Senate: ruling coalition gets 2/3rd majority

The ruling coalition has secured a two-thirds majority in the Senate, with the PPP emerging as the largest party, followed by the PTI and the PML-N.
According to Express News, the PPP has secured 26 seats in the upper house; followed by the PTI, which has 16 senators of its own and the support of six independent lawmakers as well.
The PML-N now has 20 seats; BAP has four seats while the MQM and the ANP have three senators each. The JUI-F now also has a total of 7 senators. The PTI secured six of the 11 Senate seats from Khyber-Pakhtunkhwa (K-P) where Senate elections were held on Monday.
A day earlier, 25 opposition lawmakers elected on reserved seats in the K-P Assembly took their oaths—not in the provincial legislature, whose sitting was adjourned earlier in the day due to lack of a quorum, but in the Governor House.
With the induction of these new MPAs, the K-P Assembly finally became fully constituted almost one and a half years after the February 8, 2024 general elections. The oath-taking of these MPAs also paved the way for Senate elections for 11 seats that were held at the provincial assembly on Monday.
The K-P Assembly could not be fully constituted after the last year's elections due to a controversy over reserved seats, on which the ruling party of the province, the PTI, laid claim. The PTI, however, lost the legal battle for reserved seats on June 28.
Later, the Election Commission of Pakistan (ECP) distributed the reserved seats for women and minority members among opposition parties—the PML-N, the PPP, the JUI-F, the ANP and the PTI-P.
These MPAs including 21 women and 4 minority members were scheduled to take oath in a specially requisitioned assembly session on Sunday. However, right after the start of the session, a ruling party member, Shair Ali Afridi, pointed out the lack of a quorum.
Opposition members raised a commotion and staged a protest with the newly elected women and minority representatives surrounding the speaker's dais and chanting slogans.
Later, the speaker ordered a headcount in the assembly.
Only 25 members were present in the house, prompting him to order bells to be rung for two minutes. However, the required number of members was not met. Consequently, the speaker adjourned the session until July 24, stating that the oath-taking ceremony would take place in the next session.
Earlier, the PTI parliamentary party held a meeting in which government members were instructed not to enter the hall and to boycott proceedings to prevent the oath-taking ceremony.
Afterward, K-P opposition leader Dr Ibadullah Khan, along with opposition members, submitted a petition in the Peshawar High Court (PHC), requesting the chief justice to nominate an appropriate person under Article 255(2) of the Constitution to administer the oath to the newly elected members.
The ECP also approached the PHC chief justice, requesting him to appoint a person to administer the oath to the new MPA. K-P Chief Justice Syed Muhammad Attique Shah later authorized K-P Governor Faisal Karim Kundi to take the oaths.
Later, on Sunday evening, a swearing-in ceremony was held at the Governor House in Peshawar where Governor Kundi, administered the oath to the 25 newly elected members under Article 65 and Article 255(2) of the Constitution and Rule 6 of the K-P Procedure and Conduct of Business Rules, 1988.

ISLAMABAD: A parliamentary body on Tuesday directed the National Assembly Secretariat to issue a reminder to all parliamentary party leaders to submit their opinion on the proposed constitutional amendment aimed at strengthening local governments. The Senate Standing Committee on Law and Justice, which met with MNA Chaudhry Mahmood Bashir Virk in the chair, discussed 'The Constitution (Amendment) Bill, 2025' (Article 140-A) moved by MNA Muhammad Jawed Hanif Khan, seeking to make local government institutions more viable and effective in line with the aspirations of the people of Pakistan. The parliamentary body observed that, in compliance with its previous directions, letters were issued to the provincial governments as well as to the parliamentary leaders of all political parties, seeking their views regarding the proposed amendment in Article 140-A. However, the committee has so far not received a response of any parliamentary leader in this regard. The committee directed the secretariat to issue a reminder to all parliamentary leaders to submit their opinions as soon as possible to proceed further in the matter. The meeting also considered 'The Qanun-e-Shahadat (Amendment) Bill, 2025' moved by MNA Shazia Marri. During detailed deliberations, the mover informed the committee that, in light of the discussions held during the previous meeting, the proposed bill had been redrafted. The revised draft of the bill was placed before the parliamentary body for consideration, she said. The members of the committee observed that, since the bill now contained substantive amendments, it was not feasible to deliberate upon the revised draft without prior examination. Therefore, the committee decided to defer consideration of the bill till its next meeting to allow members sufficient time for a thorough review. The committee also considered the 'Constitution (Amendment) Bill, 2024' (Article 25) moved by MNA Nafeesa Shah and 'The Code of Civil Procedure (Amendment) Bill, 2024' (Section 54-A) moved by MNA Sofia Saeed Shah but due to the non-availability of the movers, the committee decided to defer consideration of both bills to its next meeting, with the observation that no further deferment shall be granted. The committee decided that, in case of continued absence of the movers, the bills shall be taken up and decided upon in absentia. MNAs Zahra Wadood Fatemi, Kiran Haider, Syed Ibrar Ali Shah, Syed Naveed Qamar, Syed Hafeezuddin, Hassan Sabir, Ali Muhammad Khan, Umair Khan Niazi, Changaze Ahmec Khan, Sardar Muhammad Latif Khan Khosa, Aliya Kamran, Shazia Marri, Jawed Hanif Khan, and senior officials of Ministry of Law and Justice attended the meeting. SARGODHA: An Anti-Terrorism Court (ATC) in Sargodha has sentenced Punjab Assembly Opposition leader Ahmed Khan Bhachar and 32 other Pakistan Tehreek-e-Insaf (PTI) workers to 10 years of imprisonment each in the May 9 riots case. As per details, the verdict was announced by Anti-Terrorism Court Judge Muhammad Naeem Sheikh. Among those convicted are Punjab Assembly Opposition Leader Malik Ahmed Khan Bhachar, MNA Rana Bilal, and MNA Ahmed Chattha. The verdict was issued after the court heard nine separate cases related to the incident. The case, registered at the Musa Khel police station, pertained to the violent protests and vandalism that erupted in Mianwali following the arrest of PTI founder Imran Khan in a graft case. The ATC found Ahmed Khan Bachar and the other accused guilty of participating in the unrest, which targeted state institutions and public property. Violent clashes were broken out across Pakistan after former prime minister Imran Khan was arrested on May 9, 2023. The protests were held in remote and major cities as the party workers were agitated due to their chairman's arrest, with Balochistan, Punjab, Khyber Pakhtunkhwa, and Islamabad summoning the armed forces to ensure law and order. Army installations, including Corps Commander's house in Lahore, had come under attack during the protests by PTI workers. It is pertinent to mention that the PTI founder is named as main accused in all the May 9 riots cases. The verdict came at the time when the opposition MPAs allegedly caused disruption and damaged property during a Punjab Assembly session on June 27, 2025. In response, Malik Muhammad Ahmad Khan suspended the membership of these 26 SIC lawmakers. Later on June 28, the speaker announced his decision to refer the matter to the ECP for the disqualification of the suspended members. The court had granted exemption from personal appearance to all 32 accused, including Malik Ahmed Khan Bhachar. PTI lawyers and supporters have rejected the court's ruling, calling it unfair and politically motivated. The members suspended by the speaker included Malik Fahad Masood, Muhammad Tanvir Aslam, Syed Riffat Mehmood, Yasir Mehmood Qureshi, Kalimullah Khan, Muhammad Ansar Iqbal, Ali Asif, Zulfiqar Ali, Ahmed Mujtaba Chaudhry, Shahid Javed, Muhammad Ismail, Khayal Ahmed, Shehbaz Ahmed, Tayyab Rashid, Imtiaz Mehmood, Ali Imtiaz, Rashid Tufail, Murtaza Iqbal, Khalid Zubair, Ijaz Shafi, Saima Kanwal, Muhammad Naeem, Sajjad Ahmed, Rana Aurangzeb, Shoaib Mir and Usama Asghar Ali Gujjar. Meanwhile, talking to a private television channel, Bhachar strongly criticized the ATC decision and announced plans to challenge the verdict in the Lahore High Court. 'The court has ruled against me in a politically driven case that completely deviates from the Constitution,' said Bhachar. 'This decision was pronounced without following due legal process. Once I receive the written verdict, I will immediately approach the High Court.'

Hailing it as a "positive step", the federal government on Tuesday welcomed a trial court's decision to convict a number of PTI leaders including Punjab Assembly Leader of Opposition Malik Ahmed Khan Bhachar in the May 9 rioting cases. "Today, the Sargodha ATC issued an order and we welcome it ... I think it is a very positive step as justice has been upheld," Minister of State for Law and Justice Barrister Aqeel Malik said on Monday while addressing a press conference in Islamabad. He said the verdict "fulfils all requirements of justice" and followed due process since the entire trial proceedings were carried out legally. "The decision announced is in accordance with the law and the Constitution," Malik said. "When you take the law into your own hand, whether you're an MNA or MPA or opposition leader ... the [status] doesn't matter, as the law is equal for everyone and will come into force." Responding to the verdict, Bhachar wrote on X that he will not leave "the leader of Umat-e-Muslima and son of Mianwali the Prime Minister Imran Khan" no matter what. Other PTI leaders also condemned the verdicts as a mockery of justice. Deputy leader of opposition in the Punjab Assembly, Muhammad Moeen Ud Din Riaz Qureshi, termed the ATC verdicts a "black day for democracy" He said lawmakers including Bhachar of the largest province were unlawfully sentenced relying upon fabricated evidence and witnesses. "Every child in Pakistan knows well about the fate of these cases. Public is fully aware about the court's conduct. The PTI will challenge the decision of the ATC in appellate court. Bhachar was the opposition leader and he will remain the opposition leader," he said. PTI's chief whip in the Punjab Assembly, Rana Shahbaz Ahmad, said such verdicts won't force them to bow, as they stood for a cause and the nation's future. "If such decisions persist, there is no doubt 80% of PTI lawmakers will be sentenced — despite having no link to the FIR offences," he said. He demanded that the government constitute a committee for reviewing the forged cases registered across Punjab against PTI leaders, workers and supporters. Another lawmaker Waqas Maan criticized the ATC's verdict, calling it nothing short of a "funeral of justice." He warned the government against sidelining the opposition, reminding it that it might face a similar situation in future.
