KUALA LUMPUR, July 29 (Bernama) – Malaysia's semiconductor industry is poised to benefit from the upcoming 13th Malaysia Plan (13MP), as the government seeks to strengthen the country's role in the global supply chain.
UniKL Business School economic analyst Associate Professor Dr Aimi Zulhazmi Abdul Rashid said the five-year plan comes at a pivotal time, amid shifting global trade patterns driven by geopolitical tensions and protectionist measures such as the United States' tariff policies.
'The semiconductor industry, which is the largest contributor within the manufacturing sector, is expected to spearhead Malaysia's climb up the global value chain.
'In light of current US tariff headwinds, it is critical to position Malaysian manufacturers as key global players,' he told Bernama in an exclusive interview.
Aimi Zulhazmi said the 13MP should also outline clear strategies to advance Malaysia as a producer of high-end chips for artificial intelligence (AI) and advanced electronics.
He added that the plan must align with the New Industrial Master Plan (NIMP) 2030, which targets a six per cent growth in manufacturing's contribution to gross domestic product (GDP), particularly through exports.

KUALA LUMPUR: Pharmaniaga Bhd has made headway in its regularisation plan with the completion of its rights issue and private placement exercises, moving closer to exiting its Practice Note 17 (PN17) status. The pharmaceutical company said a total of 3.5 billion renounceable rights shares were fully subscribed, with an oversubscription rate of 26.14 per cent, indicating strong backing and confidence from existing shareholders. Additionally, the private placement exercise brought in 19 new investors and involved 1.6 billion shares, raising a total of RM223.7 million. "As both fundraising exercises have been completed, the group is set to conclude the final phase of its recovery plan, the capital reduction exercise which is targeted for completion by mid-August 2025. "This marks a major step forward in Pharmaniaga's recovery and efforts to exit PN17 status by the first quarter of 2026," it said. The group added that despite the fresh equity injection, Lembaga Tabung Angkatan Tentera and Boustead Holdings Bhd continue to be its major shareholders, collectively holding 43.9 per cent—comprising 8.7 per cent and 35.2 per cent stakes respectively. Pharmaniaga remains a government-linked company, maintaining its focus on national interests and the welfare of the Malaysian armed forces. Managing director Datuk Zulkifli Jafar said the oversubscription of the rights issue demonstrates strong market confidence in Pharmaniaga's business fundamentals, recovery strategy, and leadership. "The group also views the participation of the 19 new institutional and reputable investors in the private placement exercise as a clear endorsement, that aligns with our broader objective of contributing to Malaysia's healthcare resilience and pharmaceutical self-sufficiency, a shared national aspiration," he said. Zulkifli said the improved balance sheet allows the group to lower its debt and expand operations, particularly in high-impact areas like the development of human insulin, vaccines, and other generic medicines. "We are currently advancing the development of Malaysia's first locally owned insulin and vaccine production facilities," he added. Pharmaniaga's shares ended on a positive note, rising 9.38 per cent or 1.5 sen to close at 17.5 sen, with 218.5 million shares traded.

KUALA LUMPUR: Energy and water are key sectors in the 13th Malaysia Plan (13MP) development agenda. Deputy Prime Minister Datuk Seri Fadillah Yusof said the government prioritises energy security, environmental sustainability, and affordable supply for all. "Advancing the nation and ensuring the wellbeing of our people can no longer be achieved without focusing on the energy and water sectors. This means ensuring energy security and environmental sustainability, while also making supply accessible and affordable for all, including the rakyat. "This is why numerous initiatives were announced earlier, particularly new approaches in the energy market using more innovative mechanisms," he said at a press conference after the tabling of the 13MP by Prime Minister Datuk Seri Anwar Ibrahim. Fadillah, who is also the Energy Transition and Water Transformation Minister said the government has also amended the Energy Commission Act 2001 to introduce the concept of energy export, which includes managing energy resources, the potential export of renewable energy, the introduction of new tariffs, and a time-of-use mechanism to encourage the rakyat to consume energy more prudently and efficiently. "Ultimately, the goal is to transition towards more sustainable energy use to safeguard our environment," he said. Fadillah added another significant development is the introduction of new technologies, including nuclear energy, which the government is currently studying in-depth to assess its viability for Malaysia. "This is to ensure that we have access to clean and firm energy sources. "At present, our renewable energy sources are primarily solar-based, but we require a more stable and cleaner energy supply. Nuclear energy is one of the options we are seriously considering," he said. He added that in terms of water management, beyond ensuring supply security, one of the major risks that must be addressed is flooding. "Several flood mitigation projects were announced today for states including Johor, Perak, Pahang, Sarawak, and Sabah. "I would like to express my appreciation. Our ministry will focus on ensuring the timely implementation of these announced projects so we can mitigate the risks posed by increasingly extreme weather conditions," he said. He also expressed his gratitude for the considerable focus on Sabah and Sarawak, particularly for major infrastructure projects such as the Pan Borneo Highway and the Trans-Borneo Highway. "This will significantly enhance connectivity and improve basic public infrastructure in both Sarawak and Sabah," he said.

13MP is bold yet pragmatic, say economists

KUALA LUMPUR: The 13th Malaysia Plan (13MP) is seen as a bold yet pragmatic blueprint for steering the nation towards long-term economic resilience, said economists. UiTM Business Management Faculty senior lecturer Dr Mohamad Idham Md Razak said the 13MP sets a forward-looking agenda that prioritises high-value industries, sustainable development and economic reforms. "With its 4.5-5.5 per cent growth target, the plan is attainable as long as Malaysia maintains its reform momentum and capitalises on the global recovery," he told Business Times. Mohamad Idham said the government's efforts to curb inflation, strengthen fiscal discipline and upskill the workforce through targeted subsidies and prudent spending offer a strong foundation for shared prosperity. "However, further enhancements to private investment incentives, climate resilience planning and bipartisan support will only improve the plan's overall effectiveness," he said. Bank Muamalat Malaysia Bhd chief economist Dr Afzanizam Abdul Rashid described the 13MP as a "reasonably crafted" roadmap that reflects both aspiration and economic realities. He noted that the government acknowledged headwinds such as geopolitical tensions and global tariff shocks, and has taken a more realistic stance. "For instance, revising the compensation of employees (COE) target from 45 per cent under 12MP to 40 per cent now, which is closer to the current level of 33.6 per cent," he said. "This shows pragmatism in policy setting, rather than overpromising," he said. Universiti Malaya's International Institute of Public Policy and Management adjunct professor Tan Sri Dr Sulaiman Mahbob said the thrust of the 13MP lies in its focus on value creation, across public and private sectors, as well as in household and institutional planning. "At its core, the 13MP is about maximising impact, ensuring every project, policy and partnership delivers real, measurable value to the people," Sulaiman said. He stressed the need to strengthen the value chain, minimise leakages, and enhance implementation across the board. "Whether from government or private sector planners, the focus must be on outcomes. That is how we create added value for the country and improve the rakyat's well-being," he said. Putra Business School economist Prof Dr Ahmed Razman Abdul Latiff said the 13MP incorporates the core objectives of the Kerangka Ekonomi Madani while remaining agile enough to respond to uncertainties in the next five years. "Even though the 13MP covers more areas than the 12MP, that is necessary for Malaysia to remain competitive and sustainable. "Some of the targets are realistic, whilst some are a bit ambitious, but the monitoring system of MyRMK will ensure that any intervention can be made in a timely and structured manner," he said. He added that diversified strategies will be critical in navigating external shocks and domestic challenges while upholding national priorities.
