
Former Jharkhand CM Raghubar Das slams Soren govt for not implementing PESA Act
Addressing a press conference at the state BJP office in Ranchi, Das alleged that the JMM-Congress coalition was systematically undermining tribal culture and traditions.
'This government claims to be a well-wisher of tribals but has not implemented the PESA Act even after finalising the rules,' he said.
The BJP leader recalled that the central government had enacted the PESA Act in 1996, mandating states to draft rules following local traditions and implement self-rule in Scheduled Areas.
'Most states have implemented PESA and empowered Gram Sabhas. In contrast, Jharkhand, despite having a tribal Chief Minister, is yet to do so,' he said.
Das invoked the legacy of tribal freedom fighters, including Bhagwan Birsa Munda, Sido-Kanhu, Poto Ho, Budhu Bhagat, Phoolo-Jhano, and Tilka Manjhi, stating that they fought for 'Abua Raj' (self-rule).
'Ironically, a tribal Chief Minister is now obstructing the same vision,' he said.
He added that the draft PESA rules were published years ago, and after extensive consultations and review, the Jharkhand Law Department gave its nod on March 22, 2024.
'Both the Supreme Court and High Court have upheld the Act under the Fifth Schedule of the Constitution,' he noted.
'Tribals across 112 blocks in 13 Scheduled Area districts are now asking when Gram Swaraj under PESA will be implemented. Who is stopping the government from restoring the traditional systems of Munda, Manki and Gram Pradhan?' he asked.
Das alleged that Hemant Soren is under pressure from 'followers of foreign religions,' claiming their influence within the government is preventing implementation.
'PESA will curb their interference in tribal self-governance, which is why they oppose it,' he said, adding that several ministers and leaders in the ruling alliance were working against tribal interests.
He further alleged that vested interests involved in illegal mining and trade in sand, stone, liquor and coal were also opposed to the Act.
'PESA would empower panchayats with control over minor minerals and sand ghats. The government has surrendered to the syndicate mafia. This is a betrayal of the Sarna tribal community,' he said.
Former Union Minister of State Sudarshan Bhagat was also present at the press conference.

New Delhi: The resignation of Vice President Jagdeep Dhankhar has once again brought attention to the constitutional mechanisms designed to ensure continuity in India's parliamentary framework. Although rare, mid-term resignations from the Vice Presidency are not without precedent, and the Constitution offers a clear roadmap for what follows. 'The Vice President holds an important procedural role in Parliament, but because the Deputy Chairman's post in the Rajya Sabha is filled – unlike in the Lok Sabha – the chamber's leadership remains intact.' The provision for resignation is well established, and in Dhankhar's absence, the Deputy Chairman of the Rajya Sabha assumes the responsibility of presiding over its sessions. This transition is not ad hoc but rooted in constitutional protocol, which guarantees that the legislative process remains uninterrupted. Interestingly, while the Deputy Speaker's post in the Lok Sabha has remained vacant for an extended period, the Rajya Sabha has maintained its leadership structure, ensuring the chamber's operational stability. The presence of an active Deputy Chairman is precisely what insulates Parliament from any procedural paralysis during this interregnum. Until a new Vice President is elected – a process that must occur within six months – the Deputy Chairman will continue to oversee proceedings and uphold parliamentary norms. The Vice President's role in Indian governance, while not executive in nature, is crucial for the functioning of the Upper House. His resignation, therefore, is not merely a personal or political moment—it activates a sequence of institutional responses that safeguard democratic continuity. CM says love jihad cases in Goa, state needs anti-conversion law
Porvorim: Chief minister Pramod Sawant on Monday said in the assembly that it is time Goa also brought in anti-conversion laws like Uttar Pradesh to curb cases of 'love jihad'. Sawant said many cases of love jihad were reported earlier in Goa too and he will release the numbers soon. His statement was, however, opposed by Goa Forward Party's Fatorda MLA Vijai Sardesai, who said the CM is trying to push his party's national agenda in Goa. 'We need to bring in the anti-conversion law and all of you from Congress need to support it. Love jihad cases came to light in Goa too earlier. When we spoke about it, at that time you all said there is no such thing as love jihad. There are cases in Goa, I will put up the figures soon,' said Sawant. The CM's remarks came after the opposition criticised govt for Goa police being unable to track the movements of alleged accused Ayesha, who was recently arrested by Uttar Pradesh police in an anti-conversion case. 'There are no cases of love jihad in Goa. He should give the number of such cases. We are diverting from the issue of a transnational network which also saw activities from Goa. No Goans live in Aldeia de Goa (gated complex where accused Ayesha's parents rented a flat) and nobody knows what the residents there are up to,' said Sardesai. Sawant said that the anti-conversion law is only against forcefully done conversions and will not in any way interfere with willing inter-religious marriages. 'But conversion should not take place by offering lures like money, etc,' said the CM.
