NTPC hands over five hydrogen fuel cell buses to eco-fragile Himalayan region of Ladakh
'In a landmark move towards clean and sustainable transportation, a formal handing and taking over ceremony was held today at the NTPC Green Hydrogen Mobility Station, Palam, Leh, marking the transfer of five hydrogen fuel cell-based buses from NTPC Limited to the State Industrial Development Corporation (SIDCO),' said an official spokesperson.
This initiative represents the first-ever commercial deployment of hydrogen-powered buses in India, and that too at the highest altitude anywhere in the world, making it a globally significant milestone in green mobility, he added.
The ceremony was held in the presence of administrative secretary, transport department, Bhupesh Chaudhary, the additional deputy commissioner, Leh, along with senior officials from NTPC, SIDCO and other departments.
Following the formal flag-off of the hydrogen buses, Chaudhary conducted a detailed inspection of NTPC's green hydrogen plant, including its production, storage, and dispensing systems. He appreciated NTPC's efforts in implementing such a technologically advanced project in Ladakh's high-altitude terrain and noted its significance in furthering the UT Administration's vision of a carbon-neutral Ladakh.
Subsequent to the flag-off, the NTPC team called on chief secretary Pawan Kotwal and apprised him of the project's successful implementation.
Kotwali lauded NTPC's pioneering efforts and observed that the successful operationalisation of hydrogen buses in such extreme conditions could usher in a new era of hydrogen fuel cell mobility in India. He also directed the NTPC team to document the entire experiment and operational learnings, so that it may serve as a benchmark for similar initiatives in other regions of the country.
This initiative, developed through the collaborative efforts of the UT administration and NTPC, stands as a testament to India's growing leadership in renewable energy innovation and represents a major leap toward sustainable public transport in ecologically sensitive and strategically vital regions.

Skill ministry eyes 1990s-style reforms for vocational education
The new national policy on skill development will be 'transformative' and akin to the liberalisation reforms of the 1990s in terms of vocational education and training in the country, said Jayant Chaudhary, Minister of State (Independent Charge) for Skill Development and Entrepreneurship, on Tuesday. The skill ministry is currently working on introducing a new national policy on skilling, replacing the previous version launched in 2015. A draft was released last month, inviting suggestions from the general public and domain experts. 'Like the new education policy launched in 2020 was a landmark for the education sector, the new skilling policy will achieve the same results for vocational education in the country and transform it. It will be a significant step and akin to the liberalisation reforms [of the 1990s.] It will redefine the way we skill, upskill, and reskill our people — preparing them to thrive and lead in an increasingly dynamic global economy,' Chaudhary said, responding to a query on the objective of the new policy. The new policy aims to have 50 per cent of the country's labour force skilled (including skilling, upskilling, and reskilling), assessed, and certified by 2035, with 50 per cent participation from women and other minority groups. Among other changes, the new policy proposes to tweak the definition of skilling to align with international standards. 'A critical starting point is to reflect on the definition of skilling,' the draft says. It cites the United Nations Educational, Scientific and Cultural Organization's definition of skilling, which also emphasises technical, transversal, and behavioural skills — collectively enabling lifelong learning. The policy also suggests financial and non-financial incentives such as Skill MUDRA, Skill Impact Bond 2.0, a corporate patronage programme, and grassroots engagement programmes to encourage all stakeholders to undertake large-scale, outcome-oriented skilling, with an emphasis on quality and employability. Chaudhary also called on industry to participate in the ₹60,000 crore Industrial Training Institute (ITI) revamp scheme approved by the Cabinet, which includes ₹10,000 crore from corporate social responsibility contributions. He added that nearly 99,000 ITI seats that have remained vacant for more than two consecutive years will be de-affiliated. 'We want to move beyond funding — we want the industry to shape the curriculum, certification, and training standards. This is how we create employable youth and make ITIs future-ready,' he added. Highlighting the ministry's vision for 2047, Chaudhary said India is on track to emerge as the global skilling hub, with sectors such as pharmaceutical, artificial intelligence, and machine learning leading the way.

New skills policy will be transformative for India's youth: Jayant Chaudhary
The ministry of skills development and entrepreneurship is adopting a multi-pronged approach including development of global skills taxonomy , creating a national registry of skills and developing a new overarching policy to guide India's skilling mission over the next one decade, Jayant Chaudhary , minister of state for skills development and entrepreneurship (independent charge) said. 'Just as the National Education Policy (NEP) has been a game changer for the education sector, the upcoming National Skill Development and Entrepreneurship Policy will be equally transformative for India's workforce,' he said on Tuesday while addressing the media on 10 years of Skill India Mission . 'It will redefine the way we skill, upskill, and reskill our people while preparing them to thrive and lead in an increasingly dynamic global economy,' he said. The ministry has put out the draft policy in public domain for views from the stakeholder. According to the minister, over the past decade, schemes like the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) have trained over 16.4 million youth, while more than 14,500 Industrial Training Institutes (ITIs) have been supported through reforms in quality, governance, and affiliation norms. Elaborating on the recently approved Rs 60,000 crore ITI revamp scheme, Chaudhary said Rs 10,000 crore will come from the private sector through corporate social responsibility (CSR) contributions. 'We want to move beyond funding. We want the industry to shape the curriculum, certification, and training standards. This is how we create employable youth and make ITIs future-ready,' he said. Chaudhary said his ministry has de-affiliated 4.5 lakh vacant seats which were vacant over the last six years and similar action is ongoing on over 99,000 more seats that have remained unutilised. 'As a result, In 2024, our ITI admission rate in 2024 increased by 11%, showing that trust is returning to the system,' he said, adding that the government is committed to quality of skills training and not just numbers. Chaudhary said his ministry is collaborating with states to identify hubs and spoke ITIs to be developed under the Rs 60,000 crore scheme. There will be 200 hub ITIs and 800 spoke ITIs out of the over 3000 government ITIs which will be upgraded under the scheme.
