries over the next month, the film is the biggest-budget French film of the year, according to media reports. Besson's career and personal finances took a major blow in 2017 with his hugely expensive flop "Valerian and the City of a Thousand Planets", which cost an estimated $180 million and had an A-list cast that included Rihanna. The year after, the man behind the popular thrillers "Leon" and "Nikita" faced rape allegations from the Dutch actress Sand van Roy, which he always denied. The case was dropped without charges after a legal battle that went all the way to France's top court in 2023. Initial reviews for Besson's "Dracula" are mixed, with Paris Match magazine calling it the "best horror film of the summer" while Le Figaro newspaper said it "unfortunately failed to bring fresh blood to the vampire myth." The original 1897 book has been adapted over a hundred times to the silver screen, with the two modern classics considered to be the 1958 version by British director Terence Fisher and a 1992 production by Francis Ford Coppola.
