NHAI outlines its asset monetization strategy for the first time
The state-run agency's 'Asset Monetization Strategy for the Road Sector' provides a blueprint to mobilize capital through toll-operate-transfer (ToT) model, infrastructure investment trusts (InvITs), and securitization.
The strategy is anchored in three core pillars: value maximization of government road assets; transparency of processes and dissemination of investor-relevant information; and market development through deepening the investor base as well as promoting stakeholder engagement.
As one of the early movers towards alternative financing mechanisms, the NHAI's strategy aligns with the Government of India's asset monetization plan for 2025-30. Instruments like ToT, InvITs and securitisation have helped the state-run agency to raise over ₹ 1.4 trillion so far across more than 6,100 km of national highways under the National Monetization Pipeline.
'The unique approach that NHAI has adopted towards asset monetization not only ensures financial sustainability but also opens opportunities for the private sector, leverages advanced technologies, enhances quality and longevity of our road assets,' said NHAI chairman Santosh Kumar Yadav. 'The successful implementation of this strategy will provide NHAI with a steady stream of financing, reducing our reliance on traditional funding sources.'
N.R.V.V.M.K. Rajendra Kumar, member finance, NHAI said, 'This document outlines a strategic framework to maximize the benefits of asset monetization. It emphasizes the need for a structured approach to identify and value assets, ensuring transparency and fostering investor confidence.'
According to ratings agency Crisil Ltd, for NHAI to reach its previous highs of 6,000 km per year of awards and execution, a substantial rise in private capital through acceleration in asset monetisation will be essential.
'We expect the share of monetisation in NHAI's sources of funds to grow to 18% in this fiscal and next, compared with 14% in the preceding two fiscals,' Crisil said in its report on infrastructure. 'What lends confidence here is a monetisable asset base worth ₹ 3.5-4 lakh crore.'

Telangana allows commercial establishments to raise work hours to 10
HYDERABAD: The state government has permitted an increase in daily work hours at commercial establishments (excluding shops) from eight to 10 as part of its Ease of Doing Business (EoDB) reforms. Weekly work hours remain capped at 48. The move aligns with similar measures in Andhra Pradesh and Tamil Nadu. Karnataka is also proposing a 10-hour daily limit for private sector employees. Employees may work beyond 48 hours a week on overtime pay, subject to a cap of 144 overtime hours per quarter. The government may revoke exemptions without notice if conditions are violated. The order was issued by Labour, Employment, Training and Factories Principal Secretary, M Dana Kishore, on Saturday. Kishore told TNIE the order followed Government of India EoDB guidelines, adding, 'Andhra Pradesh and Tamil Nadu have already done this. There will be a rest interval of at least 30 minutes; employees can choose to work 10 hours.' The government, under Section 73(4) of the Telangana Shops and Establishments Act, 1988, has exempted all commercial establishments (other than shops) from Sections 16 and 17 of the Act, allowing daily work hours of 10 within a 48-hour weekly limit. Advanced Transport Mgmt System to start on 3 h'ways
Pune: The National Highways Authority of India (NHAI) will soon introduce the Advanced Transport Management System (ATMS) on three national highways that connect to the city, senior officials told TOI on Friday. These three routes include the Pune-Solapur Highway, Pune-Nashik Highway, and Pune-Satara Highway. The ATMS is a set of technologies and software used to improve efficiency, safety, and reliability of transport networks. It integrates various systems like traffic sensors, cameras, and communication for real-time traffic information. "A proposal pertaining to this has been sent to the Union ministry of road transport and highways, and we expect approval soon. With this system being introduced, we aim to check for different traffic violations and the exact causes of congestion on these highways," a senior NHAI official in Pune told TOI. "These cameras will have a range of 500m on all sides. In addition, modern cameras will be placed every 500m at gantries of the road. These AI-enabled cameras will be able to spot any violations and read the registration number of the vehicles involved, following which an e-challan will be generated automatically without any manual intervention," the official added. While the Pune-Nashik Highway is approximately 213km long, Pune-Satara Highway is around 141km long; the Pune-Solapur Highway is 246km in length. Another NHAI official said the new system is similar to the Intelligent Traffic Management System (ITMS) on the Pune-Mumbai Expressway by Maharashtra State Road Development Corporation Limited (MSRDC).
