GCCIA, QDF sign $100mln financing deal for Oman direct interconnection project

The Gulf Cooperation Council Interconnection Authority (GCCIA) and the Qatar Development Fund (QDF) have signed a 38.5 million Omani riyals ($100 million) financing agreement for a new grid interconnection project, linking the GCC power network to Oman.
The direct interconnection will have a 1,700 megawatt (MW) transmission capacity and a net transfer capacity of 1,200 MW, a GCCIA statement said, adding that construction is slated to begin in the second half of 2025, with commissioning planned for the first half of 2027.
The project involves the construction of two 400 kV overhead transmission lines with a total length of 530 kilometres connecting the GCCIA's Al Sila station in the UAE to Ibri in Oman, and includes the construction of two 400 kV substations in Ibri and in Al Baynunah in Abu Dhabi.
GCCIA stated that the Oman project is part of a three-project initiative, which includes ongoing developments in the UAE and Kuwait, aimed at strengthening the Gulf grid, integrating renewable energy sources, and enhancing regional electricity trade.
QDF is also helping fund the interconnection project linking the GCC grid with Iraq via Kuwait.

The tender for consultancy services was issued on 12 June 2025, with a submission deadline of 10 July 2025, 'The contract award is expected in August 2025,' the source told Zawya Projects. The scope of services includes detailed masterplan and infrastructure design for Al Jabal Al Aali, encompassing planning, architecture, engineering and infrastructure design, tender preparation, tender launch, and award for both infrastructure and building elements. The high-altitude destination, spread over an area of 11.8 square kilometres, integrates residential, hospitality and multi-functional elements across three villages - Eastern Souq Village, Western Cliff Village, and Wadi Al Harbi Village. It will offer 2,500 residential units and accommodate more than 10,000 residents. The project is slated for completion by the fourth quarter of 2029. Canada-based AtkinsRéalis won a preliminary master plan ideas competition and was commissioned by the Ministry of Housing and Urban Planning for the preparation of the vision and concept masterplan, according to the firm's website. KUWAIT CITY - The total amount for which the Ministry of Electricity, Water and Renewable Energy obtained conditional approval from the State Audit Bureau (SAB) to contract for the import of electricity from the Gulf Cooperation Council Interconnection Authority (GCCIA) reached KD169.126 million over nine months -- from April to December. According to reliable sources, the ministry got approval for the import in April, amounting to KD2.641 million, two approvals in May the first for KD1.756 million and the second for KD3.348 million, in addition to an approval from June until December for KD161.381 million. Sources indicated that the energy import is through the coordinated efforts of the ministry and GCCIA to support the grid, maintain the stability of the electrical system during summer, and avoid resorting to scheduled power outages as much as possible, given the increased loads resulting from high temperatures and increased consumption rates in summer. Sources disclosed that the ministry utilized the GCCIA as one of the solutions to address the energy crisis until production rates increase and new projects are implemented shortly. Sources said these projects include the installation of gas turbine units operating on a combined cycle system to increase power production at Al-Subiya power station by 900 megawatts, indicating the ministry is racing against time to complete the fourth phase that includes the tender, award, contracting, and implementation procedures. Qatar's Public Works Authority (Ashghal) is expected to award the design and lead consultancy contract for the Al Hidaya Schools for Special Needs project in the third quarter of 2025, a source aware of the details told Zawya Projects The tender was initially issued on 2 December 2024, with bid submission due on 26 January 2025, later postponed to 2 February 2025. The source didn't disclose the month of award but said the project completion date has been pushed to the fourth quarter of 2028 from the second quarter of 2027. He added that the total project cost, according to his estimates, is $100 million.
