Four bills to be tabled at State Assembly sitting
KOTA KINABALU (July 2): Four bills will be tabled during the two-day State Assembly sitting, beginning next Monday.
The Chief Minister's Department will table two bills: the Forestry (Amendment) Bill 2025 and the Climate and Carbon Governance Bill 2025.
The other two will be tabled by the Finance Ministry — the State Sales Tax (Amendment) Bill 2025 and the Supplementary Supply Bill 2025.
Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor disclosed this at the Chief Minister's Department post-cabinet meeting at Menara Kinabalu on Wednesday.
The State Assembly sitting is expected to be the last before the assembly is dissolved to make way for the next state election. The current term expires in October.
Meanwhile, Hajiji hoped public service personnel will continue to uphold the principles of professionalism, neutrality and integrity in carrying out their duties during this election year.
'We are facing the state elections this year. As the backbone of the State Government administration, civil servants must ensure that all administrative affairs and service delivery to the people are not disrupted and continue to run smoothly as usual.
'The efficiency and transparency of civil servants in facing this challenging period will reflect our commitment to continue supporting the democratic system and stability of the state administration,' he said at the meeting.
Hajiji also urged all department heads to demonstrate strong commitment in carrying out their responsibilities. He said they must carry out their duties with greater efficiency and accuracy, as well as monitor projects more effectively to ensure all approved projects are completed within schedule.
'This is crucial to avoid having to deal with delays in execution, wastage of resources and jeopardising reputation and public trust in the capabilities of the government's administrative machinery,' he said.
The Chief Minister also reminded all public service personnel to always be responsive, proactive and to practise good governance in carrying out their duties in order to provide the best services to the people.
'Civil servants must carry out their responsibilities with trust, transparency and a strong sense of accountability. They must avoid conflicts of interest so that the state government's goals and objectives can be successfully achieved.
'The interest of the government is always more important than personal interest,' he said.
Hajiji also reminded civil servants to always uphold personal integrity and make it a core value in their character.
'Without high personal integrity, the consequences to the image of the public service and the entire state government institution would be severe,' he said.

KUCHING: A Bill to increase the number of members in the Sarawak Legislative Assembly will be tabled during a special sitting on July 7, in response to a sharp rise in voter numbers and evolving public expectations. Speaker Tan Sri Mohamad Asfia Awang Nassar said the surge in voter numbers followed the lowering of the voting age to 18, which has significantly reshaped the state's political and constituency landscape since 2014. "This, in turn, has raised public expectations and created a new political landscape for leaders and elected representatives. "The size of both parliamentary and state constituencies in Sarawak is vast and increasingly difficult to manage," he said at a press conference here today. He said the proposed legislation, titled the Dewan Undangan Negeri (Composition of Membership) Bill 2025, will be tabled by Sarawak Tourism, Creative Industry and Performing Arts Minister Datuk Seri Abdul Karim Rahman Hamzah. All three readings of the Bill are scheduled to take place on the same day, he added. Asfia noted that the last increase in the assembly's membership was in 2014, and that under Article 113(2) of the Federal Constitution, such changes may be made after a period of eight years.

Abdul Karim: DUN seat expansion Bill expected to pass smoothly

Photo by Chimon Upon KUCHING (July 5): The upcoming tabling of the Dewan Undangan Negeri (Composition of Membership) Bill 2025, which proposes increasing the number of seats in Sarawak's State Legislative Assembly (DUN), is expected to proceed smoothly, said Minister for Tourism, Creative Industry and Performing Arts Dato Sri Abdul Karim Rahman Hamzah. He said the Bill, once tabled, should receive majority support given the strong mandate held by Gabungan Parti Sarawak (GPS). 'Well, definitely, I expect it to be endorsed in the DUN first, given the kind of majority that GPS has. The tabling of the proposal to increase the number of DUN seats will definitely go through, the way I see it,' he said when met at the Pre-Council Meeting held in conjunction with the Special One-Day Sitting of the DUN at PBB Headquarters here today. He added that once endorsed by the DUN, the Bill would then be brought to Parliament for federal approval, a step he does not foresee encountering any resistance. 'Next would be for Parliament to also endorse it, which I don't see any reason why it shouldn't be, because it's not a parliamentary increase, it's a state increase,' he said. Abdul Karim explained that once both legislative bodies have endorsed the Bill, the Election Commission (EC) would be responsible for conducting the redelineation exercise. 'It is then for SPR to define where the increase should be and where the delineation would take place,' he added. The Dewan Undangan Negeri (Composition of Membership) Bill 2025 is expected to pave the way for the expansion of Sarawak's legislative representation, which will subsequently require the redrawing of constituency boundaries by the EC. Abdul Karim, who is also Parti Pesaka Bumiputera Bersatu (PBB) Information Chief, added that the significant increase in the number of voters since 2018 has made the proposal to add more state seats a long-overdue necessity. Commenting on speculation that the motion could be tabled in Parliament as early as August, he said that while nothing has been confirmed, the proposal aligns with Sarawak's ongoing efforts to reclaim its rights under the Malaysia Agreement 1963 (MA63), including the push for more parliamentary seats. 'We have long urged for an increase in parliamentary representation. This increase in state seats may be seen as part of that broader effort, as any addition of parliamentary seats must also be preceded by a corresponding increase at the state level,' he said.

Kota Kinabalu: The State Government is committed to strengthening infrastructure delivery with the official launch of the Sabah Utility Corridor (KUS), a strategic initiative that will serve as a key catalyst for systemic development in Sabah. Chief Minister, Datuk Seri Hajiji Haji Noor said the establishment of KUS is not just an introduction of a new entity but reflects the State Government's determination to accelerate development, coordinate utilities and attract new investments to the state. Meanwhile, Qhazanah Sabah Berhad (QSB) Chairman Datuk Dr Yusof Yacob said the official launch of the Sabah Utility Corridor (KUS) on Friday marks a significant step in the State Government's efforts to strengthen the development of utility infrastructure in a more structured, transparent, and efficient manner. He described the launch of KUS as the starting point for a new approach in Sabah to strengthen utility capabilities for the well-being of the people and to support sustainable future development. He said the KUS initiative represents the start of a new phase in the State's strategic development. 'KUS is not just an implementing agency, but also reflects the State Government's broader vision to transform the utility and infrastructure ecosystem through a comprehensive and integrated approach. 'As a wholly state-owned investment company, QSB has been mandated to lead the establishment and implementation of KUS Sabah Berhad (KUSSB), in line with our commitments under the state's development agenda, Hala Tuju Sabah Maju Jaya (SMJ),' he said. Dr Yusof said QSB views KUS as a strategic catalyst not only to accelerate utility applications and implementation, but also as a foundation for sustainable, competitive, and long-term economic growth for the state. He added that strategic investments like KUS directly benefit the people and the State by driving high-impact investments in the utility, technology, infrastructure, and digitalization sectors. 'The digital platform introduced by KUS is also expected to speed up approval processes and improve the efficiency of public service delivery, thereby promoting more organized development,' he said. At the same time, Dr Yusof assured that utility mapping work will be carried out by certified local surveyors in Sabah, as an effort to empower local talent and provide opportunities for local professionals to contribute to the industry. 'We believe the collaboration between the State Government, technical agencies, and industry players will ensure that the implementation of state development policies is carried out consistently and effectively,' he said. According to KUSSB Joint Chief Operating Officer Michael Chung told reporters that KUS is a web-based platform and the URL is which has started operating from Friday (July 4). He said this platform enables the applicant, which is the utility provider, and if they want to apply for permit to do utility project, they will come to this portal and apply for it. 'So the utility provider can start to register in our website and then they can start to apply for the app. They can have the choice now. 'So in this portal, we will handle the applications from the utility provider such as Sabah Electricity (SE) and Sabah Water Department while utility involves electricity, water, gas, and telecommunication fibre. 'Last, we will deal with the process in terms of liaising with the local authorities.
