A dispute has emerged between the Higher Education Commission (HEC) and the Sindh Higher Education Commission (Sindh HEC) over the participation of university vice chancellors in an upcoming international forum scheduled to be held in Rabat, Morocco.
HEC has invited vice chancellors from across the country to attend the forum, asking universities to cover the travel expenses themselves. However, the Sindh HEC has refused to allow universities in the province to use provincial grants for this purpose.
Sindh HEC Chairman Dr Tariq Rafi has issued an advisory to the heads of all public sector universities advising them not to undertake foreign trips using public funds, with a warning that any such cases will be reported to the Chief Minister, the Chancellor or Controlling Authority of Universities in Sindh.
"The Sindh government provides grants to universities strictly for academic and research purposes. These funds cannot be spent on foreign trips," said Rafi. He added that while vice chancellors are free to attend the forum at their own expense, they are not permitted to use university or government funds for the trip.
Sindh HEC reminded that it was difficult for many public sector universities in Sindh to even pay salaries of the teachers and staff. Even essential expenditures were covered by loans, he said.
If such expenditures for international travel is of dire need, then they can only be incurred after approval of the same has been given by the Chief Minister.
The Sindh HEC quoting the existing policy of the Universities and Boards Department of Sindh says, that the leave notifications issued for foreign tours explicitly mention that the expenses of such tours will not be borne by the Government of Sindh or university funds.
The Vice Chancellors' Forum was originally planned to be held in Islamabad last month, but it was relocated to Rabat due to escalating tensions between Pakistan and India, sources said.
Sindh HEC emphasized that most universities in the province are already facing financial deficits, and spending scarce resources on international travel would be irresponsible.

The Higher Education Commission (HEC) is facing serious challenges due to significant budget cuts and reduced funding. Despite soaring inflation and rising operational costs, the annual budget allocation for the HEC has been limited to only Rs39.48 billion. Education experts have called for an increase in HEC's budget and urged the government to declare an "education emergency" to ensure access to higher education for every child. According to official documents, the government has allocated Rs39.48 billion under the Public Sector Development Programme (PSDP) for 140 ongoing and 12 new schemes. These include: The Allama Muhammad Iqbal Scholarship Programme for students from Afghanistan, Bangladesh, Uzbekistan, and other friendly countries; construction of the academic block at Shaheed Zulfiqar Ali Bhutto Medical University; development of the main campus of Bacha Khan University; upgradation of blocks at the University of Baltistan; establishment of sports academies; organisation of Youth Olympics and expansion of the National University of Medical Sciences (NUMS) Rawalpindi. Additionally, Rs1 billion has been earmarked for the third phase of the Fulbright Scholarship Support Programme, while Rs2.3 billion has been set aside for the Overseas Scholarships Programme for MS/MPhil students. Another Rs3.67 billion has been allocated for the PhD scholarship programme under Phase I of the US-Pakistan Knowledge Corridor. The Pak-Korea Nutrition Centre will receive Rs800 million. It is worth noting that in 2018, the HEC's development budget stood at Rs46.23 billion. Seven years later, despite sharp increases in inflation and operational costs, the budget for FY 2025–26 has been slashed to Rs39.48 billion. Educationists argue that to improve literacy, expand access to higher education, and drive socio-economic development, the government must declare an education emergency and increase the education budget.

PM Shehbaz expresses satisfaction over training of 300 agriculture graduates in China

Prime Minister Shehbaz Sharif has expressed heartfelt satisfaction over the successful completion of hands-on training by the first batch of around 300 Pakistani agriculture graduates in China in important areas of water saving irrigation, seed production, animal husbandry, agriculture production and prevention of post-harvest losses. In a post on his X handle, he expressed gratitude to the Chinese leadership, the Shaanxi government, and the two universities, while also appreciating the efforts of Ministry of National Food Security, HEC, and the Embassy in Beijing. Shehbaz said this batch is part of the training programme for 1000 Pakistani agriculture graduates, which he had announced during his visit to China in June last year. During his visit to China in June 2024, PM Shehbaz was accompanied by Foreign Minister Ishaq Dar and other senior ministers of the cabinet. Besides Beijing, he visited the cities of Xi'an and Shenzhen as well. The prime minister met President Xi Jinping and held delegation-level talks with Premier Li Qiang. He also held meetings with Chairman Standing Committee of the National People's Congress Zhao Leji and heads of key government departments. An important aspect of the prime minister's visit was meetings with corporate executives of leading Chinese companies dealing in oil and gas, energy, ICT, and emerging technologies. In Shenzhen, he addressed the China- Pakistan Business Forum with leading businesspersons, entrepreneurs, and investors from both countries. He also visited Economic and Agricultural Zones in China.

Govt to give away 4,500 scholarships to students from Afghanistan

ISLAMABAD: Government of Pakistan has decided to award 4,500 scholarships to students from Afghanistan under mega initiative of Allama Muhammad Iqbal Scholarships Programme, the Higher Education Commission (HEC) announced the decision on Friday. As many as 350 Afghan students have reached Pakistan initially to pursue studies in top-tier Pakistani universities across diverse disciplines under the HEC Allama Muhammad Iqbal Scholarships to Afghan Students (Prime Minister's Directives). The HEC held a reception to welcome the students at the HEC Regional Centre, Peshawar. In addition, 50 PhDs and 100 Master's students will also join in September 2025 to pursue their education in Pakistan. The development marks a significant milestone in academic cooperation and people-to-people relations between Pakistan and Afghanistan. The students will undergo a specially-designed preparatory course before their admission in the fall semester. On their arrival, the students were received by In-charge HEC Regional Centre Peshawar Nasir Shah and Project Director Allama Iqbal Scholarships Programme Jehanzeb Khan. Representatives of National University of Technology (NUTECH) Islamabad and National University of Computer and Emerging Sciences (NUCES-FAST) Faisalabad were also present on the occasion. The Allama Muhammad Iqbal Scholarships Programme reflects the shared commitment of Pakistan and Afghanistan to deepening educational collaboration with a spirit of Islamic brotherhood and neighbourhood.
