The initiative marks a key milestone in the federal project to build financial and accounting capabilities
The Ministry of Finance has organised a graduation ceremony for a group of federal government employees who successfully completed a series of specialised programmes and diplomas in financial sustainability and government accounting as part of the Financial Sustainability and Accounting Capacity Building Programme.
The programmes and diplomas aimed to enhance the participants' readiness for the future and promote best practices in financial management across federal entities.
The ceremony was attended by Her Excellency Mariam Mohammed Hassan Al Amiri, Assistant Undersecretary of Government Finance Management at the Ministry of Finance, Dr. Kyle Long, President of the American University in Duba and Lucia Real Martin GAICD, Executive Director, ACCA, as well as several department directors from the federal entities and representatives from international academic and professional institutions.
Develping government competencies:
H.E. Mariam Mohammed Hassan Al Amiri stressed that the graduation of a distinguished group of federal government employees from specialised financial programmes and diplomas represents a significant milestone in the Ministry of Finance's journey to prepare qualified Emirati talent to lead the future of public financial management.
'This achievement reflects the Ministry's ongoing commitment to developing human capital and equipping them with the tools and knowledge necessary to keep pace with the rapid development in accounting and public finance, in line with international best practices and standards,' she stated.
Her Excellency added: 'We are committed to providing an exceptional learning environment, in partnership with leading academic and professional institutions, to ensure the preparation of financial leaders capable of anticipating future trends and addressing challenges with efficiency and professionalism.'
She further emphasised that these specialised programmes constitute a fundamental pillar in enhancing the financial governance framework, reinforcing the principles of accountability and sustainable digital transformation, and supporting the strategic objectives of the UAE Government in the field of public financial management.
Meanwhile, Dr. Kyle Long stressed that the successful completion of the Executive Diploma Programme in Government Financial Policy Sustainability by federal government employees is indeed a significant milestone in their professional journey.
He added that this achievement reflects their strong dedication to driving the UAE's vision of a sustainable government financial system. Dr. Long also noted that the university is committed to strengthening its partnership with the Ministry of Finance to further support national talent in areas such as artificial intelligence, financial technology, and sustainable policy development.
He further said: 'The Executive Diploma Programme exemplifies precisely how universities like ours can meaningfully collaborate with government to build capacity, enhance skills, and ensure sustainability. It aligns with the UAE government's objectives of empowering national talent, enhancing financial efficiency, and advancing digital transformation and AI.'
For his part, Lucia Real Marti, Executive Director, Relationships for ACCA, said: 'ACCA is proud to partner with the UAE Ministry of Finance to honour public sector professionals who represent the future of public finance leadership in the UAE. Through ACCA's programme, participants have gained insights into financial management, governance, sustainability, and digital transformation, providing lifelong learning which is vital to staying ahead in a rapidly changing world.'
'We believe that every finance professional has a key role to play in driving public value and innovation. Together, we are equipping finance professionals with the tools to navigate today's complex economic, regulatory, and technological environments, making them not only technically proficient but also future-ready,' Sarieddine added.
Strategic partnerships:
The acheivment is part of a comprehensive initiative launched by the Ministry of Finance to strengthen the financial and accounting sustainability capabilities of federal government employees.
This initiative is implemented in strategic partnerships with leading academic institutions, both local and international, including the American University in Dubai, which hosts the Executive Diploma Programme in Government Financial Policy Sustainability, and the Association of Chartered Certified Accountants (ACCA), which delivers globally recognised certifications such as the Certificate in International Public Sector Accounting Standards, Certificate in Public Finance and the Certificate in Sustainability for Finance.
The project is based on benchmark studies and international best practices, ensuring that all programmes meet the highest global standards. It is designed to cultivate a more efficient, future-ready federal financial system, driven by financial analysis, strategic planning, and the integration of digital transformation and artificial intelligence tools.
The ceremony concluded with the honouring of graduates, celebrating their dedication and achievements and recognising their successful journey in acquiring specialised knowledge and practical skills.
The event highlighted the Ministry of Finance's commitment to developing national talent, capable of advancing the UAE's government financial system and embedding global excellence in public financial management.

Ethiopia has reached a significant milestone in its ongoing efforts to address mounting external debt, securing a $3.5bn debt relief package through an agreement with its Official Creditor Committee (OCC), the Ministry of Finance announced on Wednesday. The memorandum of understanding was concluded under the G20 Common Framework for Debt Treatments, a multilateral initiative aimed at supporting low-income countries facing debt distress. While the financial scope of the agreement has been disclosed, specific terms and conditions — including what Ethiopia may be offering in return — have not been made public. In an official statement, the Ministry of Finance described the agreement as 'an important milestone in Ethiopia's journey towards achieving long-term public debt sustainability,' marking the culmination of a years-long negotiation process with its official creditors. The ministry extended particular appreciation to China and France, co-chairs of the OCC, citing their 'steadfast support and collaboration' throughout the debt treatment discussions. The names of other participating creditors have not yet been revealed. As part of the Abu Dhabi SME Champions Program, Khalifa Fund for Enterprise Development has witnessed a significant growth in the number of deals forged between SMEs and leading public and private institutions, achieving a total of 652 deals by 2024, with a total value of AED 672 million, across various key sectors such as IT, consultancy, advertising and event management. The initiative was launched in 2023 by the Abu Dhabi Department of Economic Development to increase the share of procurement opportunities allocated to SMEs by major private companies as well as government entities and institutions. As a result, the number of registered companies grew from 835 in 2023 to 2,235 in 2024, with the strategic partner count increasing to 20. Since its inception, the programme has been focused on supporting and encouraging SMEs to participate in supply chain opportunities, by providing them with a robust platform for business development. The initiative has created new pathways for these companies to play an active role in private sector projects, thus enhancing their contribution to GDP growth, diversifying economic resources and fostering innovation within Abu Dhabi, in line with the UAE's vision for a more sustainable and diverse economy. The programme features awareness initiatives to educate SMEs on the benefits of forging strategic alliances with both government and private sector entities. It also supports efforts to classify companies, develop their skills and strengthen collaboration and partnership pathways through relevant projects. Micro-enterprises now represent over half of the registered companies, with approximately 20 per cent of them being eligible for deals with leading institutions across both public and private sectors. H.E. Mouza Al Nasri, CEO of Khalifa Fund for Enterprise Development, said: 'The Abu Dhabi SME Champions Program acts as a bridge connecting SMEs in Abu Dhabi with leading institutions and government entities. This helps enhance the productivity and innovation within this vital business category, which is a cornerstone of the national economy. SMEs further play a pivotal role in catalysing Abu Dhabi's sustainable growth, aligning with the UAE's broader vision for economic development. 'Led by Khalifa Fund's ongoing efforts to promote entrepreneurship, the programme has garnered significant attention from Emirati entrepreneurs over the past two years, by paving the way for collaborations with leading institutions. The programme has conducted 13 bi-monthly training sessions to date, in collaboration with at least nine partners, focusing on skill development for SMEs to meet market demands. This is a remarkable milestone in building a sustainable and innovation-based economy, in line with the UAE's aspirations to become a leading knowledge-based and competitive economy.' The programme's key participants include the Abu Dhabi Department of Culture and Tourism, Department of Government Enablement – Abu Dhabi, Department of Finance, Abu Dhabi Investment Office, Family Development Foundation, Early Childhood Authority, AD Ports Group, Miral Group, E&, Aldar Properties, Etihad Airways, EMSTEEL Group, Emirates Development Bank, Agthia Group, ADGM, Mubadala, Masdar City, Industrial Capital Group (ICG), and United Copper Rods LLC (UCR), among others.
