How economic stagnation is impacting property transactions in Johannesburg
The Johannesburg region continues to see a surge in population as many people search of better economic opportunities.

Property transactions in Johannesburg depict years of low economic growth, with Lightstone data showing that the city's property transactions are down by over 30% in some areas.
It has lost significant property value over the last few years, with negative property value growth of 1.3%, the weakest of the metros, and notably below Cape Town's 6% growth, says Samuel Seeff, chairman of the Seeff Property Group.
He said the average property price has remained static at around R1.3 million.
Despite this, he said the Gauteng metros present unparalleled value for property buyers and investors right now. 'Buyers should use the interest rate savings and opportunity to invest at the current historically low prices,' Seeff said.
'You can find unbelievable value, even in the luxury areas where you can find mansions for under R10 million to R15 million. While the market is picking up, it remains sluggish, largely due to poor infrastructure maintenance and management, but this will not always be the case,' he added.
The property group said that despite its current challenges, Johannesburg possesses enormous untapped potential.
It said this is the country's most populous metro with the highest urbanisation rate, as people continue to flock to Gauteng in search of economic opportunities.
This constant influx creates a robust demand for accommodation, including rentals, presenting lucrative opportunities for investors, with many areas offering above-average rental yields that often surpass those found in Cape Town, it said.
Seeff said the problems of Johannesburg and the Gauteng metros are man-made and they demand man-made solutions. The chairman said it is vital for South Africa's economic resurgence that these issues are decisively addressed and resolved, especially with significant international gatherings like the G20 on the horizon.
Beyond that, Seeff says residents and ratepayers need to get involved instead of waiting for someone else to solve the problems.
Earlier this year, Neil Gopal, CEO of the South African Property Owners Association(SAPOA), told Independent Media Property that one of the biggest risks currently facing Gauteng is the water crisis and the near collapse of the City of Johannesburg.
He said the continued degradation of infrastructure is a major concern amongst investors and citizens.
The organisation that represents the commercial and industrial real estate sector in South Africa appealed to the government to resolve the devastation of infrastructure at the local government level and intervene where necessary to financially stabilise dysfunctional municipalities.
Seeff said the star power of Joburg is undeniable since it is the financial and economic heart and engine of South Africa, and the wealthiest city on the continent.
He said it is home to the JSE (Johannesburg Stock Exchange), the largest and most sophisticated stock market in Africa, and home to major banks and financial head offices, legal firms, and consultancies.
It is the preferred headquarters for the vast majority of leading corporations, with over 70% of the country's companies based there, he said.
The company added that the city's economic output is staggering, contributing almost 16% to South Africa's total GDP and a remarkable 40% to the economy of Gauteng, the wealthiest province.
It also added that it is also home to the largest concentration of wealth, with nearly 15 000 dollar-millionaires in Johannesburg/Pretoria (according to New World Wealth). Captains of industry, business entrepreneurs and those who drive much of the South African economy are said to be based here.
Seeff said that the property market should be pumping; instead, it is lagging at the bottom of the cycle, offering exceptional value for money, which may not be repeated down the line. Right now, the cost to build is significantly higher than what you can buy for, and buyers and investors should take advantage, he says.
The reality is that Joburg is going nowhere, it will continue expanding, and there are tremendous opportunities to capitalise on, he says further.
'Beyond its economic might, it is a great place to live, and one of the greenest metros with great weather, and a vibrant cosmopolitan lifestyle. It has some of the best schools and tertiary institutions on the continent.'
He said the amenities are top class despite the deteriorating infrastructure, but even on this point, he believes this needs to be addressed as a matter of urgency.

The contract awarded to the consortium, comprising Blackhead Consulting, NJR Projects, and CMS Water Engineering, linked to Edwin Sodi, was terminated in August 2022 due to significant issues and delays with the quality of work, resulting from persistent stalling of Phase 1 of the project. The Rooiwal upgrade project aimed to enhance the wastewater treatment plant's capacity to process the high volume of wastewater it receives. For over a decade, the issue of contaminated water supplied to Hammanskraal residents has been linked to the Rooiwal plant's insufficient capacity to properly purify wastewater, resulting in sludge being discharged into the Apies River. The high court ordered the companies to repay the City profits made from the contract. According to the court ruling, the High Court will determine the exact amount of profit to be repaid to the City after the consortium submits its expenses within 60 days. Moya said if the companies fail to submit their expenses as ordered by the court, the City will appoint an independent contractor to determine the expenses and calculate the profits made from the tender. 'The court's decision affirms what we have long maintained that contracts awarded through unethical and irregular processes undermine service delivery, compromise governance, and erode public trust. We assure the residents of Tshwane that this administration will act decisively to give full force and effect to the order,' she said. Moya said work to complete the upgrades to the Rooiwal Waste Water Treatment Plant have progressed successfully with Phase 1B underway after work on Phase 1A was completed ahead of schedule. Last week, Tshwane's Section 79 Utility Services committee expressed satisfaction with the Department of Utility Services' progress in refurbishing the treatment plant, saying the project is currently in Phase 1B, which commenced in April 2025, focusing on civil works. DA caucus leader Cilliers Brink welcomed the court ruling, saying it validates the DA-led coalition's decision to initiate litigation and attempt to blacklist the Sodi consortium. He said the consortium lacked the necessary expertise for the project and abandoned the site prior to the investigation. He called on the City to make public the progress in completing the blacklisting process. City Manager Johann Mettler previously announced that the metro had started the process of blacklisting the implicated companies from conducting business with the government by applying to the National Treasury. Brink said:'The tender for the upgrade of the Rooiwal Waste Water Treatment Plant was awarded to the Sodi consortium in 2020. In 2022 a forensic investigation found that the consortium should have been disqualified from the even bidding.'

Ireland to make education a focal point at G20 meet in SA

The G20, a forum of developing and developed countries whose members account for 85% of the global GDP, primarily aims to foster international economic cooperation and address major global economic issues. South Africa's theme during its 2025 presidency is solidarity, equality and sustainability. Ireland is taking the invitation seriously and plans to attend every ministerial meeting held in the run-up to November, officials, including the Irish Minister of State for International Development and Diaspora Neale Richmond, indicated on the sidelines of the Africa Ireland Trade Horzions conference in Dublin. Richmond also confirmed that Ireland — the most educated nation in the world — will push the importance of education and how it can address major global and economic issues. Ireland holds the highest percentage for higher-level education attainment for people aged between 25 and 34 years old at 55.1%, according to data from By contrast, data from Statistics South Africa in 2024 showed that approximately 40% of learners who start grade one in the country drop out before completing their final year of high school. Richmond said having been a poor nation for much of its history, educating its people had contributed to boosting Ireland's economy. 'I don't want to give too much of a history lesson, but it cannot be understated how poor Ireland was. We were a developing country. There's no dispute about that. We had a massive famine, a civil war; we were a new independent state,' he said. 'Our focus on education started in 1967 when the then Irish minister of education made second-level education free. In 1994, third-level education was made free. We now have officially the most educated population in the world and a workforce of 2.8 million people [out of a population of 5 million].' The country is tweaking and tailoring its education system to make sure that it is fit for purpose, he added. 'Over the last decade, we have increased the amount of projects coming out of very specific qualifications in areas relating to the life sciences sector and the tech sector. We work hand in hand with third-level institutions and businesses that want to invest in Ireland.' The life sciences sector — encompassing pharmaceuticals, biotechnology and medical devices — is a major contributor to the Irish economy, generating over €100 billion in exports annually and directly employing over 100 000 people. However, Ireland is facing a housing crisis: 'We need more people working in those areas, not to just construct the houses that we so desperately need, but also the infrastructure, the water, the roads and the healthcare facilities,' he said. Statistics show that Ireland's Richmond reiterated that investing in education was crucial to eradicating poverty. 'When we go to G20, the central plank has to be education' to boost the economy and facilitate development, he said.
