Lightning deaths rise as early warning apps fail to serve: Study

BHUBANESWAR : Lightning detection and early warning mechanisms like Damini, Sachet and Mausam have failed to make a positive impact in curbing deaths due to the calamity due to lack of effective outreach, relaying timely alerts to the common people, a new study has concluded.
The study findings came on Friday when the state recorded at least 13 lightning deaths in six districts. The study conducted under the lightning monitoring awareness programme of Fakir Mohan University found 48 human fatalities and 86 cattle deaths during March-May period, which is around 18 per cent (pc) of Odisha's average annual lightningrelated fatalities.
Koraput reported the highest 13 deaths, followed by seven from Mayurbhanj, six each from Ganjam and Nabarangpur, four from Rayagada, three each from Angul, Balasore, Bargarh and Sundargarh, two each from Puri, Dhenkanal, Kalahandi and Balangir.
The data shows over 80 pc of fatalities took place in open environments or kutcha structures and 90 pc between 2 pm and 7 pm. The maximum 17 deaths were recorded while people were standing under trees, six each in agricultural fields and while riding two-wheelers and five deaths inside cow shelters/ shrimp ponds.
'The existing outreach mechanisms that leverage improvement in lightning detection and early warning applications seem to have failed to serve the last-mile rural population as most of the victims are below the poverty line and out of the digital early warning systems,' said lead author Prof Manoranjan Mishra.
The researchers said the awareness campaigns that focus on 'Do's and Don'ts' will remain ineffective unless they are carried out physically through the local governance structures like the extension officers, teachers in schools, Anganwadi workers, and panchayat members.

Amid the heavy rainfall, Palghar district officials have ordered a holiday for all schools, colleges, and Anganwadi centres on July 26. Due to the incessant rains, multiple roads are waterlogged and the region is experiencing traffic congestion. Regional Meteorological Center (RMC), Mumbai in its bulletin warned of heavy to very heavy rainfall. IMD has predicted extremely heavy rainfall over the next 24 hours in six Maharashtra districts for which red alerts have been issued. Those are Raigad, Ratnagiri, Gondia, Chandrapur, Bhandara, and Gadchiroli where there would be huge possibilities of all-round flooding. The people in these areas are asked to be indoor, halt non-essential travel, and vigilantly follow updates from local authorities. Due to the red alert warning, Palghar District Collector Dr. Indu Rani Jakhar announced a holiday for all colleges, schools, and Anganwadi centers on Friday, July 26. The district had already received heavy rains and is likely to get very heavy rain through the day. IMD scientist Sushma Nair went on to detail that a red alert has been sounded for the neighboring Ghat region of Pune, while orange alerts have been sounded for Nashik and Satara districts' Ghat regions. Outside these, areas like Konkan, Marathwada, Vidarbha, and Western Maharashtra are also under orange and yellow alerts, indicating heavy rainfall. There have been concerns about the possibility of downstream flooding following higher water discharge from a number of dams. Local authorities are carefully keeping an eye on river levels and have requested that residents in flood-prone areas prepare for possible emergency evacuations. The IMD has also warned fishermen and tourists strongly to be extremely cautious, especially along coastal regions and rivers. Mumbai, the capital city, witnessed heavy showers on Friday morning, which resulted in slowed traffic and impacted some of the suburban train services along the Western Railway line. The officials expect showers during the later part of the day as well. As per the Monsoon Report of Brihanmumbai Municipal Corporation (BMC), island city, eastern suburbs, and western suburbs received average rainfall of 29.40 mm, 29.44 mm, and 18.88 mm respectively.

Red Alert in Pune According to IMD Scientist Sushma Nair, a Red alert has been issued for several ghat areas in Pune. She said the weather department has also issued an Orange alert for Ghat areas of Nashik. Increased water discharge from dams has also ignited the possibility of flooding. However, local authorities are monitoring the river levels and requested people who are living in the low-lying areas to evacuate the areas or prepare for emergency evacuations. Konkan, Marathwada Under Orange Alert IMD has issued Orange and Yellow alert in regions like – Konkan, Vidarbha, Western Maharashtra, and Marathwada. Mumbai Weather Update Heavy rains lashed Mumbai yesterday, affecting vehicular traffic and suburban train services on the Western Railway, officials said. IMD has predicted more showers today. According to the BMC, Mumbai's island city and eastern suburbs each got nearly 29.4 mm of rain. The western suburbs received significantly less, averaging 18.88 mm.
