Raja Khas becomes Himachal's first solar model village

Solar Model Village
, Deputy Commissioner Hemraj Bairwa informed on Tuesday. Chairing a meeting of the District-Level Coordination Committee (DLCC) under the PM Surya Ghar: Muft Bijli Yojana, Bairwa said that Raja Khas has emerged as the top-performing village among 43 short-listed villages in Kangra district.
These villages had been participating in a six-month-long competition aimed at selecting an ideal
solar energy
village based on solar installation performance, a statement issued here said.
"The government will provide a grant of ₹1 crore for solar development in Raja Khas, setting a model for green energy adoption in rural areas," he added.
The DC said that a Model Solar Village Implementation Agency has been nominated to prepare a Detailed Project Report (DPR) and spearhead the transformation of the village into a fully solar-powered settlement.
He emphasized that the PM Surya Ghar Scheme will be implemented efficiently across the district to promote clean energy and reduce dependency on conventional power sources.
Project Officer of Himachal Pradesh Energy Development Agency (Himurja) and DLCC Member Secretary Ramesh Thakur said that the implementation of the scheme is being handled by the Himachal Pradesh State Electricity Board Ltd, while Himurja has been designated as the nodal agency for monitoring its progress.
He further elaborated that key components of the scheme include Central Financial Assistance (CFA) for domestic consumers, solar energy saturation in government buildings, incentives for local bodies, and the development of Adarsh Urja Grams (Model Energy Villages).

While experts call the projection unrealistic, official from Bengaluru Smart Infrastructure Limited (B-SMILE) say the reduced timeline is possible due to the deployment of eight high-speed Tunnel Boring Machines (TBMs), as opposed to the earlier plan to use six medium to average-speed TBMs. The draft DPR had pegged the total project completion time at 61 months, of which 33 months were dedicated to tunnelling. The final DPR, however, brings down the overall project duration to 50 months, with just 24 months assigned for boring through 16.7 km. Speaking to TNIE, BS Prahallad, Director of B-SMILE, said, 'We initially planned for six TBMs with an average cutting speed of 90 metres per month, but the timeline was too long. To reduce the duration, we decided to both add more machines and upgrade to high-speed cutting models. Each high-speed TBM can cut a minimum of 200 meters per month—that's 2.4 kilometers per year, assuming ideal conditions.' 'One high-speed TBM can cut approximately 4 km in two years, and since the total tunnelling required is a little over 32 km, eight machines can complete it in two years,' he explained. Experts, however, voiced their concerns with regard to timeline. Ashish Verma, professor of transportation systems engineering at IISc, said, 'The type of rock or surface you encounter during tunneling is not always predictable. These uncertainties are rarely factored into the timelines. Based on Bengaluru's past experience, especially with Metro tunneling, unexpected challenges are common. Government inefficiency and delays in land acquisition also contribute significantly.' 'If adding two TBMs saves nine months, why not add two more and claim it'll be done in a year? It is disappointing that the DPR has arbitrarily determined the construction period. If the assumptions in the DPR are unrealistic, which it is, there will be no credible contractor or developer who will bid for the tenders because of the unrealistic timelines. Has the BBMP considered the cost implications of additional TBMs?', questioned Satya Arikutharam, an independent mobility expert.

Chikkaballapur: The Chikkaballapur Co-operative Milk Union (Chimul) has taken a major step toward self-reliance by initiating the construction of its own milk and curd packing unit. Currently, Chimul depends on mother dairy units in Kolar, Hoskote, and Yelahanka, incurring monthly expenses of Rs 2 to 2.5 crore for will be the union's first major infrastructure project since its formation, and officials estimate that a local facility will reduce the operational cost by at least Rs 2 crore each month. Currently, the mega dairy in Chikkaballapur does not have the capacity to handle daily packaging operations. Earlier, during its affiliation with the Kolar Co-operative Milk Union, packaging was done in Kolar and transported to Chikkaballapur. After the formation of Chimul, establishing a dedicated unit was facilitate the project, the Karnataka government has allotted 9.14 acres of land adjacent to the Horticulture Department in Chikkaballapur. In return, Chimul has transferred 9.38 acres near Chikkadasarahalli in Shidlaghatta taluk to the department. The land rights have officially been transferred to Chimul, and the area near Doddamarali, adjacent to the Mega Dairy, has been earmarked for the construction of the new by Chennai firmThough the proposal was approved in a 2023 KMF (Kochimul) board meeting, land availability had delayed execution. As per directions from the Kochimul Board, a Chennai-based private firm was engaged to prepare the Detailed Project Report (DPR). The technical team visited the Mega Dairy, consulted with Chimul officials, and submitted the project project's DPR, with an estimated cost of Rs 130 crore, includes provisions for packaging milk, curd, spiced buttermilk, and other dairy products, along with scope for future Mega Dairy, which currently spans 14 acres, handles tetra pack, flexi-pack, butter, and ghee production. The new 9.14 acre unit will focus exclusively on daily packaging supplies milk and curd to the Bengaluru market also, with packaging currently done outside the district. With its own facility, officials say, the Union can reinvest savings into offering better prices to farmers.'A packing unit is an urgent need. Once completed, it will reduce external dependency and improve margins. If necessary, the DPR will be expanded to accommodate future needs,' sources in Chimul operationsChikkaballapur Co-operative Milk Union (Chimul) currently gets three lakh litres of milk and curd packaged through units in Kolar, Hoskote, and Yelahanka every day. The union receives more than five lakh litres of milk per day. Of this, three lakh litres are used for milk and curd packaging, one lakh for UHT milk, 40,000 litres for flexi-pack milk, 20,000 litres for paneer, and 50,000 to 60,000 litres for butter, ghee, and milk powder.
