
Only state can announce jihad: DG ISPR
The military's chief spokesperson, Lt Gen Ahmed Sharif Chaudhry, has said only the state is authorized to announce jihad against an aggressor and not any individual or group.
Lt Gen Chaudhry, who has been on an official visit to Karachi, expressed these views on Sunday during his meetings with people from different walks of life.
According to the Inter-Services Public Relations (ISPR) director general, Pakistani citizens belonging to different religions enjoy equal rights under the Constitution. He said unity could only be ensured through peace and equality.
"Divisions based on race or language are condemnable. All citizens of Pakistan are equal. No one can defeat us, if we stand united," he added.
The military spokesperson was talking with reference to the recent conflict between Pakistan and India.
The two neighbouring nations last month engaged in a brief but dangerous confrontation, weeks after a militant attack in the Pahalgam area of the Indian occupied Kashmir.
During the four days of active conflict initiated by India, both the countries launched missile strikes into each other's territory while also carrying out drone and cyberattacks. The conflict came to an abrupt end after US President Donald Trump announced a ceasefire, apparently on the request of New Delhi.
The DG ISPR stated that India supports terror groups in Pakistan and that the Pakistan Army is responding to this threat by using a modern war strategy.
Pakistan has been accusing India of fomenting terrorism on its soil, particularly in Balochistan, which has been facing a low key insurgency for the last two decades.
During his visit, the ISPR chief was accorded a warm welcome in the country's economic hub.

Iran-Israel war: envoy Moghaddam praises JI, Pakistani nation
LAHORE: Iranian ambassador Reza Amiri-Moghaddam has expressed deep gratitude to people of Pakistan and Jamaat-e-Islami for their strong support of Iran in the face of Israeli and American aggression. According to JI media cell at Mansoora, at a luncheon ceremony hosted at the embassy in honour of Jamaat-e-Islami Hafiz Naeem Ur Rehman on Monday, he presented a formal letter of appreciation, lauding the JI's principled stance and the Pakistani people's vocal rejection of the recent Zionist military campaign. According to media cell of JI at Mansoora, speaking at the occasion, Hafiz Naeem Ur Rehman commended the Iranian leadership, particularly Supreme Leader Ayatollah Ali Khamenei, for demonstrating remarkable resolve in the face of hostile foreign intervention. He conveyed condolences for the Iranian martyrs and solidarity with their families, noting that the Iranian people's steadfast resistance was the key factor in defeating the designs of the U.S. and Israel, who sought regime change in Tehran. Calling for Muslim unity, Rehman stressed the need for Islamic countries to set aside internal differences and stand united against common enemies. He warned that Israel and the United States do not wish to see any Muslim country rise in strength and are systematically working to weaken them one by one. The JI chief also urged for greater economic and strategic cooperation between Iran and Pakistan, including the swift completion of the Iran-Pakistan gas pipeline and the initiation of formal mechanisms to import oil from Iran. He proposed a political and defense alliance between Iran, Pakistan, and Turkey, stating that such a pact would serve as a powerful deterrent against external aggression. Praising Iran's unwavering support for the Palestinian cause, he said Tehran's backing of the people of Gaza has reinvigorated the movement for the liberation of Palestine. 'Jamaat-e-Islami stand firmly with the Palestinians until their complete freedom,' he affirmed, adding the JI's commitment to the cause of Al-Quds and the unity of the Ummah transcends all divisions of race, sect, and language. In his letter, Ambassador Amiri-Moghaddam described the recent Zionist aggression—carried out with the backing of the United States and other colonial powers—as a blatant violation of international law and human values. He praised the resilience of the Iranian people, the sacrifices of its armed forces, and the wisdom of its leadership as the reasons for the failure and disgrace of the aggressors. He wrote that the principled and vocal support of Jamaat-e-Islami and the Pakistani people in such a critical moment served as a source of strength and comfort for the Iranian nation and helped reinforce bonds of brotherhood among Islamic nations. He called Rehman solidarity a shining chapter in the historic ties between Iran and Pakistan and a reflection of the deep religious and cultural bonds the two countries share. IHC asks Pakistan govt to submit reasons for not becoming party to Dr Aafia's case
ISLAMABAD: The Islamabad High Court (IHC) asked the federal government to submit the reasons for not becoming a party or provide legal assistance in Dr Aafia Siddiqui's case in a US court. A single bench of Justice Sardar Ejaz Ishaq Khan on Monday heard the constitutional petition of Dr Fowzia Siddiqui regarding the release of her sister Dr Aafia Siddiqui, who is currently imprisoned in a US jail. The petitioner's lawyer Imran Shafiq, additional attorney general, and other officials were present in the court. At the outset of the hearing, the additional attorney general apprised the IHC that the government had decided not to become a party in the Dr Aafia case in the United States. At this, the judge questioned the reason behind the decision saying that on what grounds was this decision made? To this, the additional attorney general, however, failed to give a response, saying the government has so far taken this decision. Justice Ishaq remarked that this is a constitutional court and decisions must be accompanied by reasons. He added that a government or the attorney general cannot simply submit a stance without justification. He made it clear that this is a constitutional court, and decisions without justification are not acceptable here. The IHC ordered the additional attorney general to provide rationale for the decision on the next hearing. Later, the bench deferred hearing of the case till July 4. The bench on May 16, 25 had observed that the Aafia case has already become a movement and it is a long struggle. Justice Ishaq added that the problem could not be resolved by just ending this case. The court further observed that the government has taken all the steps regarding Dr Aafia only because of this case. The judge said the US visa was granted to Dr Fowzia Siddiqui because of the directions of this court, and also the prime minister wrote a letter for Dr Aafia. He continued that due to the instructions of this court a meeting took place between Dr Aafia Siddiqui and Dr Fowzia Siddiqui and a Pakistani delegation also visited the US and met Dr Aafia Siddiqui. Supplementary budget: Punjab Assembly approves 38 demands exceeding Rs509.71bn
LAHORE: Punjab Assembly on Monday approved 38 demands exceeding Rs509.71 billion under the supplementary budget for 2024-25 in the absence of the opposition. The Punjab Assembly session, delayed by four hours and four minutes, commenced under the chairmanship of Speaker Malik Muhammad Ahmad Khan. On the occasion of International Day of Democracy, Syed Ali Haider Gillani, the parliamentary leader of the Pakistan People's Party (PPP), presented a resolution in the House, which was passed by a majority vote. Upon completion of the agenda, the Punjab Assembly session was adjourned indefinitely. Addressing the assembly, Speaker Malik Muhammad Ahmad Khan talked in detail on the significance of parliamentary rules rooted in constitutional principles. 'The House operates under constitutional rules, which hold sanctity,' he stated. 'Whether it's the oath, the quorum of members, the roles of the Speaker, Deputy Speaker, Leader of the House, or Leader of the Opposition—all are defined by the Constitution. The conduct of business is not subject to anyone's will but is bound by constitutional provisions.' He further highlighted that the Governor's address, call-attention notices, or ministerial reports are all enshrined in the Constitution. Criticizing disruptive behaviour, the Speaker remarked, 'There was deafening noise about stolen elections and claims that the government was formed through Form 47. Efforts were made to craft a narrative based on 37 excuses, but why was no discussion held on such conduct that violates the sanctity of the Assembly?' Asserting his commitment to upholding the law, the Speaker declared, 'I will not allow any violation of the law in the Punjab Assembly. Disputes are part of democratic representation, but I will not permit disgraceful behaviour, especially the hurling of abuses that demean women.' On this occasion, the Speaker also directed treasury members to table a resolution against the opposition's conduct. During the session, government member Ahsan Raza speaking on the point of order said, 'Your decision to strengthen Parliament on International Parliament Day is commendable. The strength of democracy lies in the strength of Parliament. Parliament is a strong and sacred institution, but the storm of misconduct witnessed here is not a good sign for democracy. The opposition should adopt parliamentary language. The leadership of PML-N has always played its part in strengthening democracy.' Government member Amjad Ali Javed remarked, 'The Chair has always tried to work with the opposition, but they unleashed a storm of misconduct under the guise of the right to protest. The Chair repeatedly attempted to explain that democratic traditions should flourish, but they refused to understand.' He added, 'Speaker Malik Muhammad Ahmad Khan has established democratic traditions in the House that were not present before.' Government member Madad Ali Shah, said, 'If no one guide a child he will be spoiled. It is our duty and responsibility to curb the opposition's misconduct.' Another government member, Salahuddin Khosa, stated, 'The opposition itself sent the founder of PTI to jail. The opposition leaders flattered the founder so much that they elevated him to the skies. Their behaviour is not just a problem for themselves but for their party as well.' During the session, government member Ahsan Raza addressed a point of objection, stating, 'Your decision to strengthen Parliament on International Parliament Day is commendable. Punjab Finance Minister Mujtaba Shujaur Rehman addressed the Punjab Assembly, announcing that the current fiscal year's budget stands at Rs. 5,345 billion, with a development budget of Rs. 1,240 billion. He stated that the government has fulfilled the International Monetary Fund's (IMF) condition by maintaining a budget surplus. This year's supplementary budget exceeds Rs. 510 billion, with Rs. 266.6 billion allocated for developmental expenditures. The minister emphasised prioritizing public welfare projects over salary increases, with the largest share of resources— Rs. 126 billion—dedicated to road infrastructure. Punjab's total budget exceeds Rs. 1,013 billion, aimed at fostering sustainable economic growth. To curb wasteful spending, the government has initiated public welfare schemes, ensuring a fast-paced and socially equitable budget. During the session, the Punjab Assembly approved a supplementary budget worth over Rs. 510 billion for the fiscal year 2024-25. Key allocations include Rs. 46.50557 billion for Police department, Rs. 2.341609716 billion for irrigation, Rs. 172.349 million for Forest Department, Rs. 461.467 million for Motor Vehicle Taxes, Rs. 492.502 million for Other Taxes and Duties, Rs. 16.935542 billion for Health Services, Rs. 13.625407 billion for Public Health and Rs. 4.870510 billion for Agriculture. In total, 38 supplementary demands worth Rs. 509.712246289 billion were approved. Finance Minister Mujtaba Shujaur Rehman announced a three-month honorarium salary for all staff of the Punjab Assembly Secretariat, the Law Department, and the Chief Minister's Secretariat. The Punjab Assembly unanimously passed a resolution on the International Day of Democracy, presented by Pakistan Peoples Party (PPP) Parliamentary Leader Syed Ali Haider Gillani. The resolution highlighted that the United Nations General Assembly, in 2018, designated this day to encourage parliamentary institutions worldwide to strengthen public engagement. The resolution stressed that democracy thrives when institutions are strong and inclusive. This year's theme, 'Strong Parliaments for Democracy,' underscores the pivotal role of legislatures in lawmaking, minority rights protection, and policy formulation.
