Rethinking SEATO: A new maritime pact for ASEAN?

AS geopolitical tensions escalate in the Indo-Pacific, Southeast Asian nations find themselves increasingly vulnerable to the turbulence sweeping the region.
China's growing assertiveness in the South China Sea, the rising strategic competition between the United States (US) and China, and the proliferation of non-traditional maritime threats such as piracy and illegal fishing have converged to create a volatile security environment.
Against this backdrop, a provocative question has resurfaced:
Should the Association of Southeast Asian Nations (ASEAN) revive the Southeast Asia Treaty Organisation (SEATO) as a mechanism to bolster regional maritime security?
SEATO, founded in 1954 and dissolved in 1977, was originally designed as a Cold War-era collective defence pact aimed at containing communism. Its legacy is, at best, mixed.
With only two Southeast Asian members i.e., Thailand and the Philippines and heavily dominated by external powers like the US, United Kingdom, and France, SEATO was often criticised for its lack of cohesion and legitimacy within the region.
Its failure to evolve into a true collective security mechanism contributed to its irrelevance and eventual dissolution.
Yet in 2025, the strategic landscape has changed dramatically. Today, the Indo-Pacific is the epicentre of global power politics, and ASEAN's role has never been more crucial.
The organisation stands at a crossroads: continue with its consensus-based, non-aligned approach, or adapt to a more assertive and structured security framework in response to rising threats.
The idea of reviving SEATO or at least, reimagining it should be explored seriously, but with critical adjustments grounded in current realities.
Maritime security: ASEAN's Achilles heel
Southeast Asia's maritime domain is a focal point for multiple overlapping claims, economic interests, and military ambitions. The South China Sea alone sees one-third of global shipping pass through its waters.
Yet, maritime security remains ASEAN's Achilles heel. Despite initiatives like the ASEAN Maritime Forum and joint patrols in the Sulu and Celebes Seas, the region lacks a comprehensive, cohesive maritime defence structure.
In the face of China's continued island-building, coercion of fishermen, and incursions into Exclusive Economic Zones (EEZs), ASEAN's diplomatic toolbox seems increasingly inadequate.
Reviving SEATO or creating a SEATO 2.0 could offer a more robust framework to pool resources, share intelligence, and establish clear deterrents.
Unlike its Cold War predecessor, a modern version would need to be rooted in ASEAN leadership, rather than being externally driven. This could transform it from a symbol of neo-colonial entanglement into a proactive regional safeguard.
A reimagined SEATO: ASEAN-led and inclusive
Any modern iteration of SEATO must be fundamentally different in design and intent.
First and foremost, it should be ASEAN-led, preserving the centrality of the organisation. External partners such as the US, Japan, Australia, and India could serve as dialogue or strategic partners, but not dominant actors.
This would maintain ASEAN's long-held position of neutrality while enabling it to take a more assertive role in shaping regional security.
The objectives of a new SEATO would also need to evolve. Rather than being a purely anti-China alliance, it should focus on enhancing maritime domain awareness, building naval interoperability, strengthening coast guard cooperation, and securing sea lines of communication.
These goals are inherently defensive and could gain broader support among ASEAN's diverse members, many of whom are wary of becoming pawns in great power rivalries.
This reimagined SEATO could also be integrated into the broader Indo-Pacific security architecture. Coordination with initiatives like the Quadrilateral Security Dialogue (Quad), the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA), and the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) would create a multi-layered and resilient defence posture.
Challenges and caveats
However, reviving or rebranding SEATO is far from a silver bullet. ASEAN's core principles are non-interference, consensus-based decision-making, and respect for sovereignty, often inhibit swift or unified responses to crises.
Member states have varying security priorities and relationships with major powers. For instance, Cambodia and Laos maintain close ties with China, while the Philippines and Vietnam are more confrontational. This divergence makes the formation of a formal security pact challenging.
Moreover, introducing a SEATO-like structure risks undermining ASEAN unity if not managed carefully. It could exacerbate intra-regional tensions and provoke backlash from China, which may interpret it as an encirclement strategy. Balancing deterrence and diplomacy will be crucial.
The path forward: Pragmatic regionalism
Rather than a wholesale revival of SEATO, ASEAN should consider a flexible, modular approach.
A 'SEATO-lite' framework beginning with joint maritime exercises, intelligence sharing, and capacity-building—could evolve organically based on the needs and consensus of member states.
This incremental strategy would avoid the political costs of formalising a defence pact while still enhancing maritime cooperation.
Additionally, ASEAN should push for institutional reforms that allow for 'ASEAN Minus X' models where willing members move forward on specific security initiatives without requiring unanimity.
This would preserve the group's cohesion while allowing progress on urgent maritime issues.
Conclusion
The notion of reviving SEATO as a means to strengthen maritime security in Southeast Asia is both provocative and timely.
While the historical baggage of the original SEATO looms large, the current strategic environment demands fresh thinking. A reinvented, ASEAN-led security framework whether called SEATO or something new could be a pivotal step in safeguarding the region's maritime future.
ASEAN must not allow itself to be paralysed by its past or by external pressures. The Indo-Pacific is evolving rapidly, and so too must Southeast Asia's security architecture.
Whether through a revived SEATO or an entirely new model, one thing is clear: the time for passive neutrality is over. ‒ June 9, 2025

According to Utusan Malaysia, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi (picture) said this proposal was conveyed during his visit to Wellington, where he invited New Zealand's halal industry players to join the Malaysia International Halal Showcase (MIHAS) this September. Ahmad Zahid, who also chairs the Halal Industry Development Council (MPIH), said the move would help New Zealand tap into ASEAN's halal market, with Malaysia acting as a strategic base. 'While in Wellington, I took the opportunity to push for deeper halal collaboration between Malaysia and New Zealand. My focus was on promoting ASEAN halal products into the Asia-Pacific. 'Currently, two organisations in New Zealand have already received halal certification recognition from the Department of Islamic Development Malaysia (Jakim) for exports to Malaysia. 'I've now opened the door for them to use Malaysia as a hub for distributing New Zealand's halal products to ASEAN. I've also suggested they take part in MIHAS,' he said during a press conference after the Malaysia–New Zealand Halal Forum. Also present were New Zealand's Minister for Biosecurity and Food Safety, Andrew Hoggard, and Malaysia's High Commissioner to New Zealand, Mazita Marzuki. Ahmad Zahid added that Malaysia would use the MIHAS platform to announce the formation of the ASEAN Halal Council, comprising all Southeast Asian nations. He said halal certifying bodies endorsed by Jakim would also be invited to join the ASEAN Halal Plus Council to harmonise regional halal standards. During the forum, Ahmad Zahid witnessed the exchange of letters of intent between Universiti Kuala Lumpur (UniKL) and the University of Canterbury (UC), aimed at strengthening cooperation in chemical and process engineering, halal food technology, and sustainable development. Ahmad Zahid also dismissed concerns that Jakim's stringent halal procedures would be an obstacle for New Zealand businesses. He explained that Jakim had already authorised two local halal bodies in New Zealand to handle certification, removing the need for companies to go through Jakim directly. 'Jakim will continue periodic audits to ensure compliance with the standards. But I see no issues — I had discussions this morning with the two associations already certified by Jakim and the Department of Veterinary Services (DVS),' he said. New Zealand's halal exports to Malaysia surpassed NZ$60 million (RM151 million) last year, driven largely by premium halal meat products.

Kuala Lumpur: The 58th Asean Foreign Ministers' Meeting and its related sessions wrapped up with Southeast Asian countries projecting cautious unity as they face rising geopolitical tensions, economic challenges, and the prolonged Myanmar crisis. Foreign ministers from the 10 Asean countries met with counterparts from major partners, including the US, China and Japan, to discuss key regional issues, including maritime security to trade and political cooperation. Myanmar crisis a high priority Myanmar remained high on the agenda as Asean tried to make further headway on the five-point consensus (5PC), a peace plan agreed in 2021 after the junta seized power in a coup. In a joint statement, the ministers expressed 'deep concern over the escalation of conflicts and the humanitarian situation in Myanmar', and reiterated the 5PC as a core framework for engagement. Foreign minister Mohamad Hasan said he planned to visit Naypyidaw in late September or October, where he would present a 'wish list' compiled after consultation with various stakeholders, including the opposition National Unity Government (NUG). 'The majority of them want the release of political prisoners, a ceasefire and unhindered humanitarian aid,' he said at a press conference at the end of the meetings. Mohamad also said that holding elections in Myanmar should not take precedence over meeting the conditions of the 5PC. 'Holding an election just to say, 'Look, we had an election, so we're already a democratic government', is not right,' he said. Timor-Leste's accession still on the cards Despite reported objections from Myanmar's junta, Asean reaffirmed that it would admit Timor-Leste as its 11th member during the October summit. 'We reaffirmed Asean's commitment to an inclusive and sustainable regional community by supporting Timor-Leste's full membership,' it said, citing Dili's active observer role and its willingness to accede to all Asean treaties and agreements. The junta is said to have formally opposed Dili's entry, accusing it of violating Asean's non-interference principle by engaging with the NUG. But Asean secretary-general Kao Kim Hourn dismissed concerns, saying Myanmar and Timor-Leste had been 'sitting down together' and 'sorting out their differences'. Tariffs cast shadow Trade issues took centre stage after US president Donald Trump announced new tariffs on Southeast Asian exports. Prime Minister Anwar Ibrahim warned against a growing trend of weaponising trade tools, and called for deeper alignment between Asean's economic and foreign policy arms. US secretary of state Marco Rubio, who was here on his maiden visit, said some Southeast Asian countries could end up with tariffs 'better than those in other parts of the world'. Some countries have already seen results: Vietnam secured a tariff cut from 46% to 20% following direct talks with the US, while Cambodia saw rates drop from 49% to 36%. Mohamad said the meetings provided a platform for Asean countries to raise concerns about the US tariffs through individual bilateral discussions. Although Asean declared in April that it would adopt a unified approach to the tariffs, Mohamad said Washington made its preference clear: 'They don't want to (negotiate) with a bloc. They want to do it (bilaterally)'. Big powers at play The summit also underscored Asean's delicate dance with the world's major powers, as the US, China and Russia all used the Kuala Lumpur platform to reassert influence and test diplomatic ground. Rubio hinted that Trump might attend the Asean Summit in October and confirmed that talks were ongoing for a possible US-Asean summit, proposed by Malaysia. China, the primary target of Trump's tariffs, was represented by foreign minister Wang Yi. While tensions lingered, both sides used the Kuala Lumpur meetings as a platform for quiet diplomacy. Rubio described talks with his Chinese counterpart as 'positive', and offered similar remarks after meeting Russian counterpart Sergey Lavrov. Mohamad said Malaysia, as a trading nation, must maintain a careful balance between major powers and avoid taking sides. 'The US is the largest investor in our country, and China has been our biggest trading partner for many years,' he said. BANGKOK: Thailand has commended Malaysia, as the current Asean Chair, for successfully hosting a constructive 58th Asean Foreign Ministers' Meeting (AMM) in Kuala Lumpur. The Director-General of the Department of Asean Affairs, Bolbongse Vangphaen, said Malaysia's chairmanship had effectively managed the series of meetings, which focused on highly positive and forward-looking agendas. "I believe this meeting has essentially fulfilled its objective of promoting constructive and positive engagement among all major powers, while also advancing practical cooperation within the Asean region," he said during a press briefing here on Wednesday. Bolbongse emphasised that the meeting was particularly timely in light of the current global context, marked by significant geopolitical and geoeconomic uncertainties. He noted that Thailand's Foreign Minister, Maris Sangiampongsa, reaffirmed the importance of multilateralism and an international order based on international law, which would contribute to regional peace, stability, and resilience. "Asean, of course, seeks to maintain its strategic autonomy while simultaneously strengthening its external relations," he added. Bolbongse further explained that one of the key issues raised by nearly all countries at the AMM was the growing threat of cybercrime and online scams. "This is an issue that affects everyone in the region - it poses both economic and human security threats. "Thailand has made it a national priority to address and combat these transboundary crimes, and the issue has received strong support from all participating countries," he said. The 58th Asean Foreign Ministers' Meeting (AMM) and related meetings took place from July 8 to 11 under Malaysia's Asean Chairmanship 2025, held under the theme "Inclusivity and Sustainability".
