Opposition to land pooling increases as support remains limited to AAP leadership

Time of India4 days ago
Jalandhar: If voices from Punjab's rural areas, especially among farmers and their organisations, are getting louder against land acquisition policy, voices in support of the policy are confined only to a section of Aam Aadmi Party (AAP) leadership.
There are no organic voices yet from urban areas supporting the policy.
Unlike the farm protest at Shambhu border, which led to the blockade of the vital National Highway 44 for close to a year, and where there were voices from trade, industry, and urban areas for lifting the blockade, there are no such voices from urban areas speaking in support of the land pooling scheme. The crackdown on the protest at the Shambhu border helped the ruling party get support from trade and industry sectors, and this became evident during the Ludhiana West byelection.
Even when it comes to community, caste, social and economic levels, no section has yet started speaking out in support of the policy. There are quite a few videos that have been widely shared on Punjabi social media space, in which farmers have issued warnings to AAP supporters to face serious physical consequences if they come to their villages to explain the policy.
BKU (Doaba) president Manjit Singh Rai, whose land is coming under the land pooling policy in Hoshiarpur district, publicly said he would not let anybody entering his land escape unscathed.

A similar warning has been given by farmers from villages near Jalandhar.
With opposition to the policy now becoming 'political correctness' among farmers, AAP may face an uphill task in getting farmers who can publicly speak in support of the scheme.
From the govt side, along with chief minister Bhagwant Mann, ministers Aman Arora, Harpal Cheema, Hardeep Singh Mundian, Sanjeev Arora, and MP Gurmeet Singh Meet Hayer have defended the policy.
A few office bearers have also given interviews to a few YouTube channels to defend the policy.
However, most of the MLAs or constituency in-charges, whose constituencies have areas coming under the land pooling policy, have confined themselves to sharing the party's pro-policy statements or videos, instead of giving their own statements or going to the villages whose land is covered under the scheme.
These were mainly the rural areas of Punjab which provided the greatest push to the urban-centric AAP in the 2014 parliamentart election, due to the peculiar political situation in the state. In the 2022 assembly elections, the party swept equally in rural and urban areas. Now, with farm groups, opposition parties, Punjabi activists, and netizens pushing the counter-narrative across rural Punjab, much beyond the villages whose land is coming under it, the task for AAP is getting tougher.

Telangana guv sends 42% BC quota ordinance to President

Hyderabad: Telangana governor Jishnu Dev Varma has sent the Panchayat Raj (Amendment) Ordinance to the President of India for a decision. The ordinance — aimed at enabling 42% reservations for Backward Classes (BCs) in local bodies in Telangana — was submitted by the Congress govt on July 14 and officially forwarded by the Raj Bhavan on Tuesday. The timing is crucial. With the high court mandating local body elections be held by Sept 30, the President's response will determine whether the state can proceed with its plan to raise the BC quota — a move that challenges the Supreme Court's 50% reservation ceiling. The ordinance, along with two earlier bills seeking 42% BC quota in education, employment, and local bodies, now hangs in the balance. If the 42% reservation for BCs is cleared by the President, total reservation in the state could reach 77% with 15% for SCs, 10% for STs and another 10% for the economically weaker sections. You Can Also Check: Hyderabad AQI | Weather in Hyderabad | Bank Holidays in Hyderabad | Public Holidays in Hyderabad At the heart of the issue is section 285A of the Telangana Panchayat Raj Act, 2018, which stipulates reservation norms for village panchayats, mandal parishads, and zilla parishads. As per Supreme Court guidelines, total reservations for SCs, STs, and BCs in local bodies cannot exceed 50%. Under the previous BRS regime, had elections been held, BC reservations would have remained capped at around 22–23%. To address this, the Congress-led govt conducted a comprehensive caste census and, based on empirical data, proposed increasing BC reservations to 42%. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Writing in English Doesn't Have to Feel Hard Grammarly Learn More Undo This led to the formulation of the Panchayat Raj (Amendment) Ordinance, which sought to remove the 50% cap in local body reservations. Governor's rationale Sources indicate that the governor's decision to escalate the matter to the President stemmed from two main concerns: The state's attempt to override the 50% reservation ceiling — a threshold reaffirmed by various Supreme Court rulings — through legislative amendments and legal ambiguity over whether a state govt possesses the authority to unilaterally remove this cap without prior central approval. Given these concerns — and with the two BC reservation bills already awaiting Presidential assent — the governor chose to refer the ordinance to the President for further examination, sources said. Legal precedent The move also invokes the landmark 1992 Indra Sawhney versus Union of India judgment, in which the Supreme Court ruled that reservations exceeding 50% are permissible only under "extraordinary circumstances" with robust, data-backed justification. The Telangana govt, citing such exceptional grounds, amended section 285A to base reservations on findings from its caste census. However, the ordinance now awaits Presidential review before it can be implemented. The delay in local body elections has already had tangible consequences. In compliance with the high court's orders, the govt aimed to finalise reservations by July 25 and then announce the election schedule. However, the absence of elected bodies has stalled governance at the grassroots level. Development works in villages have come to a grinding halt, and crucial Finance Commission funds — amounting to over ₹1,600 crore — remain frozen, as these can only be released to duly constituted local bodies. The term of existing local governing institutions expired over 18 months ago, resulting in a vacuum of leadership — no sarpanches, mandal parishad territorial constituency members, or zilla parishad territorial constituency members are in place. Cong plans next moves To push for the Centre's assent, the Congress govt has drawn up an action plan. A series of political programmes are scheduled to be held in Delhi between Aug 5 and 7. The state plans to wait until Aug 15 for a response from the Centre. If there is no progress, the govt is contemplating holding the elections with 42% BC reservations regardless of the pending assent, sources said.

Chitrakoot to become hub of faith, safety, self-reliance: CM

1 2 Lucknow: In Chitrakoot to attend the 528th birth anniversary celebrations of Goswami Tulsidas on Thursday, Chief Minister Yogi Adityanath said the govt was making all efforts to make the city, the karmabhoomi of the revered saint, into a hub of faith, safety and self-reliance. "The city is known for its cultural and spiritual legacy. Lord Ram had spent over 11 years in Chitrakoot. Now the govt is making efforts to develop it into a land of faith, security and self-reliance. The govt is planning to construct a riverfront along the Yamuna to boost tourism and local employment," he said. Yogi highlighted ongoing efforts to beautify and develop key pilgrimage and educational sites in Chitrakoot like the Gramodaya University, Ashram Paddhati Vidyalaya, Valmiki Ashram and Kamadgiri. He described institutions like Gramodaya University as the foundation of a self-reliant India and urged everyone to contribute to spreading Chitrakoot's spiritual and cultural glory. Earlier, the CM offered prayers at Tulsi Janmkutir and did 'darshan' of the handwritten manuscript of the Shri Ramcharitmanas preserved at the Manas Mandir. He also attended the Tulsi Sahitya Sammelan held at Tulsi Resort, where he met with spiritual leaders Sant Murari Bapu and Jagadguru Shri Rambhadracharya. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Villa Prices in Dubai Might Be Lower Than You Think! At a public gathering, Yogi noted that the region was the 'karmabhoomi' of revered figures such as Goswami Tulsidas, Maharishi Valmiki and Nanaji Deshmukh. He highlighted the efforts made by his govt to develop the Ram Van Gaman Marg, Bundelkhand Expressway, Defence Corridor, and integrated tourism infrastructure in Chitrakoot. Talking about a significant rise in crop production, particularly pulses, oilseeds and maize, the CM assured people that his govt would continue to support farmers through soil testing and agricultural insurance. While discussing the relevance of the Defence Corridor, the CM issued a warning to Pakistan, asserting that any hostile act against India would be met with a decisive response. "With the Defence Corridor, even regions like Chitrakoot would play a vital role in strengthening the nation's defence manufacturing capabilities," he added.

AP in a state of emergency, alleges Jagan; TDP hits back

Tirupati: Former chief minister YS Jaganmohan Reddy on Thursday alleged that Andhra Pradesh is in a "state of emergency" due to the "autocratic and undemocratic practices" of the NDA govt. The YSRCP chief, who met former minister Kakani Govardhan Reddy at Nellore central prison, slammed the govt for targeting YSRCP leaders and intimidate the opposition. Criticising the TDP-led govt for booking 14 "false cases" against Kakani, he said when YSRCP activists were attacked near Kavali, Kakani held a press conference and condemned the ruling party for instigating the attacks. "TDP holds a grudge against him for that. He was immediately booked in multiple cases with the help of fake witnesses and evidences and has been confined to Nellore prison," he alleged. Jagan, who also met former Kovur legislator Nallapareddy Prasanna Kumar Reddy, condemned the attack on the six-time MLA's residence. "Over 80 miscreants were involved in the unprecedented attack in which Prasanna's house was ransacked. Had he been present there at the time of the attack, the mob would not have spared him. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Up to 70% off | Shop Sale Libas Undo His mother still lives in constant fear in the aftermath of the attack," he said. He also questioned the govt as to why it was so scared of his visits. "The curbs imposed during my visits are unprecedented. They even dug up roads at some places to prevent YSRCP activists from taking part in my programmes. This blatant misuse of police and administrative machinery to stall my visits to the districts signals the insecurity in the ruling party. YSRCP will give TDP a taste of the same medicine after returning to power," Jagan warned. Earlier, Nellore police resorted to mild lathicharge at some places during Jagan's visit on Thursday. Despite prohibitory orders issued by the police banning crowd mobilisation and taking out rallies, a large number of YSRCP activists congregated at the helipad near Nellore central prison and outside the Kovur ex-MLA's residence, who staged protests claiming that he too was roughed up by the police. Meanwhile, TDP ridiculed Jagan's "baseless allegations" and asserted that peace and tranquility have returned to the state after people voted him out in the 2024 elections. Kovur legislator Vemireddy Prashanti Reddy questioned the YSRCP chief about the rationale behind his frequent "jail yatras". "What message are you trying to send across by extending solidarity to people like Kakani Govardhan Reddy, Anil Kumar Yadav, and Nallapareddy Prasanna Kumar Reddy? Aren't they guilty of pledging support to the mining mafia? The whole of Andhra Pradesh condemned the derogatory and sexist remarks passed on me by Prasanna Kumar Reddy. Even the high court condemned his comments and refused to grant anticipatory bail to him. It is unfortunate that Jagan has stooped so low to shield a person who is a disgrace to the society," the TDP MLA lamented. She further said that despite being shunted out of power, Jagan hasn't learnt any lessons. "YSRCP can never return to power as its prime agenda is to shield criminals and humiliate women," she added.
