Kolkata: Thirty-four fishermen from Kakdwip in two fishing trawlers were allegedly detained by the Bangladesh Navy in the early hours of Monday for allegedly crossing into Bangladeshi waters while fishing in the Bay of Bengal.
According to sources, the two trawlers — FV Jhor and FV Mangalchandi — were intercepted about 77 nautical miles from the Fairway Buoy of Mongla Port in Bangladesh.
Bangladesh media reported that a Bangladesh Navy patrol vessel spotted the trawlers fishing within their exclusive economic zone and detained the crew along with the boats and fishing equipment. The fishermen are being held in Mongla, where legal proceedings have begun under Bangladesh's fisheries and maritime departments.
"They may have accidentally crossed the boundary due to natural calamity. I have asked fishermen's organisations for detailed information," said Kakdwip MLA Monturam Pakhira. "Whatever the reason be, we are informing our CM," he said.

"It was pitch dark and a sudden storm made things worse. They didn't realise they crossed the maritime boundary," said Satinath Patra, union secretary.
Mainstream Bangladeshi media outlets quoted Mongla Upazila Fisheries Officer Zahidul Islam, who said the Indian trawlers intruded into Bangladeshi waters to catch fish and several species of sea fish were recovered, following which the Bangladesh Navy detained the fishermen. TOI tried to contact senior officers of the Indian Coast Guard, but there was no response from their end till late on Tuesday.

UP Board: ‘PEN' mandatory for students registering in class 9, 11
1 2 Prayagraj: In a significant new development, the Uttar Pradesh (UP) Board has made it compulsory for students registering for classes 9 and 11 to provide their Permanent Education Number (PEN) for the first time. This rule affects over 28,000 schools affiliated with the board. Alongside PEN, the board also mandated that students must upload a photograph of their School Registration Number (SR or Scholar Register) during the online advance registration process. PEN is a unique identification number assigned to students . It serves as a persistent identifier throughout a student's academic journey, from primary to higher education, and is used to track their academic records and facilitate various educational processes. The primary objective behind making the PEN compulsory is to maintain a student identity and to enable better tracking of academic records over time. Meanwhile, requiring the SR number aims to curb fraudulent registrations, ensuring that only genuine students enrol in these crucial academic years. This new requirement has caused concern among thousands of parents and school authorities. It was observed that nearly 50% of students enrolling in classes 9 and 11 currently do not possess a PEN. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Columbia: Here's The Average Price of a 6-Hour Gutter Upgrade Read More Undo While students in govt and council schools generally have PENs issued, the majority of students attending private schools lack this identification. Consequently, many parents fear that the absence of a PEN may disrupt their child's education. Additional Secretary (administration) of the UP Board, Satyendra Singh, explained that the PEN system is introduced primarily to facilitate seamless tracking of students' academic progress throughout their school life. However, this policy met with criticism from teachers' associations and educators. State president of the Uttar Pradesh Secondary Teachers' Union and a former Member of the Legislative Council (MLC), Suresh Kumar Tripathi opined that making PEN mandatory is inappropriate at this stage since not all students currently do not have it. The registration process for classes 9 and 11 started on July 2 and will continue until August 5. It is important to note that two years ago, the UP Board mandated the use of Aadhaar for registration in high school and intermediate exams. However, following backlash and concerns for students' welfare, the board reversed that decision, making Aadhaar optional once again.

Creating fear to stop people helping law is a terror act: Supreme Court
Supreme Court NEW DELHI: Indicating that an offence cannot be said to be a terror act only if an accused is convicted under an anti-terror law, Supreme Court on Tuesday said creating an atmosphere of fear to prevent people from taking the side of law by killing an army informer is also a terrorist act despite anti-terror law not being invoked in the case. A bench comprising Justices Ahsanuddin Amanullah and S V N Bhatti did not agree that the killing of three civilians, including the army informer, in J&K with an AK-47 was not a terror act because the conviction was not secured under an anti-terror law, and expressed its reservation in entertaining a remission plea of a convict who has spent 27 years in jail in the case. Prisoner Ghulam Mohammad Bhat took the stand that he was not convicted under an anti-terror law, but only under the Indian Penal Code for murder, and therefore, his act cannot be termed a terrorist act. The J&K government told SC that a convict undergoing life imprisonment for a terror act was not entitled for remission under state policy. Senior advocate Colin Gonsalves, appearing for the prisoner, said Bhat was convicted only under IPC section 302 (murder) and the Arms Act, and not under the then anti-terror legislation TADA. "Nothing was proved in court to attract TADA provisions. The trial court or the HC never found it to be a terrorist act," he said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it legal? Agreeing with Gonsalves, the bench said, "If you want to create fear among people to ensure that no one approaches authorities against the illegal act then it is a terror act and we cannot close our eyes. "This was done to create havoc to ensure that no one dares to side with the law, then it certainly carries the characteristics of a terrorist act and remission cannot be granted under the policy. You have to challenge the remission policy. " SC, however, allowed Gonsalves's plea to be allowed to challenge the J&K remission policy within the ongoing proceedings.

4 minors accused of raping Class 9 student in her Ghaziabad flat
1 2 3 Ghaziabad: Four boys, the youngest 14 and the oldest 17, have been named in an FIR for allegedly raping a 14-year-old girl at her flat in a housing society in Kavi Nagar. The alleged sexual assault happened while the girl, a Class IX student at a private school, was alone at home on Sunday morning. Sources said two of the accused are from the same school as her – one in her class, the other in class X. The two others are Class XI students who study elsewhere. The FIR mentions the name of only one of the four – one Class XI student. It was filed at Kavi Nagar police station under Section 70(2) (gang rape) of BNS and sections of Protection of Children from Sexual Offences (POCSO) Act around 11.30pm on Sunday night after the girl's father filed a complaint. "These four boys forcibly took her inside a room, covered her mouth and threw her on the bed. They held her hands and feet, and each of the four boys took turns assaulting her. When the complainant's wife returned from the market, she found the flat door open and saw the four boys with her daughter. She locked them inside and raised an alarm. She also called her husband," the FIR adds. The girl's father told TOI on Tuesday that he immediately called police at 112 when his wife told him what had happened. "When some residents of the society came to our house and were talking to my wife about the incident, the boys managed to flee," he said, accusing police of not reacting quickly enough to detain the boy at the spot. "The boys were harassing my daughter for a long time on social media platforms. Whenever she refused to talk, they threatened her," he said. Bhaskar Verma, ACP of Kavi Nagar, said a police team had been formed to investigate and CCTV footage of the society was also being examined. "We sent the girl for a medical examination. The report is awaited. Her magistrate statement will be recorded soon," he said. Sources said the main accused lives in the Wave City area. The manager of the school the girl studies in confirmed to TOI on Tuesday that she had taken admission only this year. "As far as we know, her family recently shifted to Ghaziabad. However, the girl has not attended school since she took admission. We have the records." Though the Class XI student named as accused and the girl did not study in the school together, he and her brother did. "The main accused and her brother were in our school till Class 10. Both did not continue in Class 11," the school manager said.
