BMC's climate budget: old wine in a new bottle?

Mumbai: Jumping on the World Environment Day bandwagon, the Brihanmumbai Municipal Corporation (BMC) on Thursday put their money where their mouth is, announcing a ₹17,000-crore 'climate budget' for the city.
The civic body claimed that 37% of its capital expenditure budget will go towards 'climate-allied' activities. These include a wide range of things, from the biomining of the Deonar dumping ground to electric buses for BEST and solar panels, along with the construction of toilets, water infrastructure, markets, homes for project-affected people (PAP), and new fire brigade stations, among others.
The BMC has increased its climate budget from last year's ₹10,224.24 crore by including the Brihanmumbai Electricity Supply and Transport Undertaking (BEST) and seven more departments within it. Most of the activities listed in the budget are old BMC plans due to their effect on climate change. In March 2024, the BMC also created a new environment and climate change department.
Claiming that its actions are working, the BMC also released data for greenhouse gas emissions till 2022-23, which showed a decrease from 2019-20 figures, but an increase from the Covid years in between.
The BMC's climate spending takes its Mumbai Climate Action Plan (MCAP), launched in 2022, as its benchmark. The plan is a strategic framework to make Mumbai climate-resilient and achieve net-zero carbon emissions by 2050.
However, the ambit of the climate budget is wide. On the one hand, it concentrates on mitigating climate change, which would reduce greenhouse gas emissions. On the other hand, it also focuses on increasing the resilience of the city's population to the effects of climate change, i.e. adaptation.
This gives the BMC a wide remit of activities to include under its climate spends. For instance, under unquantifiable actions taken, some of the activities listed include building toilets and installing sanitary napkin vending machines and incinerators in public toilets; laying water pipelines, constructing storage tanks, a new water treatment plant and a desalination plant to improve water supply; stabilisation of hill slopes to reduce disaster risk; concessions for BEST bus tickets to those with disabilities; laying sewer lines; new healthcare facilities; improvement of footpaths, construction and maintenance of foot-over-bridges; a transportation and commercial hub at Dahisar Check Naka, municipal markets, PAP homes for the Goregaon Mulund Link Road project; and even a swimming pool and sports complex.
Environmentalists, who are not new to challenging the BMC, were sceptical of the lofty budget. 'How to destroy the climate for 364 days, and how to plan for correcting the destruction for one day: that is the crux of the BMC's climate action plan,' said Zoru Bhathena, an environmental activist.
'The budget doesn't mention anything new that the civic body shouldn't already be doing,' said Debi Goenka, executive trustee of the nonprofit Conservation Action Trust. 'Setting up LED lights was introduced 10 years ago. Why is it newly added in the budget? BEST has already placed orders for EV buses that have not been delivered yet, so it is the same thing repeating. Many measures that could be taken up are severely lacking, including simple things like adding solar panels at bus depots. All this while the BMC is continuing to cut trees rampantly.'
Sumaira Abdulali, founder of the NGO Awaaz Foundation, concurred. 'The number of trees being cut for infrastructure projects will not be covered in the greening of islands that they have taken up,' she said. 'As per the climate budget report, the PM 2.5 and PM 10 levels have come down to about 85 on average. Averaging out the winter numbers with the whole year will definitely bring it down. That doesn't mean the pollution is less. Regulation of the construction sites doesn't need a different budget. There just has to be proper enforcement of the AQI norms,' she added.

About the company: Established in 1971, All Time Plastics Limited (ATPL) is an Indian company specializing in the manufacturing of plastic houseware products. It primarily operates as a white-label manufacturer, producing consumerware for customers to market under their own brand names. Accounts for 26% of India's total plastic houseware exports: In FY2024, the company exported products worth approximately USD 57 million, representing around 26% of India's total plastic houseware exports, according to its RHP citing a Technopak Report. ATPL primarily exports its products to retailers in the European Union, the United Kingdom, and the United States. Domestically, it sells to modern trade retailers, super distributors (who sell to distributors), and distributors (who supply general trade stores). Diverse product portfolio with 1,600+ SKUs across eight categories: As of March 31, 2024, the company had 1,608 stock-keeping units (SKUs) across eight categories: Prep Time (kitchen tools for preparing ingredients), Containers (food storage containers), Organization (miscellaneous storage containers), Hangers (various types of hangers), Meal Time (kitchenware), Cleaning Time (cleaning equipment), Bath Time (bathroom products), and Junior (child-friendly tableware and cutlery). Urbanization and the shift toward nuclear families have further supported this trend. Prep Time – largest revenue contributor: The Prep Time category, which includes chopping boards, strainers, mixing bowls, colanders, measuring tools, spatula and spreader sets, and orange squeezers, contributed 38.19% of total revenue in FY2024. Containers accounted for 32.87%, while Organization contributed 10.05%. IKEA remains the largest customer: In FY2024, ATPL exported products to 28 countries. The company has long-standing relationships with major global retailers, including IKEA, Asda Stores Limited (Asda), Michaels Stores Inc., and Tesco Plc. Domestically, its products are sold through retailers such as Spencer's Retail Limited. ATPL and its acquired entity, Pyramid Plastics, have been supplying IKEA—its largest customer—for over 26 fiscal years. Asda, its second-largest customer in FY2024, has been partnered for over 13 years, followed by Michaels (3 years) and Tesco (16 years). Financial performance: Revenue from operations increased from ₹ 4,011.52 million in FY2022 to ₹ 5,128.53 million in FY2024, a CAGR of 13.07%. Key risks: The company is highly dependent on its top four customers, with the largest accounting for 60.36% of revenue in FY2024. Moreover, it does not have long-term sales agreements with most of its customers. ATPL derived 94.04%, 91.27%, and 89.73% of its revenue from its top five product categories in FY2024, FY2023, and FY2022, respectively. Objectives of the issue: The company intends to utilize the proceeds from the public issue primarily for the prepayment or repayment of certain outstanding borrowings, the purchase of equipment and machinery for its Manekpur facility, and for general corporate purposes aimed at supporting future growth and operational efficiency. Listing and allotment details: The allotment of shares is expected to be finalized on August 12, 2025, with a tentative listing on both the BSE and NSE scheduled for Thursday, August 14, 2025. The now-viral post outlines how he went from being a graduate from a tier-3 college in 2016 to earning nearly 43 times his starting his post, he wrote that he landed his first job straight after graduation, earning Rs 2.16 LPA through mass hiring, and began training in Java. Reflecting on that time, he recalled, 'I still remember how my cousin, who runs a retail store in our hometown, laughed and said, I'll pay you more to work in my store as a salesperson. That stung. I was honestly embarrassed at the time.' By 2017, he had received two salary hikes, first to Rs 3.35 LPA at the same company, and then to Rs 6.5 LPA after switching to a frontend role in a product-based that year, he was earning 7.3 LPA but admitted struggling with interviews, as his experience was limited to the work done in his previous job. Eventually, he settled at a company offering Rs 9.75 LPA and stopped job hunting altogether. 'I was getting a good hike, got comfortable with the job and stopped appearing for interviews—also because I couldn't crack any,' he 2020, although he secured a raise to Rs 12.5 LPA, he said that bonuses and perks were missing due to the COVID-19 pandemic. This motivated him to start learning again and prepare for career trajectory picked up from there. By making a few smart switches, his salary jumped from Rs 25 LPA in 2020 to Rs 60.8 LPA in 2024. However, due to the company's poor performance and eventual layoffs, he took a break and went on vacation. On returning, he began applying months ago, he interviewed once more, this time with minimal preparation, and landed a role with a package of Rs 92.5 LPA.'This year has been wild. I've started making more in a day than I used to make in a month at my first job. My cousin, the same one who mocked me, now wants me to invest in his shop. He even tells his kids to 'be like chachu.' Not gonna lie, that hits different,' he added in his techie also said that he neither attended prestigious institutes like IIT nor had influential connections. 'This didn't happen overnight. No IIT, no big references. Just kept grinding, switching smartly, and learning along the way. It took 9 long years. The Trump administration has announced a new pilot program that will require selected visitors to pay a refundable bond of up to $15,000 (around ₹13.17 lakh), along with a non-refundable 'integrity fee'. The measures are aimed at deterring visa overstays and strengthening security changes apply to applicants from countries with high visa overstay rates and will be implemented under a 12-month pilot program introduced by the US State Department As per the notice, travelers applying for B-1 (business) or B-2 (tourist) visas may be asked to deposit a bond starting from $5,000 up to $15,000, depending on the consular officer's determination. If the traveler leaves the US before the visa expires, the bond will be refunded in full. However, if they overstay, the entire amount will be forfeited.'This pilot program is a key pillar of the Trump administration's foreign policy to protect the United States from the clear national security threat posed by visa overstays and deficient screening and vetting,' the administration said in a notice released on State Department has not listed specific countries yet.
