Bihar Assembly passes several Bills amid opposition walkout

Agency: Last Updated: July 23, 2025, 20:30 IST Representational image (Image: News18) Patna, Jul 23 (PTI) The Bihar assembly on Tuesday passed several Bills through voice vote after the opposition staged a walkout despite moving amendments. Deputy Chief Minister Vijay Kumar Sinha moved the 'Bihar Agriculture University (Amendment) Bill-2025', which aims to ensure recruitment of all faculty members in the university located in Sabour in Bhagalpur, through the Bihar Public Service Commission (BPSC). 'This will also ensure transparency in the recruitment process of the university and will enhance quality in the ongoing research work", said Sinha, who also holds the portfolio of the agriculture department. The Bill was passed by the house. Labour Resources Minister Santosh Kumar Singh introduced the 'Bihar Shop Establishment (Employment Regulation and Service Conditions) Bill, 2025, in the assembly. It seeks to benefit employees working in shops and commercial establishments. 'The Bill mandates weekly paid leave and allows for seven days of paid sick leave annually. Workers cannot be asked to work more than nine hours a day or 48 hours a week. Registration will now be required for shops and establishments employing ten or more workers, while those with fewer than ten employees will be exempted," Singh told reporters after the bill was passed. Businesses falling under the registration criteria must complete the process within six months of the implementation of new rules, he said. The assembly also passed a Bill that seeks to establish Jananayak Karpuri Thakur Skill University in the state. The university will impart skill development training to connect youths with self-employment opportunities. Besides, the assembly passed the Bihar Platform-Based Gig Workers (Registration, Social Security and Welfare) Bill, 2025. Under this bill, the state government will register all part-time platform-based gig workers and extend social security benefits, including insurance coverage. 'In the event of an accidental death while on duty, an ex gratia of Rs 4 lakh will be provided to the worker's family. For accidents leading to hospitalisation, a compensation of Rs 16,000 for stays exceeding one week and Rs 5,400 for shorter durations will be offered," said the labour resources minister. Another Bill which was passed is the Factory (Bihar Amendment) Bill, 2025. After it becomes a law, workers employed in factories will be entitled to double wages for any work exceeding 48 hours in a week in the state. While daily working hours can be extended up to 12 hours, the total must not exceed 48 hours weekly, it said. Swipe Left For Next Video View all Earlier in the day, high drama unfolded in the Assembly in the first half after Chief Minister Nitish Kumar's intervention during Leader of the Opposition Tejashwi Yadav's statement on the special intensive revision of electoral rolls triggered a heated exchange. When the House reassembled after lunch, members of the opposition trooped into the well, raising slogans and waving placards, but staged a walkout after a few minutes of ruckus. Uttar Pradesh govt expands stamp duty relief for women property buyers to ₹1 crore

The Uttar Pradesh cabinet has approved a proposal to extend the 1% stamp duty exemption for women buying property worth up to ₹1 crore. The Uttar Pradesh cabinet has approved a proposal to extend the 1% stamp duty exemption for women buying property worth up to ₹ 1 crore. (Photo for representational purposes only)(Pexels) Earlier, this exemption, capped at ₹10,000, was applicable only for properties valued up to ₹10 lakh. With the revised limit, women buyers can now avail up to ₹1 lakh in stamp duty rebate. Real estate experts have welcomed the move, noting that it offers greater financial security to women and is likely to boost interest in the mid-range housing segment across cities. 'This step may encourage more buyers to register properties under women's names,' an expert said. However, some believe the ₹1 crore cap is still restrictive, especially in high-value markets like Noida and its surrounding areas. They argue that increasing the limit to ₹2.5 crore or removing it altogether would have made the benefit more meaningful. A decision in this regard was taken at a Cabinet meeting chaired by Uttar Pradesh Chief Minister Yogi Adityanath at Lok Bhavan in Lucknow on July 22, the UP government said in a statement. Till now, this exemption was applicable only on property up to ₹10 lakh in the state, in which a maximum discount of ₹10,000 was available. But now the government has increased this exemption to property up to ₹one crore. A PTI report quoted UP's Labour Minister Anil Rajbhar as saying that the government believes this decision will help middle class women become property owners, which will not only increase their confidence but they will also become financially more capable and respected in the society. This exemption will also strengthen the Mission Shakti programme, under which women are being made self-reliant and empowered, he said. In Budget 2024, the central government had also talked about reducing the stamp duty on deeds executed in favour of women. This decision of the Uttar Pradesh government is being considered as a step in the same direction. There is a possibility of a huge increase in the registration of property in the name of women, the statement said. This is what real estate experts have to say about the move By increasing the 1% stamp duty rebate limit from ₹10 lakh to ₹1 crore for properties purchased in women's names, the Uttar Pradesh government has provided significant relief to women homebuyers. 'With 10 times increase in the exemption limit, now a maximum of ₹1 lakh can be saved in payment of stamp duty while purchasing it in the name of women. This will boost the purchase of properties in the name of women and give them more financial security,' said managing partner and co-founder of ZEUS Law. However, considering the property prices in Noida and surrounding areas of Uttar Pradesh, increasing the limit to ₹2.5 crore, or removing it altogether, would have been more beneficial, he told Also Read: Supreme Court reaffirms that property shares become self-acquired after a joint family split, granting the right to sell 'In Delhi, there is no such cap. Women buyers receive a full 1% stamp duty rebate regardless of the property value even if it exceeds ₹5 crore,' he said. Vikas Tomar, executive president and business head, Square Yards, said that the Uttar Pradesh government's decision to reduce stamp duty by 1% for women on property purchases up to ₹1 crore is a positive step and will likely boost sentiment among women aspiring to own a home. It is also likely to encourage more families to register properties in the name of women, supporting broader goals of financial inclusion and empowerment. 'The move is expected to benefit the mid-segment market the most which continues to attract end users and first-time buyers. Currently, key residential hubs in the state such as Noida, Greater Noida, and Ghaziabad offer a wide range of options across different budget categories in both primary and secondary segments. With this added incentive, we're likely to see greater interest in the mid-range category across these cities, with more buyers moving forward with purchases under women's ownership,' he said. Vikas Bhasin, MD of Saya Group is of the opinion that stamp duty and other levies form a significant part of home-buying costs, and any reduction in these charges helps buyers save a substantial amount of money. The current reduction in stamp duty will certainly benefit many homebuyers. 'However, we have consistently advocated for a broader reduction in stamp duty, especially since it is charged in addition to GST on under-construction properties, which significantly inflates the overall cost of purchase. The government should consider reducing these charges for all homebuyers, regardless of gender or property value, to make homeownership more affordable and accessible,' added Bhasin. Will it increase joint registration of properties? Santhosh Kumar, vice chairman, Anarock Group said that the move can give a meaningful boost to home registrations in Noida, Greater Noida, and Ghaziabad. It will make property ownership more appealing for women, provide support to middle-class homebuyers, and encourage joint registrations. These markets have a lot of housing options priced under ₹1 crore. The savings on registrations under women's names is especially pertinent since this supports the Mission Shakti women empowerment initiative and encourages gender-equitable property ownership. Property rates in Noida, Greater Noida, and Ghaziabad have surged hugely in the last five years, and this initiative will enable significant savings for families eyeing homeownership in these regions, he added.

Rs 25,000-cr QIP a vote of confidence, will support credit growth: SBI chairman

Agency: Last Updated: July 23, 2025, 20:30 IST Representational image (Image: News18) Mumbai, Jul 23 (PTI) SBI chairman C S Setty on Wednesday said the Rs 25,000-crore capital raise through the qualified institutional placement (QIP) route is a vote of confidence on the country's largest lender and also the Indian economy. Speaking at a ceremony at the NSE to mark the the fund raise as India's biggest share sale ever, Setty said the capital will be deployed for asset growth. He also said that even before the QIP, the bank was in a position to support asset growth of up to Rs 6 lakh crore, but the fund raise will be of help for it. 'This landmark equity issue is a vote of confidence in SBI's strong fundamentals, potential risk management and the customer centricity with the digital first approach," Setty said. Thanking the investors led by state-run life insurance behemoth LIC for the response to the issue, which received bids of over Rs 1.12 lakh crore and was over-subscribed by over four times, Setty also spelled out the revised capital levels. The common equity tier-I capital will increase to 11.5 per cent, he said, adding that the bank's objective is to take the level up to 12 per cent. The bank is all set to book gains from its share sale in Yes Bank and also has a slew of other assets including stakes in its insurance arms from where it can raise more funds. Setty said nearly two-thirds of the investors in the recent issue were from outside the country, and added that the same provides confidence to all stakeholders. Meanwhile, in a note published on Monday, global ratings agency Moody's Investors Service said the bank will be able to post a credit growth of 12 per cent in FY26, at par with the banking system growth. The agency affirmed the bank's Baa3 rating and also upgraded the baseline credit assessment while maintaining a stable outlook. 'SBI's strongest retail franchise amongst Indian banks, access to low-cost deposits, and sufficient holdings of liquid government securities support its funding and liquidity," the agency said. The upgrade of the bank's BCA is driven by our expectation that the bank's internal capital generation along with opportunistic external capital raise will improve its capitalisation over the next 12-18 months, bringing its standalone credit profile in line with the other similarly rated peers, it said. SBI's adequate net interest margin, diversified non-interest income and low credit cost support its profitability, it said. Swipe Left For Next Video View all However, the bank's profitability is set to moderate in the next couple of quarters because of policy rate cuts feeding through its lending rates, the agency said, adding that a gradual lowering of funding costs in the latter half of the fiscal year will be of help to the bank. The bank scrip closed 0.71 per cent up at Rs 820.75 apiece on the BSE on Wednesday as against gains of 0.66 per cent in the benchmark.
