
Traffic chaos looms in Guntur as flyover work rushed without alternative roads

Guntur: The rushed attempt to launch construction of a new four-lane flyover at Sankar Vilas Centre could trigger severe traffic disruptions, with alternative diversion roads still incomplete.
Union minister Pemmasani Chandrasekhar had asked authorities to begin flyover works within a fortnight, following an ₹98 crore grant under the Central Road and Infrastructure Fund (CRIF) nearly eight months ago.
Despite the roads and buildings department finalising designs by January 2025, delays in asset acquisition and marking by the Guntur Municipal Corporation (GMC) stalled the project. Although the GMC fast-tracked land handover, legal disputes over compensation pushed the plan into limbo.
Nearly 50 property owners moved court demanding cash payouts under the new Land Acquisition Act, rejecting the civic body's offer of Transferable Development Rights (TDR) bonds.
Surprisingly, the GMC had failed to fully utilize the time to complete the development of alternative roads. The lack of coordination between the town planning and engineering wings in GMC has delayed the road development works.
In fact, the newly developed road under the three-bridges junction was flooded with a simple rain last month leaving the civic authorities stumped.
This road is important exit road for the commuters from Guntur west constituency to reach Vijayawada highway. The railway authorities closed down the passage near three-bridges junction for about four months for construction of additional railway track. The ruling TDP legislators opened the newly constructed road and drain claiming that they brought the decades long trouble of flooding of the road to an end.
Within two weeks of its launch the traffic was completely stalled following a 30-minute rain leaving the legislators and officials shocked.
"The problem at Donka Road (three-bridges junction) needed to be rectified before launching of Sankar vilas flyover work. Otherwise, it will be very difficult to handle the traffic in the city," said Guntur East legislator Mohammed Naseer.
The GMC has been working on replacement of pipelines near Sarada Colony-Nehru Nagar road for the past several months. It was another exit road to reduce the traffic congestion in the city. Ironically, the GMC failed to exert pressure on the railway authorities to complete the Reddypalem-New Guntur railway station road to divert the freight vehicles without entering the city. The entry of container cargo vehicles into Sitaram Nagar road to reach New Guntur railway station is already crippling the traffic in the city.
The city will be left with Pattabhipiram-Hindu college road and IRR to manage the massive traffic that moves between Guntur-Vijayawada.

GMC rolls back property tax hike
Ghaziabad: Ghaziabad Municipal Corporation (GMC) board on Monday repealed its earlier decision to hike property tax in the city. The new tax structure came into effect on April 1 this year, but there has been growing opposition to it from RWAs and trader associations, forcing councillors of each ward to request the board to reconsider its decision. Mayor Sunita Dayal called a special board meeting to discuss the issue, and after a heated debate in the house, the board repealed the decision. Tyagi said, "As per municipal rules, GMC can hike property tax once every two years. In FY 2023-24, the tax was increased by 10% and for this financial year, it has been increased again, which is about three to four times higher. It was a violation of rules, so I filed a case. Now, when the GMC board has repealed its decision, on the next date of hearing, which is on July 29, GMC will furnish a reply in which the board's decision will be stated. The revised rate is between Rs 0.75/sq foot to Rs 4/sq foot. In March this year, the board passed the proposal to link tax with the DM circle rate. GMC calculates tax based on the annual rental value (ARV) of a property.

Bengaluru property owners up in arms after BBMP notification for road widening lists past owners
Property owners on ITPL - Hoodi Main Road who are set to lose parts of their properties to road widening are up in arms after Bruhat Bengaluru Mahanagara Palike (BBMP) issued a draft notification for land acquisition on June 18. The civic body in its notification has listed names of owners in Records of Rights, Tenancy and Crops (RTC), that are not updated for decades now, even as the property ownership has changed several hands now. Significantly, BBMP itself had issued notices to the present owners for road widening in 2017, acknowledging their ownership. H.M. Chandrashekhar, who bought a plot and built a residence off the road in 1987, is now shocked to see his part of the plot and building in survey number 191 of Hoodi village marked for acquisition and the owner listed as Nagappa, who was the owner of the said land as per RTC last updated in 1968. When he bought the land in 1987, Nagappa was not its owner. Another property owner, Venkatesh Reddy, had his house built on part of his ancestral land (survey no 192/1) in 1999, but the notice now lists his great-grandfather, Dodda Tayappa Reddy, who died over half a century ago, as the owner of the land. So is the tale of many other property owners in the area. Moreover, as the road has seen extensive development on either side, the draft notification lists the status of the land as empty, as per RTCs. 'The BBMP is doing this deliberately to cut out our rights as legitimate property owners to even fair compensation. Back in 2017, BBMP wanted to widen this road by 1.5 metres on either side and served us notices for acquisition. They agreed to compensate us with ₹18,197 per sq. ft as per the Right to Fair Compensation and Transparency in Land Acquisition (Rehabilitation and Resettlement) Act, 2013. But it was not pursued. Now the draft notification doesn't even name us as owners, when we have A Khata, paying taxes etc and BBMP itself had acknowledged us before,' rued Mr. Chandrashekhar. Concerns over 'TDR scam' In an objection to the draft notification filed by the property owners, they raise concerns that this move by civic officials may lead to a 'TDR scam' where bogus land owners are provided Transferrable Development Rights (TDR). 'This notification is done in haste to benefit a few vested interests and also to repeat the TDR scam reported earlier, where officials have been accused of making wrongful gains by issuing notifications in the names of bogus land owners and thereby granting TDR illegally,' the objection read. There have been earlier instances where bogus land owners were issued TDRs, and the cases of the same are being probed by the Karnataka Lokayukta and the Directorate of Enforcement (ED). ED had raided multiple locations in the city in the last week of May in connection with the TDR scam. Property owners have demanded that the draft notification be immediately cancelled and a fresh notification be issued with the names of existing owners listed. Property owners are also mulling over complaining to the Karnataka Lokayukta over the same. However, Chief Civic Commissioner M. Maheshwar Rao told The Hindu that the notification was only a draft and property owners can make their claims in response to it and their claims will be considered while issuing a final notification. Property owners have 30 days time from June 18 to make their claims and submit objections. 'Not updating revenue records a problem' Real estate industry insiders said that not updating revenue records in the city for decades now was a festering problem in having clear land titles. 'The last city survey where RTCs were converted to urban records has only covered the old core city and contradicting ownership records is a problem in all areas beyond the core. What the civic body has done, going by revenue records, is per se legally not wrong and that is a larger problem,' said a prominent builder who did not wish to be named.

BJP leaders meet Munneru displaced persons
Khammam: 'Takingland and undertaking work without paying compensation is a betrayal of the Constitution. This is a clear example of the government's bestiality,' said Bharatiya Janata Party District President Nelluri Koteswara Rao. On Saturday, he met the displaced people of Munneru in Division 29 and 30 of Khammam city during which he received petitions given by the victims. The victims appealed to the district presidents that they had not received full compensation for the damage they had lost last year due to the Munneru floods. In addition, the victims complained that they had not been fully compensated for the hundreds of acres of land they were losing due to the construction of the retaining wall on both sides of Munneru. The BJP leaders warned that they would hold agitations for the victims if necessary. Rao made it clear that they would demand justice for the displaced people as per the 2013 Land Acquisition Act. He assured that they would talk to government officials and ensure that justice is done to the victims. Later, BJP leaders inspected the land acquisition area next to the gas godown at Maisamma Temple.
