The new protocol will first be applied to over 100 C&V applications from the fiercely contested 2024 Maharashtra assembly elections, mostly filed by INDIA bloc candidates.
The SOP, issued on June 17 and circulated to all Chief Electoral Officers (CEOs), outlines the step-by-step process. Once the status of pending election petitions is confirmed and necessary High Court permissions are obtained, CEOs will share a summary with EVM manufacturers ECIL and
BEL
. The manufacturers must respond within two weeks with a district-wise C&V schedule, names of authorised engineers, and a designated district in-charge engineer who will sign off on the certificate of authenticity of the EVM's burnt memory and microcontroller.

If any unit fails the C&V process, a detailed report from the engineer and district election officer must be submitted to the Election Commission and the faulty unit stored separately. The process must be completed within four weeks of CEOs sharing EP status with manufacturers.
The verification will be limited to 20 Ballot Units, 10 Control Units, and 10 VVPATs per request. Diagnostic checks will cost ₹23,600 per EVM set, rising to ₹47,200 if a mock poll is included. This is a reduction from ₹40,000 during the 2024 Lok Sabha polls.

The entire process, including the mock poll, will be video recorded and preserved for up to three months. However, this record will not be treated as "election papers" under Sections 93 and 94 of the Conduct of Election Rules, 1961.
The mock poll will be conducted only on EVMs that pass EC's self-diagnostic and mutual authentication tests. The machines will mirror the actual poll-day configuration, and a maximum of 1,400 votes may be cast by the applicant candidate. VVPAT slips from the mock poll will be counted and matched with results from the Control Unit by engineers from ECIL or BEL. Candidates may also choose to load their symbols on the VVPAT.
Following the SC's April 26 ruling, the two losing candidates in each constituency can seek
burnt memory verification
in up to 5% of EVMs within seven days of the counting day. The original 2024 EC protocol was challenged for its effectiveness, leading to the court's May 9 order approving the enhanced procedure.

A day after a multi-party delegation of INDIA bloc met the Election Commission to express concerns about the special intensive revision of electoral rolls in poll-bound Bihar, the Congress Thursday alleged that the exercise was aimed at disenfranchising about 2 crore votes, who might be unable to furnish the documents sought by the poll panel. At a press conference at the AICC headquarters, Congress's Media and Publicity Department chairman Pawan Khera alleged that the special intensive revision was a 'clear conspiracy to disenfranchise the Bihar voters and deny them their basic right to vote'. 'The way the EC is being run poses a serious threat to democracy — not just against the Opposition, but against each and every voter,' Khera said, adding, 'With all humility at my command, I warn the EC that power is a transient thing. Why are you being so servile to them (the BJP)? It would be better if you followed the Constitution.' Bihar PCC president Rajesh Kumar alleged that the special intensive revision was an attempt 'to snatch away the basic voting right of the Bihar voters'. Claiming that there will be practical difficulties in carrying out the exercise in just one month, he alleged that 'it seems as if they (EC) have resolved to strip away the rights of 20% of Bihar voters'. He claimed that the move 'to disenfranchise about 2 crore voters' was fuelled by the growing popularity of the Congress and its leader Rahul Gandhi in Bihar. He questioned how the poll panel will reach out to over 3 crore people who have migrated to Delhi, Mumbai, Punjab and Haryana for livelihood. Bihar Congress in-charge Krishna Allavaru dubbed the special intensive revision yet another 'arbitrary decision' of the PM Narendra Modi-led government being imposed on people. 'It is clear that the Election Commission is showing interest in removing people from the voter list. This is a conspiracy in which people's right to vote will be taken away,' Allavaru said. In a statement Thursday, the EC said that it met representatives of the Congress, RJD, SP, DMK, NCP (SCP), JMM, CPI(M), CPI(ML) Liberation, CPI and Shiv Sena (UBT) on Wednesday and told them that the special intensive revision drive was being conducted 'in a planned, structured and a phased manner to facilitate the inclusion of all eligible citizens'. Chief Election Commissioner Gyanesh Kumar asked the parties to appoint more booth level agents to help voters. The poll panel said that in the first phase, from June 25 to July 3, enumeration forms are being printed and distributed to the around 7.9 crore voters in Bihar.

INDIA bloc to explore legal options to challenge special revision of electoral rolls in Bihar
A day after their meeting with the Election Commission (EC) on the Special Intensive Revision (SIR) of the electoral rolls in Bihar ahead of the Assembly election, the INDIA bloc is mulling exploring legal options to challenge the poll body's move. Opposition leaders have underlined that the EC has more or less confirmed that the revision could weed out 20% of the State's population, who migrate for work. The parties also strongly condemned Chief Election Commissioner Gyanesh Kumar's remarks made during the meeting, where he reportedly said, 'it is a new Election Commission'. Speaking to The Hindu, senior Rashtriya Janata Dal leader and Rajya Sabha MP Manoj K. Jha said that the EC heard the INDIA bloc leaders but did not 'listen' and no answers were given on the questions they raised. 'He (Mr. Kumar) said, this is a new commission. Members may be new, but the Election Commission is a perennial institution and has to be seen in continuum. The CEC's attitude that reflects from his remarks is unsettling,' Mr. Jha said. He further added that the Election Commission's stance on the migrant population imperils voting rights of people from the Dalit, Backward and minority communities, as they are the ones who usually travel out of the State seeking work. 'I see this as an elite coup against the subalterns,' Mr. Jha said. The RJD leader also said that after Wednesday's meeting the Opposition has only two options ahead of them — take a legal recourse and mobilise public opinion. 'We will be doing both,' he said. General secretary of the Communist Party of India (Marxist–Leninist) Liberation Dipankar Bhattacharya said his party has already started public mobilisation on the question of 'defending voting rights and Constitution', which he described as the biggest agenda in the upcoming Bihar polls. Poll panel urges voters to join roll revision amid oppn flak
Patna: Amid mounting opposition protests over the ongoing special intensive revision (SIR) of the electoral rolls in Bihar, the Election Commission on Thursday made a direct appeal to the electorate to take active part in the exercise to ensure no eligible voter is excluded. The appeal came shortly after Independent MP from Purnia, Pappu Yadav, sparked controversy by calling for a boycott of the drive. "I appeal to all citizens not to allow booth-level officers or any election officials into their villages since the SIR is nothing but a nautanki," Yadav wrote on social media. Urging people not to hand over any documents or details, he added, "Just serve them tea and water and see them off." His comments drew widespread backlash from netizens and sharp criticism from political parties. Reacting strongly, the BJP described the remarks as highly inflammatory and called on the EC to act. "This is a complete violation of EC guidelines. The EC must take cognisance of his remarks and act in the matter," BJP spokesperson Manoj Sharma said. Calling Yadav's words dangerous for democracy, he added, "It was because of elections conducted by the same EC that he was able to become an MP." "We exhort all political parties to come forward and appoint even more booth-level agents to assist voters in enrolment and ensure the process is transparent and participative," he said. According to the EC, enumeration forms are being printed and distributed to 7.90 crore electors in Bihar, based on records as of June 23, 2025. A total of 77,895 booth level officers have been deployed with another 20,603 being appointed. These BLOs are delivering pre-filled forms door-to-door to all electors listed as of June 24, 2025, the date of the SIR order. The forms are to be filled and submitted by July 25, 2025 with nearly four lakh volunteers, including govt staff, NCC cadets and NSS members, assisting the elderly, sick, disabled, poor and other vulnerable voters. The completed forms will then be collected by BLOs along with self-attested documents, and the data uploaded daily via ECINET. The draft electoral roll will be published on Aug 1, after which people can file claims and objections. The final roll will be released on Sept 30 and both hard and digital copies will be shared free of cost with recognised political parties and published on the ECI website.
