SCR on fast track, plan to be ready in a year

Lucknow: The development of State Capital Region (SCR) plan, modelled on the lines of Delhi-NCR, will be completed in a year with a budget of Rs 71 crore. The implementation of the plan will span over the next five years. The SCR will cover six districts — Lucknow, Barabanki, Sitapur, Hardoi, Unnao, and Rae Bareli. The World Bank will extend technical support to this initiative, drawing from global best practices. The proposed SCR will encompass a total area of 26,700 sq km, aiming to promote integrated development across the region. The plan focuses on strengthening high-speed inter-district connectivity, upgrading infrastructure, and promoting balanced growth. Enhanced transport networks such as expressways, ring roads, rapid rail, and the completion of missing road links will be key components. These efforts are expected to improve mobility, boost industrial and commercial growth, and create new employment opportunities. A committee meeting chaired by Keshav Varma, chairman of the high-level committee overseeing SCR, was held at the Parijat auditorium of the Lucknow Development Authority (LDA) on Friday, where a detailed presentation on the SCR plan was made. Key officials present included principal secretary, housing and urban planning, P Guru Prasad, principal secretary, urban development, Amrit Abhijat, divisional commissioner Roshan Jacob, LDA vice-chairman Prathamesh Kumar, director, housing board, Ravi Jain, chief town planner KK Gautam, representatives from the World Bank, urban planners, and engineers. Consulting consortium comprising AECOM India Pvt Ltd and Aegis India Consulting Engineers Pvt Ltd has been selected to prepare the GIS-based regional master plan. LDA vice-chairman Prathamesh Kumar said that the consultants would prepare the plan in one year and identify project components aligned with the plan over the next five years. They will also be responsible for preparing detailed project reports (DPRs) and overseeing on-ground implementation. The World Bank team, present at the meeting, assured knowledge sharing from successful global models where similar regional planning was carried out. They also emphasised the inclusion of cultural and heritage conservation within the SCR development framework. Officials said that while the city was already relatively developed, the SCR project would ensure parallel development in surrounding districts. This would reduce migration to the capital for jobs, education, healthcare, and business. As urban amenities extend to semi-urban and rural areas, residents will benefit from improved local infrastructure, better living conditions, and enhanced livelihood opportunities.

The Land Development Agency have acquired a site in Cherrywood, Dublin 18, with the potential for more than 350 homes. The 4.73-hectare site is located at Lehaunstown Lane, next to a roughly 12-hectare site purchased by Dún Laoghaire-Rathdown County Council in 2024. Advertisement The combined sites have capacity for more than 700 homes along with associated amenities and facilities. Design and planning work is to begin immediately, and subject to planning permission and required enabling infrastructure delivery, construction could begin in 2028. The site was acquired from a private seller as part of the LDA's private site acquisition initiative, wherein the LDA targets the purchase of privately-owned sites with significant housing potential to add to its landbank of State-owned land and Local Authority partnership sites. The agency's acquisitions to date include land in Clongriffin and Baldoyle in North Dublin as well as the Royal Liver site on the Naas Road in Dublin 12. Advertisement Combined with the new Cherrywood site, they have the potential to deliver almost 6,500 new homes, according to the LDA. The Cherrywood area has undergone some redevelopment in recent years, with the construction of new housing and apartment schemes, retail and commercial blocks, as well as parks and amenities including Tully Park, Beckett Park and Ticknock Park. The amenities are supported by public transport and road links into Dublin city centre, as well as the Sandyford Business District, Dundrum Town Centre, University College Dublin (UCD), St. Columcille's Hospital, the Beacon Hospital, and Cherrywood Business Park. The Lehaunstown Green Luas stop is located just 150 metres from the site, the LDA added, and it is close to the M50 and Leopardstown Racecourse. The planned Leopardstown development is to activate the existing, but unused, Leopardstown Luas stop, the agency said. John Coleman, chief executive of the LDA, said that the acquisition of the Cherrywood site beside the land owned by Dún Laoghaire-Rathdown County Council will provide 'an ideal opportunity for two state bodies to collaborate to deliver affordable and social homes'. 'This acquisition will allow the LDA and DLR to deliver approximately 700 homes within walking distance of light rail stations, as well as significantly enhancing the local road network. We look forward to consulting with the local community and key stakeholders to design and develop a new neighbourhood,' Mr Coleman said.

LAHORE: Chief Minister Punjab Maryam Nawaz Sharif Thursday visited Gaddafi Stadium, Zahoor Elahi Road, Jail Road and other areas of Lahore city during the rain. She expressed satisfaction over the timely drainage of rainwater. She reviewed the situation arising after the rainfall in different areas during torrential rains and monitored the drainage of rainwater as well. The Chief Minister also visited the LDA project under Sustainable Development in the blocks located in Gulberg. She reviewed the installation of tuff tiles and pavers under the sustainable model and inspected different blocks of Gulberg. She also monitored the beautification project of Uniform Development Project, Fashion Avenue, Zahoor Elahi, College Road, Sir Syed Road and other commercial corridors. She directed to remove encroachments and untidy green belts from residential and commercial areas in Gulberg. She said, 'It is commendable to introduce a sustainable rainwater drainage system in the area of Gaddafi Stadium in a short span of eight months.' Govt aims for 'dust-free Lahore'

As Lahore continues to struggle with a deteriorating air quality, the Punjab government has launched an initiative aimed at transforming the metropolis into Pakistan's first 'dust-free city'. The plan comes at a time when the city's air pollution remains a significant public health concern. On Wednesday, Lahore recorded an Air Quality Index (AQI) of 149, classified as "unhealthy for sensitive groups," with PM2.5 concentration reaching 55 micrograms per cubic metre, far exceeding safe limits. The worsening pollution levels, attributed to a mix of construction activity, vehicular emissions, industrial output, and seasonal factors, have prompted the authorities to act. Punjab Secretary of Housing and Urban Development Noorul Amin Mengal visited the Lahore Development Authority (LDA) headquarters to review ongoing and upcoming urban development projects. LDA Director General Tahir Farooq briefed him on environmental reforms being integrated into project planning and execution. One of the key steps announced was the tightening of construction-related standard operating procedures (SOPs) to reduce airborne dust and pollution generated from infrastructure work. A uniform development standard will be introduced across all government departments to improve sustainability, visual coherence, and regulatory enforcement in urban planning. The meeting participants were told that the government also intends to legislate design guidelines for commercial property facades in a bid to reduce visual pollution and restore architectural harmony in the city. In a parallel development, a wrap-up meeting was held with the World Bank's Implementation Mission for the Punjab Clean Air Programme, which was led by Transport Task Team Leader Shyam Srinivasan.

She was among several complainants who visited the Nagrik Suvidha Diwas (Civic Grievance Day) at the Smart City office in Lalbagh on Tuesday. Sujata, who has acted in over 25 films and web series, runs a sieve shop with her husband in Yahiyaganj. Despite repeated applications, they haven't received a power connection in the past four years. "An artist is being harassed. This is not just my story; it reflects the struggle of many citizens," she said.
