NEW DELHI: The Delhi High Court has issued a series of binding directions to ensure effective implementation of the Standard Operating Procedure (SOP) governing the felling and transplantation of trees in the national capital. Justice Jasmeet Singh underscored that the directions are intended to protect the citizens' constitutional right to a clean and pollution-free environment. 'This Court is dealing with the rights of the citizens of Delhi and the rights protected under Article 21 of the Constitution of India to live in a clean and pollution free environment. Hence, this Court is not considering a policy decision of the respondent, but only an SOP made pursuant to the directions passed by this Court,' the Court ordered. The directions came in response to a contempt petition highlighting non-compliance by officials with earlier judicial orders. The petition raised concerns that Tree Officers were failing to provide reasons while granting permission to fell trees, in violation of court-mandated safeguards. To strengthen accountability and environmental oversight, the Court ordered that the Divisional Conservator of Forests (DCF) or Tree Officer must be involved right from the planning stage of any project that may involve tree felling or transplantation.

MANGALURU: Mangaluru city police commissioner Sudheer Kumar Reddy on Thursday said that the police department has prepared a QR Code in which students can anonymously report drug abuse cases on campus. The police commissioner was addressing the gathering during International Day against Drug Abuse and Illicit Trafficking observed by Mangaluru City Police and Dakshina Kannada District Police, in association with NITTE Institute of Professional Education at Town Hall. Sudheer Kumar Reddy said that the department has prepared a QR Code in which a questionnaire is provided where students can anonymously provide information if any student has become a victim of drug abuse or if somebody is supplying the drugs on the campus and anti-drug committees of the department will take care of the matter. He also said that Standard Operating Procedure (SOP) has been issued to all the colleges and committees formed at the college level have to check drug abuse in the campuses. "Colleges must conduct random checks at least quarterly and screenings for drug consumption on the campus. We must stay away from drugs from achieving big things and help our friends stay away from it. During my studies, I had a good circle of friends. Hence, friends are your responsibility," he said.

The Registrar General of the High Court of Kerala has communicated to the Director General of Prisons and Correctional Services that it had been decided to extend the e-filing facility of the High Court to the prison authorities, in order to streamline the digital processing of jail appeals and other petitions/applications seeking judicial remedy. As part of this, a Standard Operating Procedure (SOP) would be followed upon switching to the new system. In accordance with the decisions that followed a meeting that was held to address the issue of moving jail appeal and applications/petitions seeking parole and furlough in physical mode and to implement an efficient system for filing the same electronically, login credentials have been created for all 57 jails in the State. This has been done in the Case Management System (CMS) handled by the High Court, based on the details forwarded by the Technical Cell, Kerala Prisons and Correctional Services Department. Besides, two separate SOPs were prepared by the Kerala State Legal Services Authority (KeLSA) and IT Directorate, High Court respectively detailing the procedures to be followed while adopting the new system. While the SOP prepared by KeLSA intends to establish uniformity across the jails with respect to the service of legal aid defence counsel lawyers, jail visiting lawyers, transmission of necessary documents for appeal to the High Court Legal Services Committee (HCLSC) and other ancillary matters, the SOP prepared by the IT Directorate, High Court aims to streamline the online filing of jail appeals using the CMS login credentials provided to the officer in-charge of the jail, says the communication. Due to the absence of an electronic alternative, jail appeals, filed under S.424 of the Bharatiya Nagarik Suraksha Sanhita 2023, and other petitions/applications seeking judicial remedy moved by prisoners are at present prepared in paper form and are sent to the High Court for filing, it says.

KUALA LUMPUR: The Higher Education Ministry has reminded all public and private higher learning institutions to strictly adhere to their respective Standard Operating Procedure (SOP) to ensure the safety and welfare of students. The reminder comes in the wake of the reported death of a university student in Cyberjaya on Tuesday morning. In a statement, the ministry said it is awaiting the full investigation report from the relevant authorities and urged the public not to speculate on the incident to avoid disrupting the probe or upsetting those involved. "The consistent enforcement of safety protocols is essential to provide comprehensive protection for students under the responsibility of each institution," it said. It reiterated its commitment to working with all stakeholders to maintain universities as safe, conducive, and accountable spaces for student wellbeing. It was reported that a 20-year-old university student was found dead in her condominium unit.

Ranchi: The Jharkhand Bijli Vitran Nigam Limited (JBVNL) has issued a public advisory, calling upon all festival organisers, committees, devotees, and citizens across the state to strictly adhere to the Standard Operating Procedure (SOP) prescribed for festivals and religious processions. The advisory was released in light of the directive issued by the Jharkhand high court on June 10, 2025, it said. The primary objective of the SOP is to ensure uninterrupted and safe power supply during various cultural and religious events while preventing electrical hazards and accidents. JBVNL clarified that power supply will normally remain uninterrupted during festivals and processions. However, to mitigate risks associated with overhead power lines and infrastructure, strict regulations have been outlined regarding the permissible height of flags, sound systems, DJs, and decorative floats on vehicles. The height of such items from the ground must not exceed 4 metres . Additionally, individuals are strictly prohibited from sitting on rooftops of buses or other tall vehicles during processions, and no high structures or flags must be erected that violate the height restrictions.
