These partnerships promote an inclusive, well-coordinated, and responsive disaster management system within the province, remarked Dr Joey Krishnan, the Cooperative Governance and Traditional Affairs (Cogta) acting HOD. Krishnan was speaking on Friday, at a presentation to the KZN Legislature Cogta portfolio committee on the disaster management report. She said the social partners assist Cogta with various types of support, relief material, food, blankets, as well as specialised training, and they come to the front when there are disasters. She said the collaboration was aimed at enhancing disaster management operations across the province. The presentation to the committee highlighted grants transferred to the various municipalities, post-disaster grants, and progress on the grant expenditure and implementation. Krishnan said that despite these constraints, a R2 million allocation has been made for the 2025/2026 financial year to support the maintenance of integrated communication systems. She said that the cooperation agreements signed on 20 February significantly strengthened the KZN PDMC's capacity across all phases of disaster management. The national DMC transferred grants to municipalities to repair damaged infrastructure due to disaster-related incidents. One of the recurring impediments to effective project implementation is the presence of internal challenges in addressing Supply Chain Management (SCM) issues. Bonginkosi Mngadi, MPL Umkhonto Wesizwe Party (MKP) suggested that the portfolio committee receive a close-out report for the monies that are allocated to the municipalities meant to assist society. 'There is a tendency that when the money gets allocated for a disaster and the project does not get finished, only to find that the money is gone. It will be vital if we start managing the issue of close-out reports so that we get value for money,' he said. Marlaine Nair, Cogta portfolio committee chairperson said that the department of Cogta must find an additional budget to be able to do much more in the province in terms of preparation for disaster preparedness and prevention. 'We have suggested collaboration with the private sector. After all, it is in the interest of everyone, especially businesses, that as a province we have the best possible plan and system in place when a disaster strikes. We are also concerned about disaster grant spending in the various municipalities and have called for close-out reports on the various projects. We must ensure that grants spent on rebuilding are used to build better,' she said.

Mndebele, who was appointed as the manager on Friday, was described by Mzimkhulu Thebolla, Msunduzi's mayor, as pivotal to reposition Msunduzi as a municipality that is responsive, financially stable, and people-centred. Mndebele previously served as a technical support expert for Msunduzi Municipality, deployed by the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (COGTA). Mndebele also served as municipal manager at Govan Mbeki Local Municipality and director in its Corporate Services department at Chief Albert Luthuli Municipality. Msunduzi Association of Residents, Ratepayers and Civics (MARRC) CEO Anthony Waldhausen is concerned that the Govan Mbeki municipality was issued with a disclaimer notice for three financial periods from 2017/2018, 2018/2019, and 2019/2020 by the Auditor General. Waldhausen stated that Msunduzi had a revolving door where municipal managers have not served their full terms of office. Financial experts warn that auto-assessments, which rely solely on third-party data, can contain critical errors that might cost taxpayers dearly if left unchecked. According to Procompare, an online platform that connects South Africans with local professionals, Sars auto-assessed around 3.5 million individuals in 2024, nearly half of the country's tax base. The process draws on pre-submitted data from employers, banks, medical aids, and retirement fund administrators to estimate a taxpayer's return, but the estimation isn't always spot on, it says. Procompare says errors may include omitted income, overlooked deductions, or incorrectly reported figures. "An auto-assessment can be convenient if your tax affairs are simple, but don't assume it's 100% correct," says Adriana Taljaard of AT Accounting & Taxation Solutions, an accountant affiliated with Procompare. Incorrect reporting : Errors from banks, medical schemes, or other entities can result in Sars populating incorrect figures. Exclusions of non-standard deductions : Expenses such as home office costs, travel allowances, charitable donations, and unreimbursed medical expenses are not included unless captured by third parties. Undeclared personal income streams : Rental earnings, freelance work, or side businesses not reported to Sa rs wo n't feat ure in auto-calculations, potentially leading to under-reporti ng. Taljaard says Sars itself cautions that there 'might be some income sources and certainly expenses... of which Sars may not be aware', reinforcing the need for taxpayers to validate their data. "For the additional income, a P&L must be compiled in order to submit the profits or losses that the additional source of income," advises Rushaan Toefy, owner of Rushaan Toefy Financial Services in Cape Town. "As for the travel allowance, a complete logbook detailing must be provided in order for Sars to account for the extra tax savings." Procompare says if you suspect your auto-assessment may be flawed, prompt action is essential. Here's how to respond: Log into Sars eFiling and verify data : review the third-party certificates used and compare them with your own (IRP5s, IT3(b), medical tax certificates). Correct errors at source : contact banks or employers to amend inaccuracies and resubmit official data to Sars . File a complete ITR12 return : add missing income and deductions, ensuring your final return reflects the full scope of your tax situation. Submit before the deadline : most individuals must file by around 20 October. Failure to act means Sars' assessment becomes legally binding. Retain supporting documentation : keep evidence of any additions or changes for at least five years in case of an audit. Confirm your updated assessment : Sars will issue an ITA34 with your revised outcome. Review it thoroughly to ensure accuracy.
