Adhere to govt circular for single-site approval, says Udupi DC
The DC was speaking while presiding over a meeting held to discuss the issues faced in single-site plan approvals and Form 9/11 in the district on Saturday.
Due to the geographical features of coastal areas, it is often not possible to widen roads. In such cases, the govt has issued a circular allowing competent authorities to grant exemptions during design approval. Approval should be granted as per the rules, she said.
There were complaints that despite the public submitting applications to the concerned departments for single site plans and Form 9/11, there are delays in obtaining them. Applications should be processed on a priority basis, he added.
Karkala MLA V Sunil Kumar said that the govt considers the local geographical area of the district from an administrative perspective and grants certain exemptions. Similarly, for Udupi, Dakshina Kannada, Uttara Kannada, and Kodagu districts, several exemptions have been provided for single-site approvals, and a circular was issued previously.

MLA Kiran Kumar Kodgi said that there is a belief among the public that it is not possible to obtain single-site approvals for constructing their buildings in the urban planning authority.
The issues found in the submitted applications should be patiently listened to and resolved to facilitate the public, he said.
Zilla panchayat CEO Prateek Bayal said that there are complaints about difficulties in obtaining single layout design approval for plots granted under 94C and other approvals provided by the govt for the poor. The circular already issued by the govt precisely indicates what can be exempted. Approval should be granted accordingly, he said.

Election Commission urges amendments to ensure smooth polls to GBA corporations
Bengaluru: Karnataka's State Election Commission (SEC) has urged the govt to amend the Greater Bengaluru Governance Act-2024 to plug legislative gaps and enable smooth conduct of elections to the city's newly created multi-corporation civic agency setup. In a letter to additional chief secretary of the urban development department, state election commissioner GS Sangreshi highlighted the absence of clarity in the current law regarding preparation of electoral rolls and conduct of elections. In his letter, he said: "Section 35 of the Greater Bengaluru Governance Act-2024 does not specify whether the SEC should prepare electoral rolls or adopt the Legislative Assembly electoral rolls." "There is a need for the govt to frame rules under Section 68 of the Greater Bengaluru Governance Act-2024 for conducting elections for councillors, mayors, deputy mayors, and standing committee chairpersons," the letter states. Currently, Karnataka Municipal Corporations (Election) Rules-1979 are in use for elections in other municipal corporations. The SEC has recommended their adoption for Bengaluru's five city corporations to maintain procedural uniformity and avoid legal ambiguity. The commission also stressed urgency of govt intervention. "The SEC urged the govt to take prompt action to amend Section 35, frame necessary rules, or adopt existing ones to facilitate the smooth conduct of elections under the Act," the letter stated. "These measures are essential for upholding the democratic process in the newly established multiple city corporations in Bengaluru," it added. The govt is yet to respond to the proposal. BRS neglected irrigation sector during their 10-year regime: Bhatti
Hyderabad: Deputy chief minister Bhatti Vikramarka on Sunday said that Telangana's irrigation water needs are still being met by projects built by previous Congress govts on the Krishna and Godavari rivers. He added that the BRS did nothing for the development of the irrigation sector during their 10-year regime. "Not a single drop of irrigation water that rightfully belongs to Telangana will be given up. The state's interests are more important than politics. The previous BRS govt was responsible for allowing the Andhra Pradesh to take the Banakacherla project," he said after laying the foundation stone for the construction of 10,000-metric-tonne-capacity warehouses at Kamalapuram village in the Mudigonda mandal of the Khammam district.
