Once-booming city offloads office tower at 80% discount amid urban decline as woke policies backfire
The West Coast city of Portland, Oregon, is being forced to slash the sale price of one of its biggest office buildings after it became overrun with homeless people.
Portland, known for its liberal politics, has seen its downtown suffer after a failed attempt at drug decriminalization.
The city's office vacancy rate was 35 percent in the first three months of the year, the worst of the top 25 central business districts in the country, according to real estate firm Colliers.
Now one of the most telling signs of its downtown decline is the sale of its U.S. Bancorp Tower at a list price of 80 percent less than its previous valuation, The Wall Street Journal reports.
The tower, known locally as Big Pink because of its rose tinted stone and windows, is more than half empty.
The recent exit of a high profile client laid bare the desperate state of the building and its surrounding area.
The technology publisher Digital Trends filed a lease-termination lawsuit claiming its staff were unsafe as the building had been taken over by the homeless population of downtown Portland.
The publisher claimed in its lawsuit that the building had 'vagrants sleeping in hallways of vacant office floors... starting fires in stairwells, smoking fentanyl and defecating in common areas.'
The building became a 'cesspool of criminal activity and vandalism,' they alleged.
Digital Trends follows the exit of the building's namesake U.S. Bancorp, which pulled most of its employees out last year after more than a century in Portland.
The 42-story tower is up for sale for $70 million, 80 percent less than its owners -Unico Properties of Seattle and a fund managed by UBS - paid for it in 2015.
However, despite the steep discount, even distressed property investors are avoiding Big Pink.
'I don't see a way to get it into the green in the next five to seven years,' one such investor, Jordan Menashe, told the Journal.
Big Pink has suffered more than other office buildings in the city as it is located next to a public plaza that became an epicenter of drug use and sales.
However, the building's decline is emblematic of the rest of Portland's downtown which, like other cities such as San Francisco, has descended into a doom loop since the pandemic.
Big firms cutting back on office space has hurt local businesses who rely on workers' footfall. As they too pull back, the homeless population has expanded, damaging the area's reputation and safety further.
Major businesses such as Unitus Community Credit Union and Wells Fargo have both exited Portland in recent years, and others such as Adobe have announced plans to leave.
The loss of property-tax collections from the declining value of its downtown offices is putting the rest of Portland's budget under pressure.
Last year Oregon was forced to end the state's decriminalized drug laws after overdose rates soared.
Portland's new mayor Keith Wilson is also considered to be more pro-business and his district attorney, Nathan Vasquez, tougher on crime.
Wilson has offered permits and support for a bridge into Big Pink from a nearby parking garage that would allow workers to get into the building without having to go into the dangerous surrounding streets.
'Right now we're largely focused on retention,' Raihana Ansary, deputy chief of staff to Mayor Wilson, told the Journal.

BREAKING NEWS BYU quarterback Jake Retzlaff slams 'ridiculous' allegations that he raped, strangled and bit woman
Representatives for BYU quarterback Jake Retzlaff have denied the allegations of rape that he is facing in a lawsuit. A woman filing as 'Jane Doe' accused Retzlaff of raping, strangling, and biting her back in November of 2023. She is seeking $300,000 in damages. The lawsuit, filed against Retzlaff in Utah in late May and obtained by Daily Mail, claims Provo cops encouraged the woman to remain silent, allegedly telling her: 'Sexual assault victims never get justice.' Provo, Utah police have rejected her accusations in a department statement: 'From everything we have reviewed, this is not true.' In the response issued on Friday, Retzlaff's representation says: 'Mr. Retzlaff specifically and categorically denies each and every and all allegations that he bit, raped or strangled [the woman], which are ridiculous and bizarre allegations, all of which are false and untrue.' Additionally, the response states that the encounter with Retzlaff and his accuser was consensual and that they had exchanged lighthearted text messages to each other up through February 2024. Retzlaff's attorneys are calling the lawsuit an extortion attempt, considering the quarterback developed into an NFL prospect about one year after their encounter. Among the damages in the lawsuit, the accuser claims to have suffered emotional distress, humiliation, embarrassment, mental distress and anxiety as a result of the alleged rape. She is seeking damages in excess of $300,000 from Retzlaff. 'A year and half after the rape and strangulation, Jane Doe A.G. continues to experience extreme post-traumatic stress disorder and other trauma symptoms as she works to process what happened and move on,' the lawsuit states. Retzlaff's attorney, Mark Baute, denied the accusations in his own statement at the time of the filing. 'We look forward to proving that innocence,' Baute said. 'Jake's focus this year will be on football. We don't try cases in the media, we will respect the process and establish Jake's innocence through the judicial system.' The alleged assault is said to have taken place at Retzlaff's home in November of 2023, when the California native was still a freshman with the Cougars. After connecting on social media a month earlier, the two spent weeks exchanging messages before he allegedly invited her to his home. The accuser claims she and a friend attended Retzlaff's home that night, where his friends and teammates were also socializing. Later, she claims, after her friend went home, she and Retzlaff began to watch a movie and ultimately began kissing. Jane Doe's lawsuit states she did not immediately disclose Retzlaff's name to Provo police, but later informed them that it was the BYU quarterback, only to be told victims 'never get justice' However, she says she did not want to go any further. 'Retzlaff began escalating the situation,' the filing reads, 'and Jane Doe A.G. tried to de-escalate the situation and attempted to slow things down, trying to pull away, and saying "wait." She did not want to do anything sexual with him.' After allegedly telling Retzlaff 'no' and trying to leave, Retzlaff grabbed her by the neck and proceeded to rape her, according to the lawsuit. The experience was so painful, Doe claims in her lawsuit, that she actually 'passed out.' And when she was conscious, Doe 'remembers tears rolling down her face as she fought to breathe,' the lawsuit reads. She went to the hospital two days later, where a rape kit was performed and her injuries were recorded. Her lawsuit states she did not immediately disclose Retzlaff's name to Provo police, but later informed them that it was the BYU quarterback. 'At some point after speaking to the police, an officer reached out to her asking for the name because someone else filed a complaint against a football player and the police wanted to see if it was the same person,' the lawsuit said. 'At that point Jane Doe A.G. shared Retzlaff's name, and the Provo police then encouraged her not to do anything because, as they claimed, "sexual assault victims never get justice."' Provo police have released their own statement, questioning Doe's claims against the department. 'The civil suit states that Provo Police personnel discouraged the victim from proceeding, by telling her there is no justice for victims of sexual abuse,' wrote a department spokesperson. 'From everything we have reviewed, this is not true. We have a team of dedicated investigators and victim advocates whose sole mission is to provide justice to victims of sexual abuse. They do not send people away, warning them there is no justice for victims.' Retzlaff, a junior, is rumored to be dating BYU softball player Jaelynn Lambert, who is another California native. The quarterback has posted pictures of himself with the outfielder on Instagram. The first Jewish quarterback in BYU history, Retzlaff previously signed a name, image and likeness deal (NIL) with one of the world's top kosher brands, Manischewitz. Details of the deal were not revealed, but Manischewitz released a commercial starring Retzlaff, who actually autographed some matzoh during the minute-long clip.

Kia Defies Convention with Lower-Priced Seltos
Kia Bucking the Trend as Prices Climb Elsewhere Automakers usually mark the arrival of a new model year with a predictable price hike. Whether it's due to updated features, rising production costs, or now, even geopolitics, such as new tariffs on imported materials or components, most new cars cost more each year. A 1% to 3% increase is often considered standard fare. That's why the 2026 Kia Seltos stands out: instead of climbing across the board, it now offers a new, cheaper way into the lineup. A new entry-level Seltos LX FWD has been introduced, carrying a starting MSRP of $23,690, or $1,000 less than last year's base model. And while the rest of the trims do see slight bumps, they're modest $200 increases that fall well below the typical range. 0:03 / 0:09 What is the Sony Honda Mobility Afeela 1? Watch More 2025 pricing 2026 pricing Difference Seltos LX FWD – $23,690 – Seltos LX AWD $24,690 $24,890 $200 Seltos S FWD $25,190 $25,390 $200 Seltos S AWD $26,690 $26,890 $200 Seltos EX FWD $26,190 $26,390 $200 Seltos EX AWD $28,390 $28,590 $200 Seltos X-Line AWD $29,390 – – Seltos SX AWD $31,190 $31,390 – Of note, the X-Line AWD trim has been removed for the 2026 model year. Plus, the prices mentioned here don't include the untouched $1,395 destination charge. The price shift comes down to a key change in drivetrain strategy. Last year, all-wheel drive was standard in the base model. But this year, if you're in the market for a Seltos and you don't need an all-paw SUV and all the laundry list checked, then you have a cheaper choice. Source: Kia What You Get with the 2026 Seltos In terms of powertrains, the Seltos lineup carries over largely unchanged. The base engine remains a 2.0-liter naturally aspirated four-cylinder, making 147 horsepower, paired to a CVT. Those who want more punch can look to the SX AWD, which continues to feature a 1.6-liter turbocharged four-pot that produces 190 horsepower and 195 lb-ft of torque, mated to an 8-speed automatic. All Seltos models get standard wireless Apple CarPlay and Android Auto, while S, EX, and SX trims are equipped with a 10.25-inch touchscreen navigation system. Dual 10.25-inch panoramic displays are available on EX and SX, along with a wireless charging pad. The top-spec SX model also gets a premium Bose audio system with mood lighting, smart power liftgate, and optional Digital Key access. Safety is comprehensive across the lineup. Even the base trims include Forward Collision-Avoidance Assist, Lane Keeping Assist, and Driver Attention Warning. Higher trims add blind-spot warning, cross-traffic alert, Highway Driving Assist, and adaptive cruise control. Source: Kia Headed to Dealers Soon Beyond the introduction of a new base offering and a fresh set of gloss black 17-inch wheels included in the EX Sunroof Package, there are no major design or engineering changes. That said, the introduction of FWD variants could also bring slight fuel economy gains, though no official EPA ratings have been released yet. Kia hasn't confirmed any hybrid option either, despite speculation. The 2026 Kia Seltos is expected to arrive at dealerships soon, offering buyers a rare win in a market where prices rarely move in the right direction. New Orleans jailbreak fugitive captured peacefully by police
Louisiana authorities on Friday captured one of the 10 men who escaped from a New Orleans jail six weeks earlier – and who police say released videos on social media while still on the run. Antoine Massey, 33, was taken into custody at a residence in New Orleans about 2 miles (3km) from the jail, said the New Orleans police department superintendent, Anne Kirkpatrick. That left one of the 10 escapees still at large. 'He actually walked out of a home peacefully,' Kirkpatrick said of Massey. 'He peacefully gave up to law enforcement who had surrounded the house.' The Orleans parish sheriff, Susan Hutson, said she had received a tip on Friday morning and immediately notified other law enforcement authorities, who arrested Massey by midafternoon. The Louisiana state police superintendent, Robert Hodges, said authorities were still investigating how Massey was able to stay at the residence where he was recaptured. 'It's pretty obvious over the last six weeks to remain a fugitive that long, he had assistance – he had help,' Hodges said. Authorities had recently investigated social media posts by a man who identified himself as Massey and earlier in June raided a New Orleans home where they believed the videos were produced. But they did not find him. 'Great work by all our law enforcement partners who have been working so hard for this outcome,' Louisiana's attorney general, Liz Murrill, said after Massey's capture on Friday. 'One more to go!' Authorities are still searching for convicted murderer Derrick Groves. Police previously captured the other eight escapees following the 16 May jailbreak, one of the largest in recent US history. Authorities said the men yanked open a faulty cell door inside the New Orleans jail, squeezed through a hole behind a toilet, scaled a barbed-wire fence and fled into the dark. The men's absence wasn't discovered until a morning headcount, hours after they bolted for freedom. Authorities found a message drawn around the hole the men used to escape: an arrow pointing at the gap and the words 'To Easy LoL'. Officials have pointed to multiple security lapses in the jail, but authorities remain adamant that the men also likely had help. A maintenance worker at the jail was arrested for allegedly helping the men escape by turning off the water to the toilet where the hole was cut behind. His lawyer says he has denied knowingly aiding them. Massey faced charges of rape, kidnapping, domestic violence involving strangulation and violation of a protective order, authorities in nearby St Tammany parish said. In Orleans parish, he faced charges of motor vehicle theft and domestic battery. Murrill said Massey will face additional charges for his role in the escape. A woman police identified as being in an on-again, off-again relationship with Massey was arrested and charged with obstruction of justice and as a principal to aggravated escape, court records show. Authorities said the woman knew of Massey's escape plans beforehand, communicated with him afterward and misled authorities. On his social media videos, Massey pleaded with Donald Trump, Kim Kardashian and rappers to help him. A $50,000 reward remains for tips leading to Groves' recapture, authorities said.
