CAIRO – 9 April 2025: Minister of Foreign Affairs Badr Abdelatty on Wednesday opened the second Ministerial Conference of the Khartoum Process in Cairo, aimed at combating migrant smuggling and human trafficking.
Egypt has presided over the process since April 2024 with the aim of coordinating international efforts and addressing migration issues between the Mediterranean and the Horn of Africa.
The opening session featured participation from European Commissioner for Home Affairs and Migration Magnus Brunner, Acting Director for Social Development, Culture and Sport at the African Union Angela Martins, and Director General of the Vienna-based International Center for Migration Policy Development (ICMPD) Michael Spindelegger.
Representatives from nearly 50 countries in Europe and the Horn of Africa also participated in the event, alongside regional and international partner organizations.
In his opening remarks, Abdelatty highlighted the Khartoum Process Ministerial Conference as a unique platform for political cooperation, aiming to achieve tangible results through dialogue, knowledge exchange, and support in key migration areas.
He emphasized that Egypt's chairmanship of the Khartoum Process twice in ten years reflects the country's steadfast commitment to the principles of the process.
Through this presidency, Egypt sought to push the work of Khartoum Process towards broader and more ambitious horizons, he said.
Abdelatty stressed Egypt's belief that addressing migration, particularly illegal migration, must be based on a comprehensive vision and approach rooted in equitable cooperation, practical solidarity, and respect for human dignity.
This approach must consider both the security and developmental aspects of migration, addresses its root causes, and adheres to the principle of burden and responsibility-sharing to enhance the resilience of host communities.
Additionally, Abdelatty highlighted the achievements of Egypt's presidency of the process over the past year, emphasizing the Egyptian efforts to build on previous successes while responding to new challenges.
He outlined the priorities of the Egyptian presidency, which include supporting regular migration pathways, enhancing labor mobility and skill development, and linking these to sustainable development initiatives.
The foreign minister underscored Egypt's significant focus on integrating humanitarian and developmental dimensions in addressing displacement crises, as well as the growing relationship between climate change, migration, and displacement.
Abdelatty showcased Egypt's ongoing efforts in the migration dossier, noting that the country is home to over 10 million foreigners, including migrants, refugees, and asylum seekers from 133 countries.
He affirmed that Egypt provides those guests with freedom of movement and access to all services akin to those available to Egyptian citizens, despite the increase in the number of new foreign arrivals.
The foreign minister underlined Egypt's commitment to combating illegal migration through a comprehensive approach that addresses root causes, promotes legal pathways, supports inclusive sustainable development, enhances border management, and raises public awareness.
He stressed the importance of international cooperation and shared responsibility in addressing migration challenges within a collective framework.

Representing Egypt at the event, the Cabinet's Information and Decision Support Center (IDSC) joined two days of discussions spanning six key themes: health cooperation among BRICS nations, AI governance, trade, investment and finance, climate change, multilateral peace and security, and institutional development. The forum concluded with an official session summarizing outcomes and future recommendations. In his opening address, Dr. Osama El-Gohary, Assistant to the Prime Minister and Head of IDSC, underscored Egypt's determination to deepen research collaboration and support South-South partnerships. He emphasized the importance of knowledge exchange and academic dialogue in priority areas for BRICS countries. El-Gohary also outlined Egypt's efforts and initiatives across the forum's key discussion areas, highlighting how the country aims to leverage BRICS cooperation to further its national development goals. A key highlight was Egypt's establishment of a dedicated 'BRICS Unit' under the Cabinet, designed to coordinate strategies across government ministries, relevant agencies, and the private sector, accelerating Egypt's integration into BRICS frameworks. Egypt presented strategic directions aimed at enhancing its role in trade, investment, and finance, aligning with the targets of Egypt's Vision 2030. Discussions also tackled the opportunities and challenges of using local currencies in intra-BRICS trade, as well as innovative digital and financial tools to support micro, small, and medium enterprises (MSMEs). Participants spotlighted prospects for cooperation in sustainable supply chains and sustainable trade, stressing the importance of aligning trade policies with climate commitments without compromising developmental priorities in the Global South. On the sidelines of the forum, IDSC engaged in a special session with the BRICS Think Tank Network for Finance (BTTNF), focusing on two joint research studies planned for this year. The first study will examine 'Credit Ratings and Development Finance among BRICS Countries: International Context and Egypt's Case Study,' while the second will explore 'Innovative Climate Finance Instruments.' During the closing session, El-Gohary emphasized the need to translate the forum's outcomes into practical policies that benefit Global South nations. The forum concluded with the launch of a preliminary report on cooperation mechanisms within BRICS, identifying over 180 cooperation frameworks among member states. The report reflects the commitment of BRICS nations—including Egypt—to promoting transparency and facilitating data exchange among national institutions. Notably, Egypt is participating in multiple cooperation initiatives across ten critical sectors, including agriculture, energy, education, economy, science, culture, labor, security, and social development, signaling the country's growing integration into BRICS institutional structures. Egyptian Prime Minister Dr. Mostafa Madbouly has instructed the technical secretariat of the BRICS Unit to translate the report into Arabic and coordinate with the Ministry of Foreign Affairs and other relevant agencies to ensure Egypt maximizes the benefits of BRICS cooperation mechanisms. It is worth mentioning that IDSC recently joined the BRICS Think Tank Council (BTTC) and became an official member of the BRICS Think Tank Network for Finance (BTTNF) in 2024. Foreign Affairs, Emigration and Expatriates Minister Badr Abdelatty said on Saturday 28/6/2025 that Egypt is intensifying efforts to reach a swift ceasefire agreement in Gaza, stressing the urgency of halting the bloodshed among Palestinian civilians. 'We are actively working towards a ceasefire to stop the bloodshed of innocent Palestinians,' Abdelatty told a joint press conference in Cairo with Austrian Foreign Minister Beate Meinl-Reisinger. His remarks came in response to a question from the Middle East News Agency (MENA) regarding US President Donald Trump's recent comments suggesting a potential ceasefire agreement in Gaza could be reached as early as this week. Abdelatty said the number of Palestinians killed has surpassed 56,000, with women and children accounting for around 70% of the death toll. 'Sadly, killing has become senseless – daily atrocities are being committed in full view of the international community, with no meaningful action to stop them,' he said. He called for a more active US role, saying that trilateral efforts by Egypt, Qatar, and the United States have recently intensified in hopes of building on momentum generated by the ceasefire in the Iran file, and shifting focus back to Gaza. 'Unfortunately, Israeli policies continue to pursue daily killings that are illogical and futile – it has become killing for the sake of killing,' he said. Abdelatty emphasized Egypt's commitment to ending the humanitarian catastrophe in Gaza, including addressing the use of starvation as a form of collective punishment. He expressed hope that the current diplomatic push would lead to an immediate ceasefire, paving the way for Egypt to host an international conference on early recovery and reconstruction in Gaza as part of the relevant Arab-Islamic plan.
