is centered about 195 miles (315 kilometers) south of Zihuatanejo in Mexico's Guerrero state, the National Hurricane Center in Miami said. The tropical storm had maximum sustained winds at 40 mph (65 kph). Dalila was expected to bring up to 6 inches (15 centimeters) of rain to parts of Guerrero, Michoacán, and Colima states on Saturday.
A tropical storm warning is in effect for a portion of coastal Mexico west of Mexico City. Forecasters expect Dalila to move parallel to the coast but remain offshore. A storm gets a name when its sustained winds reach 39 mph, and it becomes a Category 1 hurricane when they reach 74 mph, AP reported.
A key ingredient for that is warm ocean waters, with temperatures at 80 degrees or above, and Jason Dunion, a meteorologist with the National Oceanic and Atmospheric Administration, said many locations across the Atlantic had not quite reached that threshold.

New Delhi: At first glance, it appears to be a stagnant river. On closer inspection, it's a dirty, foul-smelling and disease-ridden waterlogged stretch from Ghazipur mandi to EDM Mall along National Highway 9. The portion of the road, completely ignored by civic authorities, is a marker of the severity of Delhi's waterlogging problem, and of how poorly it is managed. For more than a week, the stretch has disappeared under deep, putrid water — a dark mix of sewage and rain snaking like a canal between buildings, buses and markets. Even the potholes have ceased to be an issue for now — they are no longer visible under the submerged stretch. The water has shown no signs of receding for over 10 days now. Rickshaws have vanished from the stretch from the CNG pump to the fruit and vegetable market. Vehicles sit half-submerged, abandoned mid-route, even as bikers cautiously navigate the broken remnants of a divider, wary of a breakdown. 1 2 Bhubaneswar: Commuters travelling on NH-16, particularly between Cuttack and Bhubaneswar, are facing significant challenges due to severe waterlogging on parts of the highway that runs right through the city. The problem is most acute near several underpasses, which are intended to provide safe passage for vehicles, pedestrians and animals. However, after heavy rain, the underpasses become inundated, creating hazardous conditions for users. One of the most affected is the Pahala underpass, where water is knee-deep.
