The KwaZulu-Natal government does not have sufficient resources to manage disasters in the province, so they have engaged in many Memorandum of Understanding (MOU) with various social partners to assist.
These partnerships promote an inclusive, well-coordinated, and responsive disaster management system within the province, remarked Dr Joey Krishnan, the Cooperative Governance and Traditional Affairs (Cogta) acting HOD.
Krishnan was speaking on Friday, at a presentation to the KZN Legislature Cogta portfolio committee on the disaster management report.
She said the social partners assist Cogta with various types of support, relief material, food, blankets, as well as specialised training, and they come to the front when there are disasters. She said the collaboration was aimed at enhancing disaster management operations across the province.
The presentation to the committee highlighted grants transferred to the various municipalities, post-disaster grants, and progress on the grant expenditure and implementation. In response to ongoing fiscal constraints, Cogta has been instructed by the Provincial Treasury to implement cost-cutting measures.

As a result, several Provincial Disaster Management Centre (PDMC), projects have been deferred to the 2026/2027 and 2027/2028 financial years. Krishnan said that despite these constraints, a R2 million allocation has been made for the 2025/2026 financial year to support the maintenance of integrated communication systems.
She said that the cooperation agreements signed on 20 February significantly strengthened the KZN PDMC's capacity across all phases of disaster management.
The national DMC transferred grants to municipalities to repair damaged infrastructure due to disaster-related incidents. These include the disaster response grant, which is implemented within six months, and the disaster reconstruction and rehabilitation grant, implemented within 12 months. The total funding received by KZN municipalities between 2019 and 2025 was R4.1 billion.
'The PDMC also collects a comprehensive portfolio of evidence during project implementation, including business/implementation plans, GPS coordinates, photographs, reports, receipts, and close-out reports,' Krishnan said.
According to the report, the main challenges identified were compliance-related and implementation related issues. Compliance-related issues include the non-submission of monthly reports, the submission of reports that fail to meet compliance requirements, and the failure to provide supporting documents, such as proof of payments.
One of the recurring impediments to effective project implementation is the presence of internal challenges in addressing Supply Chain Management (SCM) issues.
Bonginkosi Mngadi, MPL Umkhonto Wesizwe Party (MKP) suggested that the portfolio committee receive a close-out report for the monies that are allocated to the municipalities meant to assist society.
'There is a tendency that when the money gets allocated for a disaster and the project does not get finished, only to find that the money is gone. It will be vital if we start managing the issue of close-out reports so that we get value for money,' he said.
Marlaine Nair, Cogta portfolio committee chairperson said that the department of Cogta must find an additional budget to be able to do much more in the province in terms of preparation for disaster preparedness and prevention.
'We have suggested collaboration with the private sector. After all, it is in the interest of everyone, especially businesses, that as a province we have the best possible plan and system in place when a disaster strikes. We are also concerned about disaster grant spending in the various municipalities and have called for close-out reports on the various projects. We must ensure that grants spent on rebuilding are used to build better,' she said.

Image: Msunduzi Municipality Msunduzi Municipality ratepayer associations are looking forward to a fresh and effective approach from new municipal manager Simon Mndebele to turn the city's fortunes around. Mndebele, who was appointed as the manager on Friday, was described by Mzimkhulu Thebolla, Msunduzi's mayor, as pivotal to reposition Msunduzi as a municipality that is responsive, financially stable, and people-centred. Mndebele previously served as a technical support expert for Msunduzi Municipality, deployed by the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (COGTA). Mndebele also served as municipal manager at Govan Mbeki Local Municipality and director in its Corporate Services department at Chief Albert Luthuli Municipality. 'In this capacity, he led the development of the municipality's turnaround strategy, conducted diagnostic analyses, and helped establish critical performance oversight structures. Thebolla called upon all stakeholders to rally behind Mndebele and support his mission to lead a clean, capable, and service-driven administration. Jimmy Naidoo, chairperson of the Northern Areas Residents and Ratepayers Association (NARRA), stated that over the years, they have not had a municipal manager who has completed their term or addressed the core challenges that ratepayers face—particularly those related to billing systems, policy implementation, and credit control. 'We are hopeful that the newly appointed manager will take decisive and aggressive steps to fix the ongoing issues in the billing cycle. It is also crucial that accountability is enforced and that there are clear consequences for non-performance across all departments. We look forward to seeing whether he will bring a fresh and effective approach—one that finally delivers where others have fallen short,' Naidoo said. Msunduzi Association of Residents, Ratepayers and Civics (MARRC) CEO Anthony Waldhausen is concerned that the Govan Mbeki municipality was issued with a disclaimer notice for three financial periods from 2017/2018, 2018/2019, and 2019/2020 by the Auditor General. Waldhausen stated that Msunduzi had a revolving door where municipal managers have not served their full terms of office. 'Did the selection committee for the municipal manager conduct a thorough due diligence report to ensure that no other red flags were missed? Since 2010, we have had over five municipal managers, some left with a cloud over their heads from supposed suspension, and then to have the suspension overturned or withdrawn,' Waldhausen said. Waldhausen called for a professional, effective, and competent municipal workforce that can provide service delivery and development to the citizens of Pietermaritzburg, but it must be free from any form of political interference and internal factionalism. The MARRC stated that they would work with Mndebele to turn the fortunes of Pietermaritzburg around for the better. 'We call on the mayor and council to allow the municipal manager to do his job without fear and favour,' said Waldhausen. Waldhausen said that MARRC submitted a discussion document on the White Paper on Local Government, calling for an overhaul of local government. 'One of the suggestions is to make the selection and appointment of the municipal manager and senior management positions to be done in the public space, and to have the selection and appointment of the municipal manager and senior management positions conducted in the public space,' he said.

Pietermaritzburg High Court rules in favour of a man who has occupied a property for more than 30 years, in a property dispute ownership Image: Pexels The Pietermaritzburg High Court has dismissed the application by two individuals who tried to gain ownership of a property they 'abandoned' more than 30 years ago to Mkhunjulwa Obed Langa, who has maintained it and consistently paid municipal bills throughout the years. Anthony Zwelebanzi Mncadi and Susan Mncadi went to the High Court to appeal Acting Judge Khuzwayo's order of declaring Langa as the owner of the property under the Prescription Act. Langa filed an application in terms of the Prescription Act no. 68 of 1969 to be declared the registered owner of the said property after the Mncadi's tried to evict him from the property on February 19, 2019. This is as Langa resided in the property since 1981, made various alterations, and paid all the municipal accounts which were in his name. From 1981 until 2018, the Mncadi's had showed no interest in the property until September 2018, when they brought an eviction application, which was granted in February 2019 by the Ngwelezane Magistrate Court. In his request to have the eviction canceled, Langa stated that he had occupied the property without interruption for more than 30 years. However, Anthony stated that the property was allocated to him in 1969, and he lived there until 1977. 'The property was leased to Xulu (a different tenant) during 1977, and the deed of grant dated March 5, 1981, was then granted to them (Mncadi's),' they stated to the Magistrate court. However, this was canceled by the Registrar of Deeds, Ulundi, on March 5, 1984, and on March 8, 2019, ownership was changed. On 8 March 2019, the surname on the Deed of Grant in respect of the ownership unit for residential purposes was amended in terms of section 41(b) of Act 47 of 1973 by the letter "G" in the surname Mngadi being changed to the letter "C" as is spelt now by the Mncadi's. In November 2019, the Magistrate canceled the eviction order. After that, Langa went to the high court to seek ownership, stating that he was still residing in the property and had been for the past 37 years until the dispute in 2018. The Mncadi's maintained that Langa has no right to claim the property as his own. They denied signing any papers for the sale of the property. The Mncadi's argued that Langa did not intend to possess the property. Additionally, they acknowledged that changes have been made to the property. The court found that the transfer of property never took place. Acting Judge Khuzwayo granted Langa the ownership. 'To succeed with an application for acquisitive prescription, an applicant must allege and prove: Civil possession, possession with the intention to possess and control as owner. This Respondent (Langa) did so by occupying it openly and by making alterations to the property,' the Pietermaritzburg High Court said.
