Ongole: Municipal Administration and Urban Development Minister P Narayana announced that the pending construction works of TIDCO houses will be completed and houses will be handed over to the beneficiaries by Diwali festival. He held a review meeting on the activities related to Ongole Urban Development Authority at the Collectorate here on Friday. Later addressing the media, Minister Narayana explained that the TIDCO houses are being constructed in three categories with areas of 300, 365, and 430 square feet. He announced that houses measuring 365 and 430 square feet will be completed first and delivered to beneficiaries by Diwali. He alleged that the previous government had raised bank loans in beneficiaries' names without providing houses, leading to non-performing assets (NPAs) in bank accounts. After Chief Minister N Chandrababu Naidu's instructions and paying Rs 140 crore to the banks, the Minister explained that the banks enabled the beneficiaries to take out fresh loans. He said the construction activities have commenced across the State, with L&T representatives expected to begin construction work in Prakasam district within the next 15 days. The MAUD Minister announced that four of the eight and a half million tons of waste accumulated State-wide during the previous government's tenure had been recycled already, and the remaining will be recycled by October 2. He informed that tenders have been called for to provide safe drinking water through taps in the State. He said that within four years, every household will receive water from surface sources like rivers rather than borewells. Narayana said for road expansion in Ongole, TDR (Transferable Development Rights) bonds will be provided to affected parties. He emphasised the government's commitment to creating 20 lakh jobs as promised, focusing on bringing industries to the state. He said that free bus travel for women will begin from August 15, as announced by the Chief Minister. He said that the government is coordinating with the Central government to provide financial assistance to farmers. He announced that they are planning to extend Anna Canteens, which are addressing hunger among the poor and currently serving 2.25 lakh people daily, to the rural areas. Narayana, the municipal minister, said earlier, norms applied only to buildings above five floors, but now structures below five floors will also benefit from simplified approval. "Builders can mortgage 10 per cent of the plot area and construct as per the rules. For government lands, submitting an affidavit will be sufficient," said Narayana, addressing a press conference after the Cabinet meeting. He said balconies up to 1.5 metres are now allowed for buildings raised three metres from the ground and added that installing CCTV cameras is now mandatory in all residential and commercial buildings. For non-red category industries, the road width must be at least nine metres, while for red category industrial constructions, it should be 12 metres, said the minister. Sewage Treatment Plants (STPs) must be constructed at the back of buildings, he said. Narayana said those who lose land due to road widening will be issued Transferable Development Rights (TDR) bonds, which allow the construction of an additional floor on the same building without needing further approval. Builders and developers will now be granted licenses valid for three years, Narayana said. For buildings with a ground floor or ground plus one floor and built within an area of 50 square metres, a nominal fee of Re 1 is required for obtaining approval, he said. For properties shared by siblings, a two-metre pathway suffices for plots up to 100 square metres, while 3.6 metres is adequate for larger plots, the minister said.

1 2 Guntur: The rushed attempt to launch construction of a new four-lane flyover at Sankar Vilas Centre could trigger severe traffic disruptions, with alternative diversion roads still incomplete. Union minister Pemmasani Chandrasekhar had asked authorities to begin flyover works within a fortnight, following an ₹98 crore grant under the Central Road and Infrastructure Fund (CRIF) nearly eight months ago. Despite the roads and buildings department finalising designs by January 2025, delays in asset acquisition and marking by the Guntur Municipal Corporation (GMC) stalled the project. Although the GMC fast-tracked land handover, legal disputes over compensation pushed the plan into limbo. Nearly 50 property owners moved court demanding cash payouts under the new Land Acquisition Act, rejecting the civic body's offer of Transferable Development Rights (TDR) bonds. Surprisingly, the GMC had failed to fully utilize the time to complete the development of alternative roads. The lack of coordination between the town planning and engineering wings in GMC has delayed the road development works. In fact, the newly developed road under the three-bridges junction was flooded with a simple rain last month leaving the civic authorities stumped. This road is important exit road for the commuters from Guntur west constituency to reach Vijayawada highway. The railway authorities closed down the passage near three-bridges junction for about four months for construction of additional railway track. The ruling TDP legislators opened the newly constructed road and drain claiming that they brought the decades long trouble of flooding of the road to an end. Within two weeks of its launch the traffic was completely stalled following a 30-minute rain leaving the legislators and officials shocked. "The problem at Donka Road (three-bridges junction) needed to be rectified before launching of Sankar vilas flyover work. Otherwise, it will be very difficult to handle the traffic in the city," said Guntur East legislator Mohammed Naseer. The GMC has been working on replacement of pipelines near Sarada Colony-Nehru Nagar road for the past several months. It was another exit road to reduce the traffic congestion in the city. Ironically, the GMC failed to exert pressure on the railway authorities to complete the Reddypalem-New Guntur railway station road to divert the freight vehicles without entering the city. The entry of container cargo vehicles into Sitaram Nagar road to reach New Guntur railway station is already crippling the traffic in the city. The city will be left with Pattabhipiram-Hindu college road and IRR to manage the massive traffic that moves between Guntur-Vijayawada.
