PM for linking Reko Diq project to Railways network

ISLAMABAD: In a bold move aimed at bolstering economic development and enhancing cargo transport infrastructure, Prime Minister Shehbaz Sharif on Tuesday directed that Reko Diq mining project in Balochistan be connected to Pakistan Railways network by 2028.
The announcement was made as the prime minister chaired a high-level meeting attended by senior cabinet members, including Deputy Prime Minister and Foreign Minister Ishaq Dar, Defence Minister Khawaja Asif, and other federal ministers.
The Reko Diq project, which has been described as one of the largest undeveloped copper and gold deposits in the world, is expected to generate up to $90 billion in operating cash flow over its lifetime.
Canadian mining firm Barrick Gold holds a 50 per cent stake, with the remaining ownership shared between the federal and Balochistan governments.
'This will develop the mines and minerals sector of Balochistan and create new employment opportunities for the local population,' Sharif said.
He described Pakistan Railways as the backbone of the country's economy and communication, highlighting its affordability, speed, and environmental benefits.
The proposed rail link is expected to involve upgrades to key sections of the network, including the Main Line-1 (ML-1) and Main Line-3 (ML-3), to accommodate future freight traffic from the mine.
An inter-ministerial committee has been tasked with developing a financing strategy and implementation plan for the rail project.
It will also oversee infrastructure development to ensure the network is capable of handling large-scale mineral transport once the mine becomes operational.
International interest in Reko Diq has been growing.
In January, Saudi Arabia's Manara Minerals expressed plans to acquire a 10-20 per cent stake in the venture, potentially investing between $500 million and $1 billion.
In April, stakeholders approved a revised feasibility study and granted initial approval for Phase-1 development, contingent on securing up to $3 billion in funding.
The prime minister's directive signals a renewed focus on leveraging the country's mineral resources to drive economic growth, particularly in underdeveloped regions such as Balochistan.

ISLAMABAD: The federal government launched a new power smart mobile application, 'Apna Metre, Apni Reading,' aimed at enhancing transparency in electricity billing and empowering consumers to take control of their monthly metre readings. Prime Minister Shehbaz Sharif officially inaugurated the App on Sunday developed by the Power Division under the leadership of Federal Minister Awais Ahmad Khan Leghari. According to the Power Division, the App will allow electricity consumers to take a picture of their metres on a given date and upload it on the App, based on which their monthly bill will be issued. 'Apna Meter Apni Reading' App unveiled 'Apna Metre, Apni Reading' application aims to provide an effective solution to long-standing problems such as over billing, reading errors, reading delays or inaccurate readings, and lack of transparency in the current system. This is not just a technology feature, but a tangible reform in governance to empower consumers. Under this system, consumers can keep record of their bills and have a check on the metre-reading process. Similarly, if both the consumer and the metre reader upload readings, the lower reading will be given priority, which will provide financial protection to the consumers. Moreover, if the consumer records the reading on the due date, the metre reader readings taken after that day will not be given priority and only the reading provided by the consumer will be fed in the system. This system is especially beneficial for those consumers who are eligible for government subsidies. This App will also ensure that beneficiaries continue to benefit from their subsidy by providing timely readings. It will significantly reduce over-billing, unnecessary interventions and complaints. Addressing a launching ceremony of 'Apna Metre, Apni Reading', a smart mobile phone application, the prime minister said that it is a revolutionary technology reform to ensure transparency and benefit for consumers. He said that the mobile application has been introduced in five languages which will promote the national unity and enhance coordination and harmony among provinces. He directed to introduce this application for every household from Peshawar to Karachi. He said that the government is undertaking reforms in the power sector, including revamping of the Boards of distribution companies (DISCOs), merit-based appointments and concrete steps against corrupt mafia. The prime minister said, 'Effective steps are also taken against the corrupt mafia. While a task force and the relevant minister have worked really hard for a reduction in power prices'. The prime minister said the government also held negotiations with the banks to settle down the circular debt which is a big achievement. Terming power theft as one of the major challenge for the country, he said Pakistan suffers loss of Rs 500 billion annually due to power theft. He said the Power Ministry and the entire team is working round the clock to resolve this issue. The prime minister mentioned that the government passed on the benefits of the reduction of oil prices in the international market to the power sector. Talking about solarisation, the prime minister said the government would not discourage the solarisation boom in the country as he welcomed the ongoing process, which is regarded as the most cheapest way of producing electricity in the world. He said Pakistan is among a few countries where the solarisation process was rapidly taking place. On this occasion, the prime minister announced to abolish the PTV fee from the electricity bills to provide further relief to the consumers. Federal Minister for Power Division Sardar Awais Ahmed Khan Leghari, on this occasion, said the government is prioritising use of latest technology to ensure transparency and providing relief to consumers. The business of money: who pays for development?

Listen to article At the heart of development lies a simple yet unresolved question: how do we finance a fairer future? Today, the business of money is failing those who need it the most. There are five years remaining in the 2030 Agenda with fewer than 20 per cent of SDG targets on track. The 2024/25 Human Development Report warns that decades of progress, reflected in the Human Development Index, have flatlined, with no clear recovery from the blows dealt by the Covid-19 pandemic and subsequent crises. With deep cuts and reductions from traditional donors, along with rising, but still aspirational funding possibilities from non-traditional donors, philanthropies and the private sector, development needs still face a widening financing gap at a time of fiscal stress uncertainty. According to the State Bank of Pakistan, the country's external debt stock reached around $271 billion as of March 2025. Debt servicing has nearly tripled over the past 15?years – from $4.5?billion in FY2008-09 to $14.7?billion in FY2023-24. The recently announced FY2025-26 federal budget allocates nearly $28.9?billion to debt servicing, amounting to almost half of total federal expenditures. In contrast, development spending is budgeted at just $3.5?billion. This sharp disparity highlights the deep fiscal compression Pakistan faces and the urgent trade-offs between stabilisation and investment. The tension between austerity, fiscal reform and stabilisation, investment, and growth has never been more acute. For these new uncharted development financing waters, the question is not if we need more financing; it is where it will come from, and how will it be blended and deployed for maximum effectiveness. Globally, resources exist. But with the traditional aid paradigm rapidly changing, the misalignment between development needs and resources is hard to ignore. For example, the UNDP SDG Finance Hub estimates that $4.2 trillion annually is required to bridge the development financing gap and meet the Sustainable Development Goals. With global private wealth exceeding $460 trillion, redirecting just 1 per cent could bridge the divide. As the world prepares for the fourth international Financing for Development Conference (FFD4) in June 2025, a growing consensus is needed: a new, integrated, inclusive development finance architecture is required that puts people and results at the centre, and crowds in more investors. For Pakistan, aligned with Prime Minister Shehbaz Sharif's Reform and Economic Transformation Plan, the way forward will require renewed fiscal discipline, stronger domestic resource mobilisation, and bold policy reform. It will also require a shift from transactional support to transformational capital. Encouragingly, local innovations are showing the way, many of which are profiled in the latest issue of Development Advocate Pakistan: The Business of Money – a flagship quarterly publication by the United Nations Development Programme (UNDP) in Pakistan. The Government of Punjab's pioneering Integrated Financing Strategy places climate finance, private-sector engagement, and impact investing at the heart of provincial development planning. UNDP's Insurance and Risk Finance Facility is helping to build the foundations of a national risk financing ecosystem, one that protects both vulnerable people and public finances. There are also signs of growing investor confidence. In early 2025, the State Bank of Pakistan launched its first Shariah-compliant Green Sukuk. Initially valued at over $100 million, the instrument was oversubscribed five-fold, underscoring strong appetite for climate-smart investments. This momentum is reinforced by the State Bank's draft National Green Taxonomy, released in February 2025, which sets out clear criteria for environmentally sustainable economic activities. Once adopted, it is expected to improve transparency, build investor trust, and direct public and private capital toward the estimated $348 billion required for climate mitigation and adaptation by 2030. Pakistan's venture capital market, while volatile, remains a space of enormous potential. Between 2015 and 2024, Pakistani startups raised approximately $1 billion in funding. Though 2024 saw a significant decline, from $355 million in 2022 to just $37 million, the underlying fundamentals remain strong: a thriving digital economy, a vibrant entrepreneurial culture, and one of the world's youngest workforces. Philanthropy also holds untapped promise. Pakistan's charitable donations represent about 1 per cent of GDP. Structured philanthropic finance, or donor-backed blended models, as piloted by the Pakistan Microfinance Investment Company, can bring new resources to the table for social impact at scale. What Pakistan needs now is not just more money, but better financing: smarter, aligned, and anchored in national priorities. A deliberate approach that builds trust, reduces risk for private investors, and normalises public-private collaboration will be essential. Ultimately, the business of money must become the business of purpose, where public and private financial decisions serve people, and where inclusion, dignity, accountability, and sustainability guide every investment. The future depends not just on how much we receive and how much we spend, but on the transformational quality of development financing and expenditure. Pakistan, today, appears willing and able to meet this challenge.

Prime Minister Shehbaz Sharif said on Sunday the government would not discourage solarisation boom in the country as he welcomed the ongoing process, which is regarded as the most inexpensive way of producing electricity in the world. Addressing a launching ceremony of 'Apna Meter, Apni Reading', a power smart mobile application, developed by the Ministry of Energy, Power Division, the prime minister said Pakistan was among the few countries where the solarization process was rapidly taking place. Referring to vital reforms in the power sectors, the prime minister termed the launch of the mobile app as a revolutionary reform step which would benefit the consumers. Its introduction in five languages would improve the provincial coordination and harmony among the provinces, he added. The ceremony was attended by ministers, parliamentarians and relevant authorities. Power sector: federal cabinet approves Rs1.275trn bank loan to cut circular debt The prime minister said a series of reforms were being initiated in the relevant ministry for the last one year and spearheaded by the minister and his team who had been working hard and delivering substantial results. In the past, he said the government had taken different vital decisions, and stressed upon more to provide maximum relief to the consumers. Throughout Pakistan, the prime minister said, vital reforms were introduced in the DISCOs boards where merit-based appointments were made. Effective steps were also taken against corrupt mafia, he said, adding for reduction in power prices, a task force and the minister concerned had really worked hard. The prime minister, in his address telecast on national TV channels, referred to negotiations held with the Pakistani IPPs to bring down power tariff terming it 'hard negotiations and a difficult phase'. Thus, price of per unit was reduced to Rs7.41 for the households. While the government also held negotiations with the banks to settle down the circular debt issue which was a big achievement, he added. The prime minister said when the prices of petroleum prices at the international market were sliding down, the government took its advantage and provided relief to the power consumers in the fortnightly petroleum products price adjustments. Moreover, collective decision was taken to address the rebasing issues and by capping the per unit price under the same rate. The prime minister also announced to end PTV fee charged from the power consumers in their monthly bills. He also identified two challenges in the power sector, including power theft amounting to Rs500 billion and the difference between the high production and less consumption of electricity due to solarization in the country. PM Shehbaz said the government was fully cognizant of the challenges and were exploring ways to take the country on the path of progress, besides ensuring to further reduce the power tariff for the industrial or household consumers. He said overbilling was a big issue and the government was able to reimburse billions of rupees charged in this regard to consumers. Meter readers' mechanism was now handed over to consumers through the developed app, Leghari said.
