A division bench comprising Justices P Sam Koshy and Narsing Rao Nandikonda made these observations while quashing reassessment notices issued to BJP leader and Armoor MLA Paidi Rakesh Reddy for the assessment year 2025-26.
Taking serious note of the department's conduct, the bench observed that despite several judgments invalidating similar reassessment notices, the I-T department continues to act through jurisdictional officers rather than following the faceless mechanism mandated under sections 148A and 148 of the Act.
"This continued disregard of settled legal precedent not only undermines the law but leads to avoidable litigation," the bench said.
The court referred to its earlier ruling in the Kankanala Ravindra Reddy case (Sept 2023), where it held that reassessment actions initiated without following proper procedure are both procedurally flawed and jurisdictionally invalid. "A considerable period has passed since that decision, yet we see no corrective steps taken by the department," the bench said.
It also highlighted that over 700 similar petitions are now pending before the court due to the department's continued non-compliance.
While the I-T department has filed special leave petitions (SLPs) in the Supreme Court challenging such orders, the bench pointed out that no stay or interim relief has been granted in those cases. It further criticised the department for attempting to prolong proceedings in the high court, potentially to buy time to reinitiate proceedings under new provisions.

High-Capacity Scanners And More: Tirupati Temple's Advanced New Security Plan
The Tirumala Tirupati Devasthanams (TTD) is trying to future-proof the security preparedness of the world's most visited temple, Tirumala, drawing up a comprehensive short-term and long-term sustainable security plan for the next 40 years. TTD held a high-level meeting with infrastructure giant L&T on Friday. The discussions, led by TTD Executive Officer J Syamala Rao and Additional Executive Officer Ch Venkaiah Chowdary, focused on a comprehensive revamp of the security apparatus, with a particular emphasis on the critical Alipiri Checkpoint. L&T's team of experts gave a detailed presentation outlining state-of-the-art security facilities. The proposed upgrades for the Alipiri Checkpoint include the installation of high-capacity scanners for quicker and more efficient checks, advanced parking management systems, sophisticated traffic control mechanisms, and an integrated surveillance network. The plan also encompasses a common alarm management system, traffic enforcement technologies, including "No Helmet Detection," and a robust command and control system. TTD Executive Officer Rao insisted on a forward-looking approach. "Plans should be prepared to cater to the needs, keeping in view the next four decades of Tirumala," he said. Mr Rao urged the L&T representatives to present a comprehensive long-term and short-term plan for traffic checking and regulation, highlighting the need for sustained and adaptable security solutions. The meeting comes amidst longstanding and evolving security concerns surrounding Tirumala. As one of the world's most visited pilgrimage sites, drawing between 50,000 to over a lakh pilgrims daily, the sheer volume of visitors presents inherent challenges for security management. The visits by numerous VIPs and VVIPs further escalates the security threat perception, requiring stringent protocols to ensure their safety without unduly inconveniencing the common devotee. A stark reminder of the vulnerabilities faced by the region was the infamous Maoist attack on then-Chief Minister N Chandrababu Naidu at Alipiri in October 2003. Mr Naidu miraculously survived a powerful claymore mine blast, an incident that underscored the need for impenetrable security measures at this crucial entry point to the holy hills. Since then, while security has been consistently reviewed and enhanced, the TTD is now looking to future-proof its systems. The overhaul of security at Alipiri is expected to significantly enhance the safety of pilgrims and VIPs alike, streamlining entry processes while fortifying the gateway to one of India's most revered shrines against potential threats.

CPI flays govt for sidelining people's issues
Alur (Kurnool district): Addressinga massive public gathering on Friday during the 12th State conference of the Communist Party of India (CPI) in Alur constituency, CPI State Secretary K Ramakrishna strongly criticised the ruling dispensation for sidelining people's basic needs in pursuit of political gains. He lamented that several key irrigation projects in the region, such as Vedavathi, Nagaradam reservoir and Gundrevula remain incomplete, causing severe drinking and irrigation water shortages. Despite these pressing issues, the administration continues to focus on power politics, he said. Highlighting the deteriorating infrastructure, Ramakrishna pointed out the pathetic condition of roads in Madugula that get damaged even after a minor rainfall. He demanded lasting solutions to such civic problems. He also criticised the much-hyped 'Super Six' welfare schemes, calling them mere publicity stunts with major lapses in execution. Referring to the neglect of essential initiatives like the Jinkala Park wildlife project, he stated that the government's priorities were misplaced. He condemned the infighting within the TDP and the ruling party's failure to address people's issues, warning that the BJP-led government's support for corporate giants like Ambani and Adani poses a serious threat to democracy. Speaking at the same event, CPI-affiliated Ryuthu Sangham (Farmers' Association) State president Ramachandraiah and district secretary Giddaiah expressed concern over the deteriorating condition of farmers. They stated that the commercialisation of agriculture has pushed the farming community into a dark future. Due to lack of fair prices for their produce, mounting debts and insufficient access to fertilisers, seeds and irrigation, many farmers are forced into committing suicide, they said. They also pointed out the government's failure to ensure proper implementation of Minimum Support Prices (MSPs), which further adds to the financial stress on farmers. The leaders emphasised that farmers were being pushed into a debt trap as input costs continue to rise while yields remain low and market prices plummet. Instead of supporting farmers, they alleged, the government was backing corporate interests, which is deeply distressing. Criticising the BJP government for allegedly trying to privatise the agricultural sector for the benefit of Ambani and Adani, they called it a dangerous ploy against the rural economy. The leaders urged farmer unions to engage in intellectual resistance and continue their movements in support of farmers' rights.
