Oswego OKs annexation agreement for proposed residential development at Wolfs Crossing and Douglas roads
South Barrington-based Projades LLC proposes to build Jade Estates of Oswego with fewer units than was originally requested.
The proposal is now for 52 residential units on about 8 acres on the southwest corner of Wolfs Crossing and Douglas roads in a currently unincorporated part of Kendall County near Oswego.
The development would consist of 20 duplex buildings and three townhome buildings with four units each, village officials said.
Voting in favor were Oswego Village President Ryan Kauffman and Trustees Andrew Torres, James Cooper, Jennifer Hughes, Rachelle Koenig and Karen Novy. Voting the other way was Trustee Karin McCarthy-Lange.
The Oswego Planning and Zoning Commission in May reviewed a site plan for the development featuring 56 duplex villas. However, commissioners had concerns with what they said was the development's relatively high density. The commission voted to deny a favorable recommendation to the Village Board on the project.
After receiving the commission's feedback, the developer submitted a revised plan, Oswego Development Services Director Rod Zenner told trustees.
Multiple concept plans for the site have been brought before the Village Board, including a 66 duplex unit development, village officials said.
'I appreciate you found a way to get it to 52 units. I think the design is superior to what you brought so far,' Koenig said.
McCarthy-Lange objected to the overall project.
'I have not been a fan of this project from day one,' she said.
McCarthy-Lange said she voted against the project when it was submitted by another developer.
'I appreciate the work you have done. I just wish it was part of a bigger plan. This is a small parcel that really should be incorporated into a larger land development,' she said.
Kauffman said he, too, appreciated the developer's willingness to revise the plans.
'We appreciate that you have been flexible in working with staff to get the number down to 52-units. The end product is nice looking and will be a nice amenity for the community,' the village president said.
Trustees approved a rezoning of the site from single-unit dwelling to general residence. The developer has agreed to deliver the village a deed for two acres of right-of-way that will be dedicated for the Wolfs Crossing and Douglas roads roundabout.
As part of the annexation agreement, the village and Projades will share a stormwater detention facility that will serve both the development and the village's need for detention related to the Wolfs Crossing improvements, village officials said.

Espanyol said the agreement is 'pending officialization and completion until all administrative procedures are formalised.' The club said Rastar 'is not disassociating itself from Espanyol, but rather its shares will become part of this new investment vehicle that will have stakes in both clubs.' Espanyol said that with this "step forward, Rastar underlines a firm conviction that this integration into the VSL group will strengthen both the economic and sporting structure" of the club. Espanyol, which was twice relegated in the decade or so under Rastar, finished 14th in the league's standings last season. Transitioning to a four-day work week may be advantageous for employers as well as employees, a new study done in the UK by the 4 Day Week Foundation and Boston College finds. The foundation, which advocates for shorter working hours, just released the findings of its latest national pilot program. Seventeen companies and over 950 employees took part in the six-month program, which cut the work week from 40 hours down to just 32 hours. As you might have expected, the benefits of the change for employees were primarily positive. Almost half (47%) reported increased job satisfaction, while 62% said they experienced a reduction in burnout. Additionally, 45% of employees reported feeling more satisfied with life following the change, largely because they were experiencing better work-life balance. Several organizations reported a decrease in the number of resignations over the course of the trial, when compared with a similar six-month period. Others said that they experienced a 30% drop in the number of sick and personal days taken over the course of the trial, when compared to the same six months the year before. BrandPipe, a London-based software company, had some of the most significant results. The company dropped working hours for its employees from 35 to 28, and reported a 129.5% increase in revenue as well as a 100% reduction in the number of personal days taken by its employees. "The trial's been an overwhelming success for BrandPipe because it has been the launchpad for us to consider what constitutes efficiency, progressive working practice, and the ability to focus on the things that really matter to our business and our customers," BrandPipe CEO Geoff Slaughter told researchers. Slaughter was so enthusiastic about the results of the trial and the positive effects it had on the company that he encouraged other tech leaders to be open-minded about reducing their office hours. "[It's] a great thing for businesses to try," he told researchers. "The learnings that come out of it are kind of adjacent to the fact that you've reduced working hours." Not everyone is as optimistic about the potential of four-day work weeks. King's College London public policy professor Michael Sanders told CNN that trials like the one run by the 4 Day Week Foundation are self-selected and therefore conducted in companies where the change "would be taken up enthusiastically." A shorter work week may work for them, but it "doesn't tell us much about what would happen if someone else tried it," he said. Air India CEO says investigation into Ahmedabad crash raises new questions
By Aditya Kalra and Chandini Monnappa NEW DELHI (Reuters) -A preliminary investigation into the crash of an Air India passenger jet last month that killed 260 people raises additional questions about the incident and the investigation is far from over, Air India's CEO said in a memo on Monday. The preliminary investigation released by India's Aircraft Accident Investigation Bureau on Saturday depicted confusion in the cockpit shortly before the crash of the Boeing Dreamliner. In a staff memo reviewed by Reuters, Air India CEO Campbell Wilson said the report had "triggered a new round of speculation in the media ... Unsurprisingly, it provided both greater clarity and opened additional questions." He added: "The preliminary report identified no cause nor made any recommendations, so I urge everyone to avoid drawing premature conclusions as the investigation is far from over." The memo said the preliminary report found no mechanical or maintenance faults and that all required maintenance had been carried out. The Boeing 787 Dreamliner bound for London from the Indian city of Ahmedabad began to lose thrust and sink shortly after takeoff. All but one of the 242 people on board and 19 others on the ground were killed. According to the AAIB report, in the flight's final moments one pilot was heard on the cockpit voice recorder asking the other why he cut off the fuel. "The other pilot responded that he did not do so," the report said. It added that the plane's engine two fuel cutoff switches flipped almost simultaneously, but did not say how. The preliminary report suggested no immediate action for Boeing or GE, whose engines were fitted on the aircraft. ALPA India, which represents Indian pilots at the Montreal-based International Federation of Air Line Pilots' Associations, has rejected any presumption of pilot error and called for a "fair, fact-based inquiry". "The pilots had passed their mandatory pre-flight breathalyser and there were no observations pertaining to their medical status," Campbell said in his memo. The commanding pilot of the Air India plane was Sumeet Sabharwal, 56, who had a total flying experience of 15,638 hours and, according to the Indian government, was also an Air India instructor. His co-pilot was Clive Kunder, 32, who had 3,403 hours of total experience. Air India has come under heightened scrutiny on multiple fronts following the crash. On July 4, the European Union Aviation Safety Agency said it would investigate budget unit Air India Express, after a Reuters report revealed the airline failed to promptly replace engine parts on an Airbus A320 as mandated, and falsified records to indicate compliance.
