New safety measures under review after deadly FRU accident

KUALA LUMPUR: Police are currently in discussions with various stakeholders regarding improvements to the Standard Operating Procedures (SOP) related to personnel movement and convoy safety, following the fatal crash involving members of the Federal Reserve Unit (FRU).
Home Minister Datuk Seri Saifuddin Nasution Ismail said they are also reviewing technical proposals and their compliance with road safety standards and regulations set by the Road Transport Department (JPJ).
"Following the tragic accident that occurred in Teluk Intan on May 13, which claimed nine lives involving members of the FRU, the police have taken several immediate and comprehensive steps to improve the SOP related to personnel movement and convoy safety.
"Regarding the expected enforcement date of the new SOP and its monitoring method, the police are currently in discussions with various relevant stakeholders, including on technical proposals and compliance with road safety standards and JPJ regulations," he said in a written parliamentary reply.
He was responding to Datuk Seri Takiyuddin Hassan (PN-Kota Bharu), who had queried the matter.
He outlined the key preliminary findings by the police on weaknesses in the existing SOP that contributed to the accident.
These include the use of tactical lorries to transport personnel over long distances without basic safety systems such as seat belts; insufficient ventilation and interior lighting in the lorries; disorganised interior space lacking separation between passengers and equipment; and vehicles not designed for long-distance travel, which can cause fatigue and stress to personnel.
"The existing vehicles were not designed for long-distance endurance, which can cause fatigue and stress to personnel," he said.

Dashcam footage that went viral on social media showed the bus going out of control before veering off the road and crashing into a tree. Three children and one teacher sustained head injuries and were treated as outpatients at Serdang Hospital, while the bus driver was detained to assist in investigations under Section 42 of the Road Transport Act 1987. In a statement issued on Sunday, Muhamad Farid said the accident is believed to have been caused by the bus driver falling into a microsleep due to insufficient rest. He said the 44-year-old male driver has been remanded for two days starting today to assist in the investigations. Preliminary investigations also found that the driver was not under the influence of drugs or alcohol at the time of the incident. "However, records show he has 13 traffic summonses registered under his name," he said. - Bernama

KUALA LUMPUR, Aug 3 — Driver fatigue and lack of sleep are believed to have caused the bus crash at Jalan Persiaran Universiti 1 in Universiti Putra Malaysia (UPM) in Serdang yesterday. Serdang District Police Chief Assistant Commissioner Muhamad Farid Ahmad confirmed the findings, citing investigations into the incident involving a bus carrying pupils and teachers from Pusat Asuhan Tunas Islam (Pasti) Ampang. 'Investigations revealed that the driver was sleep-deprived and is believed to have fallen asleep at the wheel while driving along the route. 'However, preliminary screening found that he was not under the influence of drugs or alcohol,' he said in a statement today. Earlier, it was reported that a teacher and three Pasti Ampang pupils sustained injuries after the bus collided with a tree within the UPM campus. The incident occurred at 12.18pm while the bus, carrying five accompanying teachers and 30 pupils, was en route from a chocolate factory to the G2G Animal Garden at Malaysia Agro Exposition Park Serdang (Maeps). Dashcam footage capturing the crash has since circulated widely on social media.
