Congress' demand for digital electoral rolls
Officials pointed out that this issue was earlier raised by former Madhya Pradesh Congress Committee President Kamal Nath in 2018 through written petition (C) No. 935 of 2018. The Supreme Court had definitively ruled in favour of the Election Commission's position in that case.
While acknowledging that the Leader of Opposition in the Lok Sabha, Rahul Gandhi, has been demanding digital electoral rolls for the past seven months, ECI sources said that this is part of a Congress strategy spanning over eight years. They added that this fact 'appears to have been selectively obscured in the present representation.'
The sources said that although Rahul Gandhi's demand is consistent with the Congress party's historical position, it cannot be accommodated within the current legal framework. The matter has already been legally settled through a Supreme Court judgment in the case of Kamal Nath vs. Election Commission of India.
Rahul Gandhi 'may not have been appropriately apprised of the finality with which the matter stands concluded in judicial record,' they said.
In its 2019 judgment, the Supreme Court specifically addressed whether voter lists should be supplied to political parties in searchable text mode rather than PDF format.
'The draft electoral roll in that mode i.e. text mode, has been supplied to the petitioner,' the Supreme Court noted, adding that the Election Manual's Clause 11.2.2.2 uses the expression 'text mode' but 'nowhere says that the draft electoral roll has to be put up on the Chief Electoral Officer's website in a 'searchable PDF'.'
The apex court upheld the ECI's decision to provide electoral rolls only in 'Image PDF' format in the public domain. The judgment stated that the current format 'fulfils the requirement contained in the Election Manual.'
The court also noted that if political parties require searchable formats, 'he can always convert it into searchable mode, which of course, would require him to put his own efforts.'
ECI sources further emphasised that the Commission's instructions dated January 4, 2018, directing field functionaries to provide only 'Image PDF' versions of electoral rolls, remain valid and have been judicially endorsed.
The clarification comes amid renewed political debate over electoral transparency and access to voter data, with the Congress party continuing to press for enhanced digital access despite the settled legal position.' (ANI)

Congress targets government over ‘organic cotton scam', demands probe
Alleging a 'scam' of over ₹2.1 lakh crore in the name of organic cotton in India, the Congress on Saturday (July 26, 2025) demanded the formation of a Special Investigation Team (SIT) led by the Central Bureau of Investigation (CBI) under the supervision of a High Court judge. The party said that the scam has severely harmed the global credibility of India's organic products and caused significant damage to farmers. Speaking at a press conference at the All India Congress Committee headquarters, senior Congress leader and former Chief Minister of Madhya Pradesh, Digvijaya Singh, alleged that certain traders are falsely labeling non-organic cotton as 'organic' and earning six-fold profits, while genuine farmers struggle to get even the minimum support price. He added that the scam involved massive tax and GST evasion. The Congress leader said the government has been aware of irregularities in the certification process and the scam since 2017 but has not taken any strict action. Mr. Singh explained that in 2001, the Ministry of Commerce and Industry launched the National Programme for Organic Production (NPOP), which is implemented by the Agricultural and Processed Food Products Export Development Authority (APEDA). The goal is to certify and regulate organic exports. Under this programme, NPOP accredits certification bodies that verify Internal Control Systems (ICS). After ICS verification, a transaction certificate is issued, declaring the group as organic. These ICSs are clusters of 25 to 500 farmers growing organic cotton and presently there are about 6,046 ICS groups and 35 certification agencies. He added that these farmer groups receive ₹5,000 per hectare for three years to promote organic farming. Certification is crucial in this process, as it significantly increases the international market value of the produce. 'Most farmers shown as registered in these ICS groups neither grow organic cotton nor are aware of their inclusion in the system. These ICS groups have deliberately committed fraud by including farmers' names to obtain transaction certificates,' he said. 'Fake groups were also formed in Madhya Pradesh, and farmers were unaware they had been made members,' he added. He further said some powerful traders are making six times the profit by selling non-organic cotton as organic. Citing instances where the U.S. Department of Agriculture, the European Union, and the Global Organic Textile Standard revoked the accreditation of Indian certifiers, Mr. Singh said India is now seen as a hub of fraud in the organic product market. He said that he had written to the Prime Minister in August 2024, flagging the organic cotton fraud in Madhya Pradesh. 'I got a reply from Commerce Minister Piyush Goyal acknowledging the irregularities, (but) no appropriate action was taken,' Mr. Singh said. He demanded criminal proceedings against all 192 fraudulent ICS groups, an investigation into these groups, and fair compensation for the exploited farmers.

BJP should shed ‘anti-BC' mindset: Minister Ponnam Prabhakar
Reiterating his charge that the BJP is infamous for its 'anti-BC' mindset since the Mandal Commission era, Minister for Transport and Backward Classes Welfare Ponnam Prabhakar has warned that BCs would not keep quiet if any attempts are made to obstruct the enhanced 42% quota for them in Telangana. Speaking to the media in Karimnagar on Saturday, Mr Prabhakar said the Congress party is the champion of social justice. The Telangana Assembly passed a Bill increasing reservation of BCs to 42%, he said, alleging that the BJP is conspiring to obstruct the move on one pretext or the other to jeopardise the interests of BCs. Asserting that the Congress party has the proven track record of championing the cause of BCs and other weaker sections, he alleged that the BJP earned notoriety for pursuing divisive politics and working against the interests of BCs since the era of the Mandal Commission. 'If the BJP is sincere for the empowerment of BCs, it should get the 42% quota Bill approved by the Centre and cooperate to ensure local body elections in the State before September 30, the timeframe set by the High Court to conduct the local body polls,' he added.

AUT writes to CM on withdrawal of SLP in SC
Trichy: The Association of University Teachers (AUT) has written to chief minister M K Stalin over the demand for withdrawal of the special leave petition (SLP) filed in the Supreme Court, which they say unfairly blocks the promotion and monetary benefits due to aided college teachers under the Career Advancement Scheme (CAS). In a statement, general secretary of AUT, K Raja, said that while teachers in govt colleges have received CAS benefits as per GO No. 5 dated Jan 11, 2021, their counterparts in aided colleges have been denied the same. "Thousands of teachers are pushed to the corner over the denial of CAS benefits, leading to frustration," said Raja. The petition said that despite court orders in favour of teachers from Urumu Dhanalakshmi College in Trichy, including directions to release monetary benefits, the higher education department moved the apex court. Citing selective implementation of CAS benefits in certain regions like Coimbatore and Thanjavur, the AUT called the SLP "anti-teacher" and urged the state to uphold parity and fairness by immediately withdrawing it.
