Delhi Health Minister reviews key reforms, calls for critical care blocks in hospitals

Delhi Health Minister
Pankaj Singh on Wednesday directed officials to identify suitable spaces within government hospitals for the immediate establishment of
critical care blocks
, along with addressing other key issues related to the healthcare system.
The minister chaired a review meeting with senior officials of the Health Department and announced key reforms aimed at strengthening the
public healthcare infrastructure
across the national capital, according to an official statement.
He said that under the central government's
PM-Ayushman Bharat Health Infrastructure Mission
(PM-ABHIM), officials have been directed to identify suitable spaces within government hospitals for the immediate establishment of critical care blocks.
These blocks are intended to enhance
emergency preparedness
and improve access to advanced life-saving care, Singh said, adding, "To ensure patients are not forced to move between hospitals, the installation of
dialysis machines
must be expedited. We are working to increase the number of machines to over 300."
In view of the upcoming monsoon season, the minister also stressed the importance of maintaining an uninterrupted supply of essential medicines. "No government hospital in Delhi should face a medicine shortage. Emergency procurement must be prioritised and completed within the stipulated timeframe," he added.
The Health Minister further directed all government hospitals to complete registration under the
Hospital Information Management System
(HIMS) without delay, in accordance with prescribed protocols.
He also said there are also plans to set up model health labs in Delhi, which will provide a wide range of essential diagnostic tests for the public.
Highlighting the need for mental healthcare, Singh announced that brain health clinics, on the lines of the existing one at Indira Gandhi Hospital in Dwarka, will be established in all districts.
"The Brain Health Clinic at Dwarka has received a good public response. We aim to replicate this model to ensure timely treatment for mental health issues across the city," he said.

Pune: Shiv Sena MP from Maval Shrirang Barne has raised the issue of hospitals denying treatment under the Centre's Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (PM-JAY) with Union health minister J P Nadda . During his visit to Delhi on Wednesday, Barne met Nadda and submitted complaints received from citizens who were allegedly refused treatment despite being eligible under the centrally-sponsored health assurance scheme. He informed the minister that although 148 hospitals in Pune district were currently empanelled under the Ayushman Bharat scheme, several of them have been turning away patients, undermining the core objective of the scheme launched in 2018. Though the issue had been raised multiple times with the local authorities, the MP decided to take it up directly with the Union health minister as the problem persisted across several regions. The MP said that Nadda took immediate cognizance of the matter and directed his secretary to look into the complaints and take suitable action. "The minister has also assured that strict action will be taken against hospitals denying treatment to eligible patients under the scheme," Barne added. The objective of the scheme is to provide quality and free healthcare services to poor and needy citizens. Last year, the govt also approved inclusion of all senior citizens above the age of 70 under the scheme. The scheme provides health coverage of up to Rs 5 lakh per family per year for secondary and tertiary care hospitalisation, benefiting many from economically weaker citizens across the country. Barne said that denial of treatment not only violated the directives of the central govt but also infringed upon the health rights of senior citizens. As a result, many elderly people in Pune district were unable to access timely and adequate medical care, putting their lives at risk. "Strict legal action should be taken against hospitals not implementing the scheme. Immediate instructions must be issued to all empanelled hospitals in Pune district to mandatorily implement the scheme. Additionally, a monitoring mechanism should be established to ensure that senior citizens receive treatment under this scheme in a smooth and hassle-free manner," he said.

Delhi hospitals, police stations to be paired up for faster emergency response
Delhi Lieutenant Governor VK Saxena on Friday approved the linking and re-distribution of police stations to designated hospitals for handling Medico Legal Cases (MLCs) and conducting Postmortem Examinations (PMEs). The initiative, aligned with the recently enacted Criminal Justice Acts, is aimed at ensuring quicker and more effective medical and forensic responses in cases such as road accidents, sexual assault and other emergencies requiring urgent medico-legal approval came after a comprehensive interdepartmental review involving Delhi Police, the Home Department and the Health and Family Welfare Department of the GNCTD. Initially, Delhi Police submitted a consolidated list of police stations with their existing and proposed hospital linkages. The Health Department then developed a proposal addressing delays and inefficiencies in current medico-legal procedures.A committee under the Health Department conducted a detailed study and recommended optimal pairings between police stations and hospitals to reduce emergency response times and streamline medico-legal protocols. These proposals were vetted for feasibility by the Home Department in consultation with police and healthcare the Law Department reviewed the draft notification and made necessary legal amendments. The final re-distribution has been implemented under Section 194(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS) Act, measure is expected to strengthen coordination between law enforcement and healthcare systems, enabling timely medical aid and medico-legal documentation. Transaction adviser being appointed for PPP model in 11 hospitals
New Delhi: Delhi Health Minister Pankaj Kumar Singh said on Friday that the government is working to introduce the Public-Private Partnership (PPP) model in 11 hospitals and a transaction adviser is being appointed for the purpose. Speaking to reporters after an inspection at Bawana's Maharshi Valmiki hospital, Singh said the government is committed to implementing the vision of Prime Minister Narendra Modi and address concerns of patients and the doctors. 'We have come across some lapses and shortcomings at Maharshi Valmiki Hospital and I have ordered their resolution within 15 days,' said Singh. He claimed that the Health Department was on the path of recovery after suffering due to mismanagement of the previous AAP government. The Health Minister pointed to delays in construction of an operation theatre at the hospital which has not been completed for over a year, problems with civil works, and shortage of staff. The Delhi Health Minister's visit to the hospital comes a day after the Anti-Corruption Branch (ACB) booked former health ministers and AAP leaders Saurabh Bharadwaj and Satyendar Jain for alleged corruption in health infrastructure projects involving 24 hospitals and expenditure of Rs 5,590 crore by the Delhi Government. A cheating, breach of trust and conspiracy case was registered after the Centre, on the recommendation of Lieutenant Governor V.K. Saxena, granted sanction for proceedings against the previous government's minister under Section 17A of the Prevention of Corruption Act. The financial embezzlement linked to the projects, mired in inexplicable delays and astronomical cost overruns, took place in 2018-19, said the official. Massive irregularities, unexplained delays, and significant misappropriation of funds have been found in the construction of various hospitals, polyclinics and ICU infrastructure across the city, said an investigator. Substantial deviations and cost escalations, amounting to several hundred crores, were observed. Not a single project was completed within the prescribed timeline, said the complaint filed on August 22 by the then Leader of Opposition, Vijender Gupta. Gupta had highlighted grave irregularities and suspected corruption in various health infrastructure projects under the GNCTD. The complaint named former Health Ministers Bharadwaj and Jain, alleging systematic manipulation of project budgets, misuse of public funds, and collusion with private contractors.
