Punjab Govt Orders DNA Testing On Child Beggars, Adults With Them To Verify Relationship
Punjab government directed Deputy Commissioners to conduct DNA tests on children found begging with adults to verify their relationship, under project Jeewanjyot-2.
In a move aimed at checking child trafficking and their exploitation for begging, the Punjab government directed all Deputy Commissioners (DC) to conduct DNA tests on children found begging with adults on the streets to verify their relationship, officials said on Thursday.
Social Security, Women and Child Development Minister Baljit Kaur issued the orders.
If a child is found begging with an adult, a DNA test will be conducted to verify their family ties. Until the results are made available, the child will stay in a child care institution under the supervision of child welfare committees.
Officials assured strict action if the DNA test confirms that the adult is not related to the child they are accompanying.
The directions were issued to all DCs by the Directorate of Social Security (Women and Child Development) under the project Jeewanjyot-2.
An official highlighted that the child welfare committees in districts will identify such cases where it appears that a child is being forced to beg alongside an adult, and their relationship seems suspicious.
Last month, Kaur had issued directions to all DCs to declare their respective districts as 'beggar-free' and ensure regular monitoring in this regard.
She emphasised that the state government was firmly committed to the protection of children and was adopting a sensitive yet stringent approach to eliminate child begging.
Additionally, she announced that amendments would be made to the Punjab Prevention of Beggary Act (1971), aimed at introducing stricter punishments and heavy penalties against racketeers, guardians, or parents found forcing children to beg at traffic lights and public intersections.

Naxalites kill two men in Chhattisgarhs Bijapur
Agency: PTI Bijapur, Jul 21 (PTI) Two men have been killed by Naxalites in different villages of Chhattisgarh's Bijapur district, police said on Monday. The killings took place at separate places in Tarrem police station area on the intervening night of Sunday and Monday, they said. After being alerted, security personnel rushed to the spots in the morning, a police statement said. As per preliminary information, the victims have been identified as Kawasi Joga (55), resident of Chhutwai village, and Manglu Kursam (50), from Bada Tarrem village, it said. The Tarrem police were verifying the incident and a detailed information will be shared later, it added. With this incident, as many as 27 persons have lost their lives in Maoist violence so far this year in the Bastar region, comprising seven districts including Bijapur. On July 14 night, Naxalites killed two men, who were working as 'shiksha doot' (temporary visiting teachers) in government schools, in Farsegarh area of Bijapur after accusing them of acting as police informers. On June 21, two villagers were killed by Naxalites in Pamed police station area of Bijapur. Pilgrims attacked during Kanwar Yatra in UPs Barabanki; 2 detained
Barabanki (UP), Jul 21 (PTI) A group of kanwariyas was allegedly attacked by some intoxicated men in Barabanki district of Uttar Pradesh following a dispute late Sunday, police said. Police said the incident occurred at around 11 pm near Chandoora village, and the situation was quickly brought under control. Two suspects have been taken into custody, it said. The kanwariyas, after offering water at the Prasanna Nath Mahadev Temple, were walking from Bhagauli Tirth towards the Lodheswar Mahadev temple in Ramnagar, which is a traditional pilgrimage route followed during the Hindu month of Shravan (Sawan), dedicated to Lord Shiva. There was an altercation between the kanwariyas and a group of men near a shop. As the pilgrims moved ahead, about six men intercepted them near a petrol station between the villages of Raipur and Chandoora and attacked them. The Mohammadpur Khala police station is located close to the scene, and personnel responded promptly. 'There was a confrontation that escalated into a minor clash," said Circle Officer (Fatehpur) Jagat Ram Kanaujia. 'Two people have been taken into custody, and the Kanwar Yatra is continuing peacefully. No injuries have been reported," he added. One of the detained suspects, identified as Durgesh, was apparently intoxicated and is being questioned, he added. It was not immediately known what the dispute that led to the clash was about.
