Cops Rescue 12 Children in Crackdown on Beggars

Nagpur: In a determined effort to curb street begging and associated illegal activities, the Ganeshpeth police, in collaboration with the women and child development department and Nagpur Municipal Corporation (NMC), rescued 12 children and shifted six men and four women to govt shelter homes on Wednesday.
The operation, conducted near railway premises on the Cotton Market side, was part of 'Operation Mukti', a citywide initiative launched by commissioner of police Ravinder Singal to clear public spaces of beggars and vagabonds.
Led by senior inspector Machhindra Pandit, the drive targeted areas notorious for encroachment and petty crimes linked to begging. The action follows a similar operation a week ago, where authorities were stunned to find a beggar carrying a knife and another woman in possession of Rs1.13 lakh in cash, hinting at the complex underbelly of organised begging rackets.
Since the launch of Mission Mukti, over 50 homeless individuals and vagabonds have been relocated to shelter homes, offering them a chance at rehabilitation.
Singal issued strict directives to Tehsil and Ganeshpeth police stations to ensure these areas remain free of beggars, who were linked to illegal activities and road encroachments. Senior officials emphasised that the cleared spaces, owned by NMC, should be repurposed for beautification projects to prevent re-encroachment.

Patna: The shocking murder of gangster Chandan Mishra inside a ward of a private hospital in Patna on July 17 marked the end of a sweet-bitter partnership-cum-rivalry between two notorious criminals that began as juveniles. The prime suspect — mastermind behind the murder — is said to be Chandan's former associate and once close friend, Onkarnath Singh, alias Sheru. The duo, who once terrorised the Shahabad region of Bihar, experienced a dramatic turn in their relationship from friends to foe. Their partnership, which began while serving time in a remand home in 2009, dominated four districts — Bhojpur, Buxar, Rohtas and Kaimur — through a reign of terror lasting nearly a decade. The gang was involved in the murder of a coaching operator and policeman on jail duty in Bhojpur district among others. It gained attention after the gang announced to kill Buxar's lime trader Rajendra Kesari when he refused to pay extortion, and the next day on Aug 21, 2011, Chandan did just that. However, a rift occurred in the Chandan-Sheru gang again while serving jail terms, this time as adults, in 2015. For Chandan, it all started during a match at Sonbarsa Cricket Ground in Buxar around 2006. While playing, a fight broke out between Chandan and one Sonu Mishra from his village. Chandan went to Sonu's house to complain, but was beaten up instead. After returning home, he took his father's licensed rifle and shot Sonu dead, marking the beginning of his tainted career. An Inter commerce student then, Chandan was caught by the villagers and handed over to police. He spent three-and-a-half years in jail, before being sent to a remand home after his family provided proof of him being a minor. Chandan, however, managed to escape, during a court appearance in Buxar in Oct 2010. Sheru was in the juvenile home for killing his uncle. The first murder by the Chandan-Sheru duo was of Naushad, the former head of Naya Bhojpur panchayat (Buxar). According to Chandan's confession, Naushad wanted to have them killed. One Ilyas Mian was acting as a middleman. Although Chandan or Sheru did not know Naushad, they used an associate to identify him. They followed Naushad on a bike and shot him in head with 9mm bullets, which went on to become their modus operandi. It is said the Chandan-Sheru gang members used to live in Maulabag area of Buxar. The Chandan-Sheru gang committed six murders in 2011, including of Kesari on Aug 21 that year, and one each in 2012 and 2013. After the murder of Kesari, both fled to Kolkata, where they were arrested, before being presented in court on Dec 17, 2012. During this time, Sheru snatched a weapon from a guard in the court, shot him, and escaped by jumping over a wall. However, a few days later, Sheru was arrested in Ara. Once again, Chandan and Sheru were imprisoned in Buxar jail. But yet another fight led to Chandan's break-up with Sheru. On the evening of July 23, 2015, a fight broke out in Buxar jail between the two friends over the distribution of extortion money, indicating that their partnership had ended. Afterwards, Chandan was transferred to Bhagalpur and then to Beur jail in Patna. Sheru was sentenced to death by the lower court, which was later commuted to life imprisonment by the Patna high court. It is almost after a decade that Sheru is suspected to end it all by killing Chandan.

Patna: Farmers in Bihar are angry over remarks of two senior police officials—DGP Vinay Kumar and ADG (headquarters) Kundan Krishnan—that criminal incidents register an increase during the agricultural lean period from April to June when the harvesting is over and the farmers have more idle time. Describing the remarks as "very shocking", farmers told TOI that it was very strange they are being described as a community for whom crime happens to be a "side business". They lamented that such remarks would break the morale of the farmers who toil hard throughout the year to feed the nation. They added that police officials were issuing such remarks to hide their own failures. "It is so pathetic. Farmers are being projected as criminals. Do we walk with guns in hand, shooting people when we have no work in the fields? This is a very strange remark," Pragatisheel Krishi Manch's convenor Kishore Jaiswal said on Friday, totally disagreeing with the top cops' remarks. Stating that such antics on the part of the police would only discourage farmers from taking agricultural work, Jaiswal asked the officials not to destroy the social fabric in this way. He recalled how a former Bihar DGP had extensively travelled the Mokama Tal areas and formed peace committees, which was a unique model for police outreach among the rural areas. Describing the remarks as very disgusting, Rajiv Kumar Singh, a farmer from Munger, said farmers don't have free time throughout the year and they always think about the country's growth. "They (police officials) have no idea about the period from April to June which they say is an agricultural lean time. They must know that after harvesting the Rabi crops, the farmers plough the land and ready the farm fields for the Kharif crops," Singh said. He said farmers cannot be involved in criminal incidents, although there could be some exceptions. "Kisan kabhi apradhi nahin ho sakta; wah to anndata hai (Farmers can never be criminals; they are grain growers)," said Binod Kumar Mandal, a farmer from Araria. Another farmer, Sadanand Singh, while rejecting such remarks, asked the police force not to tarnish the image of the farming class. New Delhi: A Delhi court, while sentencing a man to life imprisonment for raping his step-daughter in 2021, observed that he needed to be dealt with an iron hand for the monstrous act. Additional sessions judge Amit Sahrawat noted that the unbearable mental and physical trauma that the survivor faced made his misdeed beyond the scope of leniency. "If the convict can commit such a heinous offence with such a small child, with whom he is living as a family member, then he is a threat to society, and if he is given a chance to be a part of society, then it shall amount to putting minor girls around the convict at risk and, therefore, the convict is required to be kept out of society as long as possible," the judge said on July 7. The court was hearing arguments on sentencing. The man was earlier convicted of rape and under Section 6 (aggravated penetrative sexual assault) of the POCSO Act. The court also awarded Rs 16.5 lakh compensation to the survivor. The court, however, said that a death sentence could not be awarded as the offence was not against society at large. It then sentenced him to life imprisonment, which shall mean imprisonment for the remainder of his natural life.
