INDIA bloc will introduce medical plan worth ₹25 lakh in Bihar too: Gehlot

Former Chief Minister of Rajasthan and National General Secretary of the All India Congress Committee (AICC), Ashok Gehlot, said on Monday (June 30, 2025) that the Chiranjeevi scheme introduced by the Congress in Rajasthan will be implemented in Bihar as soon as the INDIA bloc forms the government.
He promised free treatment up to ₹25 lakh. Mr. Gehlot was addressing the media at the Congress office in Patna. He slammed the Bihar government, alleging that the health system in the state is in bad condition.
Citing the CAG report, he said that Bihar's poor health system has been exposed.
'As soon as the INDIA bloc government is formed in Bihar, the Chiranjeevi scheme will be implemented on the lines of the Congress scheme in Rajasthan, and people of all income groups will be given free treatment up to ₹25 lakh in government and private hospitals,' Mr. Gehlot said.
Right to Health Act
He pointed out that the Right to Health Act was created in Rajasthan and had provisions for free treatment in all emergency situations. Mr. Gehlot proudly said that the Congress government in Rajasthan had reduced common people's burden and made insurance coverage accessible.
Chiranjeevi Bima Yojana included health insurance of ₹10 lakh and accident insurance of ₹5 lakh. This scheme provided free medicines for 5 days before hospitalisation and 15 days after discharge.
Speaking on the poor condition of health facilities in Bihar, Mr. Gehlot said that the state is beset by serious diseases, and there are neither hospitals, nor proper doctors, nor medicines in Bihar.
Referencing the recent CAG report, Mr. Gehlot said, 'There is a huge shortage of medical staff here. Out of the total 59,168 sanctioned posts, only 23,851 posts are filled, which means 60% posts are vacant. Similarly, 89% of posts for Ayush doctors are vacant. There is a huge shortage of paramedical staff, and 79% of posts are vacant.'
He further said, 'There is a huge shortfall in specialist doctors. There are only 1,580 specialist doctors against 5,081 posts. There is a shortage of health sub-centres, PHCs and sub-divisional hospitals. There is also a shortage of beds in district hospitals, sub-divisional hospitals, and primary health centres.'
Accompanied by Bihar Congress in-charge Krishna Allavaru and Bihar Congress president Rajesh Kumar, the former CM stressed that Bihar faces a huge shortage of lab equipment ranging from 25% to 100%, and only 54% of lab technicians are employed.
Budgetary apathy
Speaking on the negligence in the budget, he claimed that out of ₹69,790 crore from 2016 to 2022, only 69% has been spent by the Bihar government, and ₹21,743 crore remained unused.
Mr. Allavaru also attacked the condition of the health system, alleging that the present government has made Bihar a sick state.
'The people of Bihar are experiencing a huge failure of health services. The government of Trouble Engine in Bihar has put the health system in the ICU,' Mr. Allavaru said.
Bihar Congress chief alleged even emergency patients do not get beds and proper health care in PMCH (Patna Medical College and Hospital), the biggest hospital in the state.
On Sunday (June 29, 2025), senior Congress leader and Rajya Sabha member Digvijay Singh took a dig at the Bihar CM, saying that the education system was ruined in the state.

New Delhi: The Supreme Court on Monday took suo motu cognisance of a media report about incidents of dog bites leading to rabies and called it "very disturbing and alarming". "The news item contains some alarming and disturbing figures and facts," a bench of Justices J B Pardiwala and R Mahadevan said. It said every day, hundreds of dog bites were being reported in Delhi and on its outskirts, leading to rabies and ultimately, children and the aged were "falling prey to the dreadful disease". "Let this order be placed along with the news report before the Chief Justice of India for appropriate orders," the bench added. Congress MP Karti Chidambaram, who has been raising the issue, welcomed the move. "At last," he wrote on X, while sharing NDTV's breaking news post on the Supreme Court's suo moto cognisance. Over 37 Lakh Dog Bite Cases In India In 2024 The Centre last week said that India reported over 37 lakh dog bite cases and 54 suspected human rabies deaths in 2024. According to data shared by Union Minister SP Singh Baghel in the Parliament on July 22, the total number of dog bite cases stood at 37,17,336, while the total 'suspected human rabies deaths' were 54 last year. He said that municipalities are responsible for controlling the stray dog population, adding that they are implementing the Animal Birth Control Programme to regulate their population. He also said the Centre has notified the Animal Birth Control (ABC) Rules, 2023, under the Prevention of Cruelty to Animals Act, 1960, which focuses on the neutering and anti-rabies vaccination of stray dogs. Elaborating on the steps, he said his ministry issued an advisory in November 2024 to states, asking them to implement the ABC Programme and related activities through local bodies, as part of its objective to ensure the "safety and security of children, especially toddlers, from stray dog attacks".

Manisha Kachhadiya shielded her eight-month-old son, Dhyaansh, with her body from the flames as Air India's IC171 crashed into BJ Medical College residential quarters in Ahmedabad on June 12, killing 260 people. Despite the searing heat and thick smoke, her only instinct was to protect her infant son, who had turned out to be the youngest survivor of the air crash. Manisha not only shielded Dhyaansh that day, but as both fought burn injuries, the mother gave her skin as a shield to the 8-month-old. In a heart-warming story of survival from the Boeing 787-8 crash in Ahmedabad, Manisha and Dhyaansh were discharged from the hospital last is the son of Manisha and Kapil Kachhadiya, a super-speciality MCh student in urology at BJ Medical College. Kapil was on duty at the hospital when the plane crashed into the hostel on June told PTI that when the plane crashed, Manisha suffered injuries, but her priority was to save their son."There was a blackout for a second and then our residence was filled with heat," Manisha told The Times of India. At that terrifying moment, she grabbed her son and ran. The infant required ventilator support to breathe, along with fluid resuscitation, blood transfusion, and highly specialised care for his INDIA CRASH AND A MOTHER'S INSTINCTIVE COURAGEThe child's recovery, doctors said, was medically complex due to his of the most crucial parts of his treatment was that when skin grafts were required to help heal his wounds, his mother offered her own. Manisha donated her skin to her son, becoming, quite literally, his shield once Adit Desai, managing director of KD Hospital, described the case as deeply moving."It was deeply touching because of the mother's instinctive courage to save her child. From a medical standpoint, every department came together to ensure the best possible outcome," Desai told The Times of added that the hospital provided free treatment to six patients affected by the AI171 aeroplane surgeon Dr Rutvij Parikh explained to the newspaper how the medical team approached treating the child's burn injuries with the utmost child's own skin and his mother's skin grafts were used to treat the burn wounds. The patient's age was a major factor. We had to make sure the wounds did not get infected and that his growth would be normal. The recovery of the child and mother has been satisfactory."FATHER PLAYED A CRITICAL ROLE IN SON'S RECOVERY TOOThe father, Kapil, himself a medical professional, played a critical role in his son's recovery."Dr Kapil's involvement as a father helped enormously. As a medical professional himself, he often made sure the dressings were done properly, even in the middle of the night," Dr Parikh told The Times of team of doctors who treated the mother and child included Dr Snehal Patel, Dr Tushar Patel, and Dr Mansi Dandnaik, according to the child's condition was complicated by the fact that blood had rushed into one side of his lungs due to the trauma."He was kept on ventilatory support, and an intercostal drainage tube was inserted until we achieved good lung expansion," said Dr Snehal five weeks of intensive treatment and care, both Manisha and Dhyaansh have now been discharged from the hospital. 'In politics, you can make decisions and implement policies that impact millions. That is the true power of politics. I have no intention to quit, unless age forces me to,' he said. Diabetologist Dr Banshi Saboo was conferred with the P Kesavadev Diabscreen Kerala Award at the event organised by the P Kesavadev Trust. Filmmaker Adoor Gopalakrishnan presented the awards. He commended Dr Saboo for his work in diabetes care and awareness and congratulated Tharoor on his literary accomplishments, particularly his works about India. Tharoor praised author Kesavadev and his contribution in elevating the literary landscape by highlighting the lives of ordinary people. Dr Saboo spoke about type 1 diabetes in children and advocated for introducing health science as a subject in schools. Dr Jothydev Kesavadev, actor Maniyanpillai Raju and dignitaries attended.
