
State's affordable housing body to deliver 328 new homes in South Dublin
The new homes are being built in partnership with developer Castlethorn, through the LDA's 'Project Tosaigh' initiative. Project Tosaigh aims to provide a fair deal to renters struggling to pay private sector rents by unlocking land with full planning permission that is not being developed by private sector owners.
It is a means to accelerate the supply of affordable housing, and the completed homes are then owned by the LDA and made available as cost rental, or sold by the LDA in partnership with local authorities through affordable purchase schemes.
In Shankill, all of the 328 Woodbrook apartments will be made available as cost rental. This provides a secure, long term rental option with rents at least 25pc below market rates. Cost rental is designed to assist those who do not quality for social housing or other state housing supports, but who are struggling to afford to rent in the private market.
The apartments are part of Castlethorn's Woodbrook development, which includes 685 homes and has the potential to deliver an additional 500 homes. The development will also feature excellent amenities including a creche, a primary school and neighbour centre, helping to create a vibrant and well-serviced community.
The development will comprise two blocks over six storeys and are due to be completed by 2026. They are located beside Woodbrook Golf Club, featuring views of the course and the Dublin's coastline.
They will also be in easy reach of the new Woodbrook Dart station, which is due to open this summer. In addition to Dart services, the area is located between Shankill and Bray, on a main bus route with easy access to the M11 and M50.
Commenting on the plans, the chief executive of the LDA, John Coleman, said: 'This is a very welcome partnership between the LDA and Castlethorn. We are forward funding the development of 328 new cost rental homes in a prime location with excellent transport links, local amenities and facilities.
"This is a highly accessible and attractive location for renters, and we are pleased to be working with an experienced delivery partner in Castlethorn to bring these homes to market by the end of 2026. These new homes will play an important role in addressing demand for affordable, secure rental accommodation in south Dublin.'
Meanwhile, Castlethorn CEO Joe O'Reilly, said 'the proximity to the new Dart station, high-quality design, and inclusion of community facilities make this a highly attractive offering'.
"We look forward to delivering these sustainable A-rated homes and helping to establish a new community that will thrive for generations to come,' he added.

Should VAT on hospitality be reduced? A cafe owner and an economist debate
Derek Bennett: I've run a cafe for more than 20 years - my business model is nearly broken There has been much recent speculation recently about the planned decrease in VAT for hospitality . The cost to the exchequer would be €545 million, assuming the reduction is applied only to food and not to accommodation . Many commentators have been asking where is the evidence that a decrease is needed. Firstly, I firmly believe the reduced rate should not apply to accommodation, as hotels use a dynamic pricing model which allows them to increase prices when they are busy. One argument against the reduction is that business systems could not cope with splitting accommodation from food to have two different rates, 9 per cent and 13.5 per cent. To me that is laughable: some hotels are already dealing with four rates: 0 per cent (for example, on takeaway coffee bags); 9 per cent; 13.5 per cent and 23 per cent (on alcohol and juices). Their powerful point of sale (POS) systems are well able to cope. READ MORE I own and have run a cafe in Dún Laoghaire for the past 21 years. My business model is nearly broken. To underline this point, my books show the increases we have had to deal with in 2024 and 2025. When customers say the costs of rent, rates and energy must be an issue, I explain they're not really the problem. My hourly employee costs annually are €220,000 for five to six staff on a day, including €25,000 of employers' Pay Related Social Insurance (PRSI). Materials costs are €125,000. VAT is €54,000. Rent is €33,000. Energy is €18,000. Rates are €6,000. Our sales prices are at the high end and we have over 1,000 customers each week, so it shouldn't be so onerous. By the end of 2025, material inflation will have increased by 10 per cent (an increase of €12,000 over two years); living wage by 20 per cent (€40,000 over two years); VAT by 50 per cent (€44,000 or €22,000 in each of the two years) and sick pay is up €4,000. All of this amounts to a total of €100,000. The last three items contributed €88,000 or 88 per cent of the increases, and were set by the Government. Now, while any increase in employee benefits is very laudable, there does need to be joined up thinking around whether this is sustainable, along with the other increases we face. Part of that thinking requires Government departments to work together to assess the implications. [ Does Ireland's hospitality sector really need a VAT cut? Opens in new window ] It appears that was not done, and as a consequence, the next planned increase in living wage is delayed, as is auto pension enrolment, which will add €5,000 annually. These delays have been welcomed in the industry. But there is an elephant in the room which no one involved in the process appears to have considered: Covid tax warehousing. My business made a loss during Covid. The only reason we survived Covid was the Government's support programme, including tax warehousing, which left me with a sum of €58,000 to pay over five years, starting in May 2024. That arrangement in the two years for which I have broken down figures will amount to €18,000, and will be €12,000 for each of the following three years. How are small, community-based hospitality businesses supposed to deal with that on top of the increases outlined above? So now I am paying an overall extra of €118,000 – which has been partly offset by a price increase to my customers of €18,000. Therefore, in the two years of 2024 and 2025, my final extra costs amount to €100,000. There are many small businesses across Ireland facing this situation. That, to me, is the justification for a return to a lower VAT rate on food. We need innovative thinking – for example, exploring the possibility of focusing the VAT reduction on small hospitality businesses with net sales of up to €750,000, thereby excluding hotels, international chains, and large businesses. The €545 million cost to the exchequer would significantly reduce and, according to a Freedom of Information (FOI) request I submitted, over 3,000 businesses would benefit. We are told that deteriorating prospects and the possibility of a trade war instigated by the United States mean that the Government will deliver a ' much more cautious and restrained budget' this year than previously planned. Yet, an expensive and economically illiterate election pledge to reinstate a reduced 9 per cent rate of VAT on hospitality appears to remain on the table, recently elevated to a 'solemn commitment' by the Tánaiste Simon Harris. VAT is already levied on guest accommodation, catering and restaurant services at a reduced rate of 13.5 per cent rather than the standard rate of 23 per cent that applies to most goods and services. Figures from Revenue suggest this amounts to a tax relief of almost €2 billion per year and that lowering the rate to 9 per cent – as was temporarily the case from 2011 to 2019, and then again during the pandemic – would cost an extra €810 million per year. Excluding guest accommodation from the cut would slightly lower the cost (to less than €600 million), though it is not clear how feasible this would be. What rate would apply, for example, to a hotel package including dinner, bed and breakfast? Photograph: Getty Images Either cut would be expensive – costing more, for example, than lifting 55,000 children out of poverty; indexing tax credits and bands by forecast inflation; or extending the full-rate of Carer's Allowance to those currently receiving a partial payment or Domiciliary Care Allowance. The economic case for prioritising a VAT cut over these other commitments in the Programme for Government is exceptionally weak. This is reflected in the constantly shifting rationale provided by the sector for the cut: an evergreen response to whatever the issue of the day is. Previously it was to stimulate demand by reducing prices. However, both Irish and international evidence suggests that such cuts were pocketed by business owners with subsequent increases passed onto consumers in the form of higher restaurant and hotel prices. Now lobbyists for the sector claim a reduction in VAT is needed to preserve or increase profit margins, otherwise warning of 'another catastrophic year of shutdowns and job losses'. This is despite the fact the latest figures show there were 11 new companies incorporated for every liquidation in the sector, and that hospitality employment was 7 per cent higher in the first quarter of 2025 than a year earlier. Even if the sector wasn't booming, cutting VAT is a terrible way of supporting any businesses that may be struggling. That's because the largest share of the gains from a VAT cut go to businesses with the highest turnover: those selling at high volume and/or high prices. In other words, a VAT cut benefits owners of McDonald's and Michelin star restaurants more than a small cafe or restaurant. Opens in new window ] If the Government and sector really believes that some smaller cafes and restaurants are struggling and deserve support, there are countless better ways to provide this. For example, the Government has previously paid a grant aimed at smaller hospitality businesses based on the size of their commercial rates bills, while long-delayed reforms to reduce litigation costs would help reduce insurance premiums. Given the availability of superior alternatives, competing priorities, and the worsening economic outlook, all that cutting VAT would achieve is to recklessly erode our already fragile tax base. Doing so would be the final nail in the coffin of this Government's claim to be responsible stewards of the public finances. Dublin residents appeal decision to put a toilet for bus drivers at entrance of their estate
A PLANNING ROW has broken out between Dublin Bus and the residents of a south Dublin housing estate over a proposal to install a portable toilet for drivers near the terminus of a bus route. Kingston Residents' Association have lodged an appeal with An Coimisiún Pleanála over concerns that the toilet adjacent to a bus stop on Brehon Field Road, Ballinteer, Dublin 16 will become 'a magnet for graffiti and anti-social behaviour'. The' association, which represents approximately 270 households, claims the proposed self-cleansing unisex toilet must be rejected on aesthetic grounds. Chairperson Ian Duckenfield said they understood Dublin Bus was considering new bus routes and timetables, and believed some new arrangement could be found 'which does away with the requirement for a WC at the entrance to our estate'. Kingston Residents' Association said it fully appreciated that bus drivers must have proper welfare facilities but stressed that it must not be 'at the expense of residents'. It claimed sewage and electricity connections would be easier and cheaper if the toilet was located on the other side of the road as that is where buses stop at the end of a journey and drivers would not have to cross the road to access the facility. Dublin Bus had originally proposed that the toilet would be located further east on the same side of Brehon Field Road, but planners with Dún Laoghaire-Rathdown County Council asked the company to review the location over landscaping concerns. Advertisement Dublin Bus said it had examined four alternative locations on Brehon Field Road to the current proposal, including near a bus stop on the other side of the road which was deemed 'unsuitable' due to a lack of space as a result of a cycle path. The company said a grass area on Kingston Drive was also discounted because of its high visual impact on residents of the estate. Dublin Bus said the proposed site was considered 'the best location for the purpose'. It added: 'The closeness to the existing bus shelter contributes to reduce the visual impact notably.' The company observed there was a pedestrian crossing 50 metres from the bus stops which provided a perfect connection to the bus terminus. It claimed the installation of self-cleaning, standalone toilets has been assessed as the most sensible option. Dublin Bus said a failure to deliver welfare facilities for drivers would have an evident negative impact on a group of people who provide an essential public service. It also said that passengers could experience delays if there were no facilities provided. Dún Laoghaire-Rathdown County Council said a staff toilet may be approved following a greenlight from the relevant planning authorities and standards. It stressed that the facility in Ballinteer would not be publicly accessible. The National Transport Authority, which is overseeing the BusConnects programme across Dublin, said a key element was a significant expansion of the bus network with new and more frequent services. Among the expansion plans, it is understood, up to 15 staff toilets will be placed at the last stop for routes in the Limekiln, Swords, Seán Moore Road, Ballycullen, Tallaght and Citywest areas of Dublin. New bins popping up where you can leave - or take - plastic bottles and cans
Re-turn have announced that they're rolling out their bin surrounds to towns across Ireland, after a successful rollout in Dublin. The Deposit Re-turn scheme, which sees people pay a 15c-25c deposit on your cans and plastic bottles, was rolled out last year — with people saving up their cans and bottles to get their deposits back in lump sums. While some people get annoyed at the fact that they'll need to carry around their cans all day, the company launched surrounds for bins where they can leave their cans and bottles, or can take similar bottles and cans to get the deposit back. After a successful pilot of the pilot in Dublin, Re-Turn have announced that they'll be rolling out the bin surrounds nationwide. The bin surrounds will be expanded to bins in Galway City, Meath, Carlow, Clare, Westmeath and further areas in Dublin City Centre in the coming months, with the company saying that they hope it makes on-the-go recycling visible and reducing litter, as well as preserving valuable recycling materials. 24 of these bins will be installed along the Dún Laoghaire Harbour area. Research from Re-turn found that containers left on the bin surrounds were collected on average within 16 minutes, while a survey carried out by Re-turn reveals that 79% of the public support on-the-go recycling schemes and would welcome a similar scheme in their local area. 'The launch of these innovative bin surrounds on the outside of our Big Belly Bins is a practical step forward in capturing and segregating bottles and cans from general waste, making recycling more accessible for everyone,' Frank Curran, Chief Executive of Dún Laoghaire-Rathdown County Council, added. 'This initiative directly supports the implementation of our Waste Management Plan for a Circular Economy and aligns with the Council's Climate Action Plan 2024-2029. Since February 2024, when a person buys a drink with the Re-Turn logo, they pay a small deposit in addition to the price. The containers included in the scheme are PET plastic bottles and aluminium and steel cans from 150ml to three litres. The 'Give Take Return' program adds the surrounds to 80 bins for people to donate empty bottles and cans while on the go. Others are allowed to take these donations for recycling at the Reverse Vending Machines (RVM), located in most major chain shops.
