Tech groups throw support for Konektadong Pinoy Act
In a joint statement Saturday, the Global AI Council Philippines, the Blockchain Council of the Philippines, the Cybersecurity Council of the Philippines, the Data Center Association of the Philippines, the Fintech Philippines Association, and Go Digital Philippines said they support the measure, which is now awaiting the signature of President Ferdinand Marcos Jr.
The tech industry groups said the bill would be a 'critical reform that will modernize the Philippines' digital infrastructure.'
'By replacing outdated, analog-era regulations with a forward-looking legal framework, the bill will promote competition, streamline the entry of new players, enable infrastructure sharing, and improve spectrum management," the groups said.
"These changes will lower the cost of Internet services, accelerate network rollout, and expand access especially in underserved areas,' they added.
The measure, however, has its fair share of critics, including the Philippine Chamber of Telecommunications Operators (PCTO), composed of the country's leading telcos, and the Philippine Association of Private Telecommunications Companies (PAPTELCO).
PCTO called for a review of the ratified version of measure, citing national security concerns and weakening of regulatory oversight among new entrants in the country's connectivity service sector.
PAPTELCO, on the other hand, urged Marcos to veto the bill, also flagging national security issues, as new players would no longer be required to secure a legislative franchise.

Under the measure, new data transmission players are no longer required to secure a legislative franchise or Certificate of Public Convenience and Necessity (CPCN).
The tech industry groups, meanwhile, urged Congress 'to exclude any data localization or sovereignty provisions in the final version of the law. Requiring that data be stored or processed only within Philippine territory will drive up business costs, disrupt operations, and limit access to technologies such as cloud computing and Al.'
'This would hurt SMEs, deter investment, and weaken the competitiveness of the Philippine IT-BPM and digital sectors. Data security is not about where data is stored, it is about how it is protected,' they said.
'The Konektadong Pinoy Act has the potential to be a foundation for digital transformation. We look forward to its passage and to working with government to realize a more connected Philippines,' they added.
Department of Information and Communications Technology (DICT) Secretary Henry Aguda is also backing the passage into law of the Konektadong Pinoy Act, saying it would increase competition in the country's telecoms space and eventually lower cost of services for the benefit of the consuming public. —VAL, GMA Integrated News

Marcos to stay at historic Blair House during summit with Trump in DC
Philippine President Ferdinand Marcos Jr. will stay at the historic Blair House across the White House in Pennsylvania Avenue during his three-day visit to Washington for his first-ever meeting with US President Donald Trump later this month, Foreign Affairs Secretary Theresa Lazaro said Monday. The famous residence is the official guest house of the US President for visiting heads of state and other dignitaries and has hosted notable world leaders, including Queen Elizabeth II and Nelson Mandela, according to the White House website. Heads of states and governments are usually invited to the guest house "at the pleasure of the President," it added. Blair House also serves as the temporary home of the president-elect before the inauguration ceremonies in preparation for the administration's move into the White House. "Just wanted to say that it is President Trump who invited President Marcos to this meeting and probably the first if I am correct the first among the ASEAN leaders who have been invited by the president to the White House. It is an official visit, but he will be staying in the presidential guest house, the Blair House, so that means something," Lazaro told reporters in her first press briefing as Secretary of Foreign Affairs. Philippine Ambassador to Washington Jose Manuel Romualdez, in a separate interview, said Marcos' official working visit was relayed to the Philippine Embassy in Washington with the invitation for him to stay at Blair House. The Blair House complex has approximately 109 rooms, including 15 guest rooms, each with a full bathroom, three formal dining rooms, two large conference rooms, a hot and cold kitchen, a beauty salon, an exercise room, and an in-house laundry facility. Details of the summit between Marcos and Trump are still being finalized, Lazaro said, but defense and security amid increasing Chinese aggression in the disputed South China Sea, US tariffs and economic cooperation are likely to figure in their discussions. America has repeatedly vowed to defend the Philippines - its long-time treaty ally in Asia - against armed attacks on Philippine forces, vessels, or aircraft, including those of the coast guard, anywhere in the South China Sea, The US, Japan, and the Philippines forged a trilateral bloc to boost security, economic and investment engagements. Such alliances would help Japan and the Philippines, which both face similar territorial disputes with China, diversify their trading engagements as a buffer in case the disputes spill into the economic front. The Philippines has deployed a trade delegation to the US this week to continue negotiations after the Trump administration increased its tariff on the Philippines to 20% unless a deal is reached.—LDF, GMA Integrated News

Comelec to implement early voting hours for 2025 BSKE
The Commission on Elections is set to implement the early voting hours for the vulnerable sector during the 2025 Barangay at Sangguniang Kabataan elections (BSKE). Under Resolution No. 11154, the poll body said that senior citizens, pregnant women, and persons with disabilities (PWDs) may cast their votes for the BSKE from 5 a.m. to 7 a.m. at their designated voting centers. Regular voting hours will start from 7 a.m. to 3 p.m. 'In order to accommodate PWDs, senior citizens, and pregnant women, the Commission implements the early voting hours during the 2025 BSKE nationwide for a smoother, safer, and more accessible voting experience to the vulnerable sectors,' the resolution reads. The Comelec implemented the early voting hour policy during the recent May midterm elections. Voter registration to proceed in August Meanwhile, Comelec Chairman George Erwin Garcia said the 10-day nationwide voter registration slated from August 1 to August 10 will proceed amid the looming decision of President Ferdinand Marcos Jr. on a proposed measure seeking to extend the term of office for barangay and SK officials from three to four years, and postpone the elections to the first Monday of November 2026. The bicameral conference ratified the committee report in July. 'Ang ating impormasyon, maaaring ngayong araw pa lamang maitaas sa ating Pangulo mula sa Kongreso ang draft ng mismong panukalang batas na nage-extend o nagpi-fix ng termino ng barangay at SK. Marcos commits to further opening PH to foreign tourists
President Ferdinand ''Bongbong'' Marcos Jr. on Monday vowed to further open the Philippines to international tourists. Marcos made the remark during the groundbreaking ceremony of the Caticlan Passenger Terminal Building in Nabas, Aklan. He underscored that the influx of travelers would be a big boost to the local and national economy. ''Tourism right now contributes close to eight percent to our GDP. And that is something that we want to increase and that is why these projects that we have are also very important,'' Marcos said in his speech. ''We are doing the same things for many regional airports. We have been talking about the Iloilo. We have made agreements in Bohol, in Siargao, and there will be others more. Ngayon ay pinag-uusapan pa lang. So, I don't want to let the cat out of the bag because they are still in discussions,'' he added. Marcos said the idea is to open up the country, not only through Manila, but also through international flights coming from Europe and other Southeast Asian countries. ''And in this case, maganda — tama 'yung nabanggit kanina that it is better here because the ferry experience is very important and very much part of the experience of a… I remember coming here as a vacationer. It is projected to accommodate seven million passengers per year, with a simultaneous capacity of 3,000 passengers at any given time. The target completion date for the project is 2027.
