Coast sand and stone crisis: Locals blame mafia, policy paralysis

Mangaluru: In coastal Karnataka, natural resources like sand, laterite, and gravel—once abundantly available for local construction—have turned into contested commodities. What locals once viewed as their rightful share of the region's natural wealth is now at the centre of a spiralling resource crisis, allegedly driven by political interests and unchecked commercial exploitation.
Much like how Ballari's mineral-rich lands became synonymous with iron ore and Kolar with gold, the coastal belt's bedrock—its sandbanks and laterite deposits—has emerged as a resource hotspot. However, as large-scale extraction began catering to demands from Bengaluru and neighbouring Kerala, allegations of an entrenched 'sand mafia' have begun to surface.
Residents say that the regulatory clampdown on local sand extraction—especially in areas not falling under the Coastal Regulation Zone (CRZ)—has ironically created a scarcity in the region, driving up construction costs and putting pressure on daily-wage labourers dependent on the industry.
'Earlier, three units of sand would cost around ₹3,000, including royalty charges. Today, it has touched ₹20,000,' said Athaulla Jokatte, a top functionary of the Social Democratic Party of India in Mangaluru. According to him, the royalty per unit, once ₹350, has surged to ₹1,800, with no corresponding access to local resources.
While tenders have been floated for sand extraction in non-CRZ areas such as Adyar, Gurupura, Shambhoor, Moodbidri, Puttur, Uppinangady, Belthangady, Siddakatte, and Sullia, administrative approvals have reportedly been withheld. This has led to growing frustration among local builders and workers alike, who now face difficulty sourcing essential materials within the district.
'There is an irony here,' said a civic activist in Moodbidri. 'The very sand from our riverbeds is being trucked out to other districts and states, while locals are denied access. The system is punishing us with high prices and stalled work, just because we're not part of the political supply chain.' Jokatte said.
Environmental safeguards, particularly those concerning the CRZ Act, remain vital for long-term ecological stability, say officials. But critics argue that selective enforcement and lack of a clear, scientific extraction policy for non-CRZ areas have created a vacuum ripe for exploitation.Amid this, there is a rising public demand for the district administration to revisit its policies. Civil society groups have called for minimal royalty rates, regulated extraction in non-sensitive areas, and a halt to the indiscriminate export of resources outside the region.
What began as a regulatory exercise to protect the coast has now become, many allege, a political economy of control. As coastal Karnataka's development hinges on infrastructure, affordable housing, and sustainable employment, many believe the region must reclaim both access and accountability over its natural wealth.

Two days after a video of a man being beaten up by three men outside the Thane railway station went viral, another video has surfaced in which the accused are made to fall at his feet and apologise by the Shiv Sena (UBT). One of the accused is even slapped. All this happens in the presence of former Shiv Sena (UBT) MP Rajan Vichare in a closed room. In the video, the three men are told to speak in Marathi despite not knowing the language and are warned 'such things will not be allowed in Maharashtra'. On Monday, the three men beat up Thane resident Kiran Jadhav (43) outside a mobile phone store near the Thane railway station. Soon after, Shiv Sena (UBT) workers reached out to Jadhav and took him to the Thane Civil Hospital. The party workers then lodged an FIR at the Naupada police station against the three men identified as Shanmukh Pujari, Saurabh Jaiswal and Jayantilal Purohit. 'Jadhav wanted to recharge his SIM card at the mobile phone store. When one of the accused said the shop did not have the facility to do it and it must be done online, it led to an argument. The accused then beat up Jadhav,' a police officer said. As the sections involved were not major, police issued a notice to the accused and allowed them to leave. Several Shiv Sena (UBT) workers had gathered at the Naupada police station in support of Jadhav. Next day, two of the accused were brought to an office where Vichare and Jadhav were present. On camera, the accused were asked to identify themselves and fall at the feet of Jadhav and apologise. Nudged by someone, Jadhav also slapped one of the accused, as seen in the video. Later, in the video, Vichare is heard telling the accused that they beat up a 'Marathi manoos' and 'it won't work in Maharashtra'. The accused, standing with their hands folded in one corner, apologised again following which they are asked to talk to everyone in Marathi, to which they agree. Shiv Sena (UBT) MLA Aaditya Thackeray said the incident has nothing to do with Marathi-non-Marathi issue. 'There was an altercation between them over disagreement in a shop over charging of phone. This has been mentioned in the FIR as well. It has nothing to do with language of either of them. I urge all to not give it a colour of any dispute over language,' Thackeray said.

Trump's views on citizenship to the United States are an open secret. The US President has repeatedly criticised the current green card system—especially family-based immigration—maintaining that the US should prioritise skilled immigrants rather than allowing extended family members to immigrate through family ties. Trump has advocated for a points-based immigration system, similar to those in Canada or Australia. Under this, green cards would go primarily to immigrants with high levels of education, English proficiency, and job offers in specialised fields. To become naturalised as a US citizen, an individual needs to be above the age of 18 and to have lived continuously in the US as a green card holder for five years, or three years if they are married to a US citizen. WHAT IS A GREEN CARD? A Green Card—officially known as a Permanent Resident Card—is a document issued by the US government that allows a non-US citizen to live and work permanently in the United States. By granting lawful permanent resident (LPR) status, a Green Card allows the holder to live and work in the US indefinitely, travel outside the US (with some restrictions), and apply for US citizenship after a few years (typically 3–5 years). Originally, the card was green in colour when first issued in the 1940s. Even though it has gone through many design changes (and was not green for decades), the nickname 'Green Card" stuck. The most recent versions have returned to a green-ish tint. WHAT ARE THE LEGAL WAYS TO GET A GREEN CARD? • Family-Based Green Card: This is the most common pathway. A person is eligible for this if they are immediate relatives of a US citizen (spouse, unmarried child under 21, parent) or other family categories (e.g., siblings, married adult children) of US citizens or green card holders. A US relative files Form I-130 (Petition for Alien Relative) and then one applies for the Green Card via Adjustment of Status (if inside the US) or Consular Processing (if abroad). • Employment-Based Green Card: This is issued to individuals with certain job offers, skills, or qualifications. The categories under this include: EB-1: People with extraordinary abilities, researchers, executives EB-2: Professionals with advanced degrees or exceptional abilities EB-3: Skilled workers, professionals, and other workers EB-4: Special immigrants (e.g. religious workers, U.S. government employees abroad) EB-5: Investor green card – $800,000+ investment in a U.S. business creating jobs In this case, an Employer usually files Form I-140 (Immigrant Petition for Alien Worker) and then one adjusts status or goes through consular processing. • Diversity Visa (Green Card Lottery): This is a US government programme for people from countries with low US immigration. They should hail from an eligible country and meet minimum education or work experience requirements. The applicant will apply through the official Diversity Visa Program (free to enter) and if selected, go through the interview and background check stages. • Asylum or Refugee Status: This applies if one is fleeing persecution. One must prove they are a refugee or asylee based on race, religion, nationality, political opinion, or group membership. The applicant must apply for asylum or enter the US as a refugee. After one year, they can apply for a Green Card via Form I-485. • Special Categories U visa: For victims of crimes who assist law enforcement T visa: For trafficking victims Special Immigrant Juvenile: For abused or neglected minors WHAT IS THE GENERAL APPLICATION PROCESS? Someone usually must file an immigrant petition for you (often referred to as sponsoring or petitioning for you). In some cases, you may be eligible to file for yourself. Despite a Supreme Court ruling to 'progressively reduce' the deputation of Indian Police Service (IPS) officers in Central Armed Police Forces (CAPF), the Union Home Ministry continues to appoint IPS officers to senior posts. Since May 23, 2025, when the Supreme Court ruled that Group A officers of CAPFs are 'Organised Services' for 'all purposes,' at least eight appointments of IPS officers in the rank of Commandant to Inspector Generals in the CAPFs have been made by the Ministry. In the Sanjay Prakash & Others versus Union of India case, the court ruled that the deputation posts of IPS officers in the Senior Administrative Grade (SAG) or up to the rank of Inspector General in CAPFs should be 'progressively reduced over a period of time, say within an outer limit of two years.' The counsel for the petitioners have now written to the Home Ministry, the Department of Personnel and Training (DOPT), and the Director General of all CAPFs that the ongoing appointments are in contempt of the court judgment. In 2021, Group A officers of the CAPFs approached the apex court seeking Non-Functional Financial Upgradation (NFFU), cadre review and restructuring and amendment of recruitment rules to eliminate IPS deputation and allow internal promotions up to SAG. Reduce IPS dominance Presently, 20% posts in the rank of Deputy Inspector General (DIG) and 50% posts in the rank of Inspector General (IG) in CAPFs are reserved for IPS officers. The court's decision would significantly reduce the IPS dominance in CAPFs. Around 13,000 CAPF officers were likely to benefit from the judgment leading to faster promotions. The Home Ministry is the cadre controlling authority for CAPFs and the IPS. The CAPFs comprise the Border Security Force (BSF), the Central Industrial Security Force (CISF), the Central Reserve Police Force (CRPF), the Sashastra Seema Bal (SSB) and the Indo Tibetan Border Police (ITBP). Due to a large number of posts being reserved for IPS officers, CAPF officers suffer stagnation in services and on an average an officer who joins as Assistant Commandant (AC) takes 25 years to be promoted as a Commandant, whereas he or she should attain the seniority in 13 years. A CAPF official said that before the judgment, the IPS officers were being appointed to the ranks of DIG and IGPs, but on June 25, the Ministry appointed a 2016 batch IPS officer of Tripura cadre as Commandant, equivalent to Superintendent of Police rank, in the Sashatra Seema Bal (SSB). Though there is a provision in the SSB Act to depute IPS officers to the post of a Commandant, the order was unusual as it is very rare for an SP rank IPS officer to come to CAPF on deputation. As on June 23, there were 69 sanctioned posts for IPS at the rank of IGP in BSF, CRPF, CISF, SSB and ITBP, out of which 56 were occupied. Out of 117 DIG posts for IPS officers, 24 posts were vacant.
