Grim report on state of KZN municipalities - more than half at risk

Only 19 of the 54 municipalities in KwaZulu-Natal are stable while 28 are deemed 'at risk' and seven are 'in distress,' according to a report looking into the state of municipalities in the province.
The report was tabled during a meeting between the Department of Cooperative Governance and Traditional Affairs (Cogta) and municipalities held in Durban on Monday.
Top government officials stated that if a municipality is unstable, it affects service delivery to communities, something that should be avoided. The provincial treasury has indicated that it has experts ready to be deployed to any struggling municipalities.
The report, titled Back to Basics, examined the state of local government between last year and March this year and was finalised in May this year. It is part of Cogta's ongoing work to monitor the performance of municipalities by undertaking a comprehensive analysis of their state.
This includes identifying common and specific challenges impacting the stability and functionality of municipalities in delivering services to communities. The assessment outlined the process for this evaluation, stating that key performance indicators were allocated a weighting, and points were assigned according to the actual performance against these indicators.
The KZN assessment revealed the following findings in terms of categorising municipalities: 19 municipalities were found to be 'stable' and require normal monitoring;
28 municipalities were categorised as 'at risk' and require close monitoring and Section 154 support;
Seven municipalities were categorised as 'in distress' and require high-priority, hands-on targeted intervention.
The report stated, 'Since the advent of a democratic local government, there have been many government support programmes aimed at advancing service delivery and institutional support to municipalities, the latest being the Back to Basics programme and the District Development Model.'
'The national government has also allocated significantly large sums of money in the form of grants to build municipal capacity and to address the municipal infrastructure backlog over the years. Despite the valuable service delivery milestones that have been achieved since the dawn of democracy and the support provided, it is clear that local government still remains in distress and has not reached the sustainability stage as envisaged by the White Paper in 1998.'
Many assessments have been undertaken, and generally, at the forefront of local government challenges are the following: Poor political and administrative interface and weak leadership
Intra and inter-political party differences negatively affecting municipal stability, governance, and service delivery
Poor communication and accountability to communities
Ageing infrastructure and minimal budget allocated to infrastructure maintenance leading to violent service delivery protests
Escalating maladministration, fraud, and corruption, with weak consequence management
Insufficient municipal capacity due to inadequate skills in people occupying critical positions
Poor financial management and negative audit outcomes
Service delivery backlog and non-payment for services, leading to municipal financial distress.
However, the assessment recorded good work being undertaken by a majority of municipalities in KwaZulu-Natal. Many councillors and officials work under extremely difficult conditions, yet they continue to perform well. However, the assessment has found that there are still stubborn governance, administrative, financial, and service delivery challenges that consistently prevent the achievement of the objectives of developmental local government.
Marlaine Nair, the chairperson of the Cogta portfolio committee, said the instability of municipalities directly affects service delivery. 'As the Cogta Portfolio Committee, we are calling on the Department of Cogta to not just provide support to municipalities in need but also ensure that there is swift consequence management to avoid repeat irregularities and ongoing corruption and maladministration. Corruption must be rooted out.
'We also call on councillors to properly perform their oversight duties. We cannot have councillors turning a blind eye and accepting write-offs of billions without proper reasoning or the tabling and support of unfounded budgets,' she said.
Finance MEC Francois Rodgers expressed concern about poor fiscal management at the local government level, stating, 'As Treasury, we have always made it clear that we have a task team that can and will assist municipalities when it comes to fiscal compliance, but the reality is that we need the political buy-in from the mayor and council. Often, where we do try to assist, like in uMkhanyakude, we don't get that.'
Acting Cogta HOD, Dr Joey Krishnan, said the MEC in his Budget policy speech announced measures aimed at stabilising and improving the seven distressed municipalities.
'We are focusing on targeted support to municipalities for them to do what is expected of them. This includes financial experts and other forms of technical support including the Provincial Project Management Unit, which will ensure that catalyst projects are implemented to unlock growth.
'We are also rolling out the cluster model which brings the department closer to these municipalities. As we saw yesterday (Monday) through these cluster engagements, accountability and service delivery take centre stage with other key stakeholders such as Eskom, the Water Board, and the AG, amongst others being afforded the opportunity to engage directly with municipalities with the aim of resolving bottlenecks,' said the acting HOD.

The PDMC, in collaboration with the eThekwini Municipality and South African National Roads Agency SOC Ltd (SANRAL), is aiming to implement live video and surveillance cameras to enable real-time monitoring and reporting of disaster-related incidents. This initiative is not a standalone project, but rather it will be integrated with the Command and Control Collaborator (CMORE) software communication system as part of a broader information management and communication system. These setbacks were detailed when the KZN Cooperative Governance and Traditional Affairs (CoGTA) Portfolio Committee was briefed on PDMC matters on Friday. These PDMC setbacks could be implemented in the 2026/27 and the 2027/28 financial years, including the acquisition of rescue equipment (e.g., snow chains) and specialised disaster response training. In response to ongoing fiscal constraints, CoGTA was instructed by the Provincial Treasury to implement cost-cutting measures. Despite these constraints, a R2 million allocation has been made for the 2025/26 financial year to support the maintenance of integrated communication systems. This includes maintenance of boardroom audio-visual equipment and support for CMORE. The meeting also gave progress on the current status of post-disaster management grants funded by the National Disaster Management Centre (NDMC), including utilisation, challenges, and impact on recovery and resilience efforts in affected communities. The NDMC made R4.1 billion in grant funding available in the form of disaster response and recovery grants to the affected municipalities between 2019 and 2025. Dr Joey Krishnan, acting HOD of CoGTA, said that KZN did not have sufficient resources to manage disasters in the province, so they have engaged in many Memoranda of Understanding (MoUs) with various social partners. Krishnan said the social partners assist CoGTA with various types of support, relief material, food, blankets, as well as specialised training, and they come to the front when there are disasters. She said the collaboration was aimed at enhancing disaster management operations across the province. She said that the cooperation agreements signed on February 20, 2025, have significantly strengthened the KZN PDMC's capacity across all phases of disaster management. Marlaine Nair, CoGTA Portfolio Committee chairperson, said that the MoU between SANRAL, the South African Weather Services, and eThekwini to put cameras at strategic points so that the provincial DMC could monitor disasters and provide early warnings was not signed because it requires a significant budget that is not available. In addition, she said, the CMORE system that the department has piloted requires municipalities to purchase their smartphones, software, and data to be able to use. 'Currently, municipalities are budgeting the least amount for disaster management because of competing priorities. The Department of CoGTA must find an additional budget to be able to do much more in the province in terms of preparation for disaster preparedness and prevention,' she said. Tim Brauteseth, DA MPL, was concerned that after the April 2022 floods, an amount was allocated to eThekwini for expenditure on restoring infrastructure, but only a small amount of it had been spent to improve things. In response to Brauteseth, Krishnan said R861 million that was allocated to the eThekwini metro was returned to the national fiscus. 'We are aware of it and we have engaged eThekwini to provide details and reports in that regard. We have not received a detailed report in that sense, but in any event, they will have to make further applications now to the National Treasury, and we have indicated that we will support any application they make,' she said.

The GNU has awakened the ANC to the fact that it can halt wasteful spending without external pressure. One of former minister Dr Zweli Mkhize's trending videos on social media is that of him questioning a mayor at Matjhabeng district municipality in the Free State on an item that appears in their budget. The flustered official and the municipality's chief financial officer have no idea why there's an R18 million item titled 'Bonuses' on the budget. It turns out that some stipends that are meant to be R3 100 for officials on the Expanded Public Works Programme (EPWP) turned into 10 times that, R31 000 per month in the pockets of corrupt officials. The minister in charge of the public works and infrastructure, the DA's Dean Macpherson, promptly suspended funds for the EPWP for the municipality to allow investigations to root out the corruption. The sad part about the decision is that it is a programme meant to provide employment for mainly unemployed youth and, as a result, the suspension means some deserving individuals will suffer because of the decision aimed at rooting out corruption. While praise should be heaped on Mkhize as cooperative governance and traditional affairs (Cogta) parliamentary committee chair that went to the Free State municipality on an oversight visit, it must be pointed out that this is primarily what was lacking in government for the past 30 years. The country can celebrate that corruption is being stopped to prevent further waste of funds, but the ANC should not only take this as democracy in action, but as an indication of what has led to its demise at national level. That is what parliament is there for, to provide oversight, daily. Instead of doing this, parliament became a battleground to protect errant and delinquent leaders who have been exposed as lacking. It seems the local government elections next year carry more significance than last year's general election that ushered in the era of coalition politics at national level. So, the likes of the Matjhabeng district municipality should be shaking in their boots at the prospect of being booted out for mismanagement of funds and corruption. But history has shown that voters are duped into electing leaders who pay themselves first at the expense of providing much-needed work for communities. Local municipalities all over the country are becoming that which the constitution meant for them to be: the face of government for the man on the street. ALSO READ: Macpherson suspends all EPWP funds to municipality That is what Mkhize and Cogta were aiming for in exposing the rot in Matjhabeng. Sadly, because the advent of the government of national unity (GNU) at national level has closed off a lot of taps that were previously available and unmonitored for tenderpreneurs to loot at will, they have now turned their cunning ways and corrupt practices to loot state funds at local government. It is no surprise that forensic auditors like Mpho Mafole in the Ekurhuleni municipality and countless others were assassinated in a brazen and alarming manner to cover up the corrupt acts of the political heads of departments. The coalface of service delivery has become a warzone that is threatening the bedrock of service delivery: honesty in dealing with public funds. The threat issued by Finance Minister Enoch Godongwana to Joburg mayor Dada Morero is further proof that the GNU has awakened even those within the ANC to the fact that wasteful expenditure and unauthorised spending do not require an outside party to be stopped. Image: Supplied by KZN Cooperative Governance and Traditional Affairs The tension between the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta) and the uMkhanyakude Municipality in northern KZN is worsening, with the municipality accusing MEC Thulasizwe Buthelezi of misleading the public. In a statement, the municipality further accused Buthelezi of being on a crusade to undermine ANC-run municipalities in the province. This accusation stems from an order handed down by the Pietermaritzburg High Court on Friday. The South African Municipal Workers Union had taken the municipality and other defendants to court after workers' salaries were not paid due to a stand-off between Cogta and the municipality over the decision to appoint an administrator. The stand-off triggered a freezing of the municipality's bank account, and the administrator has also been blocked from accessing the municipality's offices. The municipality was named in the case as the first respondent, MEC Buthelezi as the second, the provincial government as the third, and administrator Bamba Ndwandwe as the fourth. Absa Bank appears as the fifth respondent. In the order, the court addressed the issue of salaries and ordered that the first respondent (municipality) and the fourth respondent (Ndwandwe) work together to ensure that the wages of the workers are paid and that payments are made on time. The court stated that, 'this shall apply mutatis mutandis for future months for as long as the first respondent (uMkhanyakude) is under provincial intervention and for as long as the fourth respondent (Ndwandwe) is in office as the provincial representative. The fourth respondent's rights and responsibilities will fall away if and when the current provincial intervention is terminated or he is discharged from office,' the order concluded. 'The court's decision effectively reaffirms the authority of Mr. Bamba Ndwandwe as the administrator. Since the court has reserved judgment on the application to set aside the intervention, this means the intervention remains in place until the judgment is delivered. The court further ordered the municipal manager to submit the payroll to Mr Ndwandwe so that the Administrator can process the July salaries for municipal employees. 'MEC Buthelezi has called upon the Mayor of uMkhanyakude to ensure that the gates of the municipality are opened. This will allow the administrator to assume his duties and enable the resumption of normal operations for the benefit of the community. It is important to note that the MEC does not act on his own accord; it is a cabinet decision that he acted upon. There must be full cooperation from all municipalities when there is an intervention,' said the Cogta statement. In a statement, Municipal Speaker Solomon Mkhombo, however, disputed that the intervention was in force and accused the MEC of making misleading claims. 'We want to inform the public that the court has reserved its judgment on the matter regarding Buthelezi's decision to place uMkhanyakude District Municipality under administration, meaning that no final decision has been made. We urge the MEC to accurately represent the court's position and avoid spreading misinformation that could confuse or mislead the public,' said Mkhombo. 'The illegal act by Cogta and the bank to freeze the municipal account was uncalled for, and we thank the High Court for ruling in favour of uMkhanyakude employees. It is worth mentioning that a Cogta legal representative could not provide a substantive reason in court for why Cogta wants to place uMkhanyakude under administration.
