Flexible Skills Programme Expands to Plug Skills Gap
Accredited training opportunities in Wales are set to see an almost six-fold increase in the amount of subsidy available.
The Welsh Government increasing its investment in the Flexible Skills Programme from £1.3 million a year to more than £7.5 million.
Support will be in place for employees to take advantage of thousands of individual places on upskilling or re-skilling training courses.
The expansion follows increasing demand from Welsh employers for support to develop employees' skills in response to changing industries and new technologies. There will be a particular focus on supporting key sectors and needed skills such as Engineering and Manufacturing; Digital/Cyber; green skills; and leadership and management.
Any employer can apply for the grant, which is designed to help businesses quickly respond to skills gaps with the Welsh Government paying 50% of business training costs (up to £50,000 per business per year).
The expanded scheme was launched during Learning at Work week at IQ Endoscopes (IQE), a pioneering medical device startup that has seen first-hand what a difference the funding can make.
IQE is about to place its first device onto the UK market – an affordable, sterile, and sustainable endoscope solution that will enable rapid early diagnosis to help reduce patient waiting times and help people live longer and healthier lives. The Flexible Skills Programme has enabled it to support over 170 individual technical or leadership and management training opportunities for its staff over the past two years.
Gemma Banks, HR Manager at IQE said:
'Being a small company it can sometimes be hard to attract certain levels of experience and talent within the business, but we've been able to offer people additional training which has then meant we've covered a real skills gap and real need within the business at a pre-emptive time before it's become a problem.'
Shaun O'Connell, an Engineering technician at IQE, recently completed CoSHH, ISH and Control of Hazardous Substances training through the programme.
He said:
'The training has provided me with numerous opportunities to grow within my role and I'm now managing all the hazardous substances we use and ensuring the lab safety handbook is consistently up to date. It's made the lab much safer and a more effective place to work.'
Skills Minister Jack Sargeant said:
'Having supported over 8,000 training interventions in the last two years, I am excited about the impact a greatly expanded Flexible Skills Programme could have in the future.
'The programme's success is down to our ambitious Welsh businesses investing in themselves to up skill their workforce. We are determined to do all we can to support their ambition and develop the skills needed for future success.
'As we prepare to host a major international investment summit in Wales later this year, the expanded scheme also strengthens our offer for companies looking to invest here.'

NHS: Idiot dentist policies have real world consequences
Rattus has heard that National Health dentists in Wales are giving up and going private in droves. In Wales, you no longer choose your National Health dentist, there is one chosen for you. This means that a good dentist who has given sterling service to a practice over 40 years loses the patients they know and love. It also means that any patient seeing a new dentist has to provide lots of information that their usual dentist already has and that the dental surgeon has to make a thorough examination rather than just do what is necessary. This is a complete waste of time. I think Welsh Government are trying to kill off National Health Dentistry completely so everyone has to go private. This actually puts an extra burden on our health service as a significant number of patients are admitted to hospital with acute dental problems and probably sepsis and a generation of children suffer from bad teeth. Rattus is delighted that it doesn't apply to patients who see National Health dentists in England - yet? Can we at the Senedd election next year choose people who can understand that idiot policies have consequences or shall we just have a vote on getting rid of the Senedd.

Welsh ambulance service to introduce new 'purple' category
The Welsh Ambulance Service will launch the changes on Tuesday, July 1, as part of a wider plan to improve patient outcomes and increase survival rates for out-of-hospital cardiac arrests, which currently stand at less than five per cent in Wales. The changes include a new 'purple' category for cardiac arrests, which takes priority over the existing 'red' category used for other life-threatening emergencies. Jeremy Miles, cabinet secretary for health and social care, said: "We're taking decisive action to save more lives. "Until now, cardiac arrests have been categorised in the same way as less critical problems like breathing difficulties. "This new approach ensures ambulance teams prioritise people with the most urgent needs. "This targeted clinical response, combined with wider access to defibrillators in the community and improvements to hospital handovers, represents our commitment to improving survival rates." The new model follows recommendations from the Senedd's Health and Social Care Committee, which found the current ambulance response target was outdated and not fit for purpose. The revised system shifts the emphasis from response times to patient outcomes. Jason Killens, chief executive of the Welsh Ambulance Service, said: "Since 1974, the ambulance service has been measured by the time it takes to reach emergency calls. "The ambulance service of today provides much more sophisticated care, so shifting the focus to how many people survive a life-or-death emergency because of our interventions, rather than how many minutes it takes us to arrive, is an important step to reflect that." Calls in the new purple category will be prioritised for the fastest response, with the primary measure being the percentage of patients who have a heartbeat restored before arriving at hospital. Ambulances will still aim to reach purple and red calls within six to eight minutes on average. The Welsh Government has also provided £500,000 for 500 additional defibrillators in community locations to support the new system. From July, the Welsh Ambulance Service will host the NHS Wales Save a Life Cymru programme, which promotes CPR awareness and improves access to defibrillators across the country.

Monmouthshire council will lobby for Magor walkway station
The UK Government announced in its comprehensive spending review it would make £445 million available, with most of the money to be spent within the next three years, for rail upgrades in Wales. The Welsh Government intends pressing ahead with five new stops between Cardiff and Chepstow to ease congestion on the M4. Monmouthshire County Council agreed at its July meeting it would write to decision makers in the Cardiff and Westminster governments, and the rail industry, to 'ensure that Magor Station is recognised as a quick win and is delivered immediately and without delay' with the funding announced by Chancellor Rachel Reeves. Magor West independent councillor Frances Taylor, who put the motion asking for the council's to once again commit to the village 'walkway' station, intended to be accessed on foot rather than by car, said she was glad when plans for an M4 relief road were dropped. But she said Magor station could have been delivered at any time since the Burns report, that considered alternatives, was published in early 2021 and said she couldn't see any of its recommendations have been implemented. 'Critically Magor station does not need to wait for relief line enhancements it could be delivered tomorrow for circa £10m,' said Cllr Taylor who added two hourly trains, from Cardiff, to Taunton and Cheltenham could service it. READ MORE: 'Magor should be priority of five new stations near Newport' The councillor said the five stations require improvements to the relief line, which carries freight, and she said that work hasn't been included in the £445m announced in the spending review. Cllr Catrin Maby, the council's Labour cabinet member with responsibility for transport, said while the walkway station as first proposed by local campaigners, in 2013, isn't reliant on upgrading the relief line that would likely be required for it to be 'fully functional' with the others proposed and to accommodate freight, fast trains passing through and stopping trains. The Drybridge councillor said the relief line upgrade is 'on the radar' of Westminster's Department of Transport, which is providing the funding. Labour member for Magor East with Undy John Crook said the council should focus on working with MP Catherine Fookes to lobby the government in London. An amendment put forward by Cllr Maby, who said she 'didn't disagree with the motion', suggested 'clarifying' timing of the relief line, but that was rejected by Cllr Taylor who said: 'It is not about clarifying the timescale, there is no timescale to the relief line upgrade.' The amendment was rejected by one vote and Labour councillor Armand Watts said he couldn't vote due to a technical problem. Cllr Maby also said the council is committed to other recommendations to ease M4 congestion including a Rogiet relief road which could also make travel to the Severn Tunnel Junction station easier.
