Key bills to revive bullock cart race, setting up of 2 pvt varsities passed
The assembly passed the Prevention of Cruelty to Animals (Punjab Amendment) Bill that not only introduces stricter penalties for animal cruelty but also allows the resumption of traditional sports involving animals, subject to regulation. The amendment enables the revival of the bullock cart race during the annual Kila Raipur Rural Olympics, a celebrated sporting festival in Punjab that showcases rural strength and heritage.
The bullock cart race had been discontinued following a Supreme Court ban amid animal welfare concerns. The amended law brings clarity by allowing such cultural sports under a regulated framework that ensures animal safety and ethical treatment, drawing parallels from similar permissions granted for traditional sports like Jallikattu in Tamil Nadu.
Chief minister Bhagwant Mann defended the move to revive the traditional bullock cart race, saying those who participate in such races treat their bullocks like family, nourishing them 'like their own sons', drawing a parallel with Tamil Nadu's Jallikattu, Mann argued that these cultural sports are rooted in tradition and deserve recognition. 'We have added strict conditions in the Bill — no cruelty or force will be allowed on animals during the races,' Mann said.
He recited couplets of Punjabi poet Sant Ram Udasi to underscore the cultural significance of the move, saying the Bill is aimed at promoting the rural ethos of Punjab. 'This legislation isn't just for Kila Raipur, it will open the doors for such traditional races across the state,' Mann said.
The House also approved the Rayat Bahra Professional University Bill and the CGC University Bill, allowing the establishment of the two new private universities. Rayat Bahra Professional University will come up in Hoshiarpur, and CGC University will be set up in Mohali. The Bills, introduced by state higher education minister Harjot Singh Bains, were earlier cleared by the cabinet. These institutions will promote private participation in higher education and focus on technical and professional courses under a regulated framework, ensuring compliance with University Grants Commission (UGC) norms.
Speaking on the issue, Sultanpur Lodhi Independent MLA Rana Inder Partap Singh said instead of promoting the private sector, government-run universities should be opened. He demanded a university to be set up at Jabbowal village, where a structure has already been built by the higher education department, in his constituency.
Minister Tarunpreet Singh Sond introduced the Punjab Shops and Commercial Establishment (Amendment) Bill, 2025 and the Punjab Labour Welfare Fund (Amendment) Bill, 2025, which were unanimously passed by the members of the Vidhan Sabha. Sond said these Bills will promote ease of doing business and reduce compliance burden on small enterprises.
All establishments employing up to 20 workers will be exempted from all the provisions of the Act. However all such establishments will have to give information to the inspector within six months of coming into force of the act or start of business. To improve the overall earning of the employees. The overtime in a quarter is being increased from 50 hours to 144 hours. Accordingly the spread over the period of work in a day has been increased from 10 hours to 12 hours which includes an interval for rest. However, overtime at double the rate will have to be paid for hours beyond 9 hours a day and 48 hours a week.
All bills were passed with a majority voice vote with Speaker Kultar Singh Sandhwan presiding over the session.

Congress welcomes Supreme Court order on proof of identity in Bihar SIR
The Congress on Saturday (July 12, 2025) said it was satisfied with the Supreme Court order asking the Election Commission of India (ECI) to consider the Aadhaar card, EPIC (Electoral Photo Identity Card), and ration card as valid proof of identity for the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar. Addressing a press conference at the All India Congress Committee headquarters in New Delhi, senior party leader and Rajya Sabha member Abhishek Manu Singhvi said the party had never pressed for a stay on the SIR exercise in the first hearing itself. Also read: Bihar voter list row hearing in Supreme Court | highlights The top court had validated the Aadhar card, EPIC, and ration card as proofs of identity, roughly covering 90% of the people who could be affected by the SIR exercise, Mr. Singhvi said. 'India lives on Aadhaar, from rations to rail, but for elections, it's suddenly a fairy tale? You amended the law to embrace Aadhaar, then kicked it out from the main bazaar,' he said, asserting the Aadhaar card was an important proof of identity. The Bihar SIR of electoral rolls could disenfranchise about two crore voters out of about 4.9 crore voters registered after the year 2003, the Congress leader said. 'It was beyond the jurisdiction of the Election Commission of India to verify the citizenship of people,' Mr. Singhvi, who also argued the case before the Supreme Court, said. Ten elections had been held since 2003, when the previous SIR was completed. 'What was the hurry to carry out another revision just before the Bihar elections, which are just a few months away. The previous revision in 2003 was done one year before the Parliamentary elections, and about two years before the Assembly elections,' the Congress leader said. Editorial | Careful curation: On Bihar's Special Intensive Revision of electoral rolls The exercise would mainly affect the marginalised, poor, disadvantaged, minority voters, Mr. Singhvi said. Further, he argued, during the months of July and August, most workers in Bihar migrated to different parts of the country for paddy sowing, and there was also the imminent threat of floods in the State. 'It will be impossible for such people to produce proof of residence, like the birth certificates of their parents, in such a short span of time,' Mr. Singhvi said.

Court allows Kejiwal's aide Bibhav Kumar to travel to Sri Lanka
New Delhi, A Delhi court has allowed permission to former chief minister Arvind Kejriwal's aide Bibhav Kumar, who is accused of assaulting A Rajya Sabha MP Swati Maliwal, to travel abroad for a family vacation, saying he is not at flight risk. Court allows Kejiwal's aide Bibhav Kumar to travel to Sri Lanka Additional Sessions Judge Bhupinder Singh, who was hearing the plea of Kumar for permission to travel to Sri Lanka from August 13-22, observed that the "accused has not only the right but also duty towards his family for taking them for a family vacation". In the order dated July 7, the court said, "No such conduct of the accused has been brought to the notice of the court, since he was released on bail that may dissuade this court to consider the prayer made by the accused to travel abroad." It said that Kumar was earlier provided a no-objection certificate to renew his passport, and the prosecution did not challenge the order, nor did it state that he was at flight risk. "Accused has not only the right but also duty towards his family for taking them for a family vacation. There may not be necessary/ emergency requirement, as has been contended in the reply filed by the additional deputy commissioner of police, North ," the judge said. "I find no reasons as to why the application should not be allowed, more so, when the next date of hearing is much later than the intended dates of travel," he added. The judge imposed some conditions, including a fixed deposit receipt of ₹five lakh and informing the court about his arrival in India within 72 hours, besides no extension for his stay abroad would be allowed. Kumar allegedly assaulted Maliwal, a Rajya Sabha MP, on May 13 last year at Kejriwal's then official residence. An FIR was registered against Kumar on May 16 last year under various provisions of the Indian Penal Code, including those related to criminal intimidation, assault or using criminal force on a woman with the intent to disrobe, and attempt to commit culpable homicide. He was arrested on May 18. He was granted bail by the Supreme Court in September last year. This article was generated from an automated news agency feed without modifications to text.

Election Commission of India says 80% of electors in Bihar have submitted voter enumeration forms
The Election Commission of India (ECI) on Saturday (July 12, 2025) said that it has distributed Enumeration Forms for the Special Intensive Revision (SIR) of Voter Rolls in Bihar to almost all electors who were found at their addresses and added that the forms can be submitted by July 25 and the required documents later by August 30. Editorial | Careful curation: On Bihar's Special Intensive Revision of electoral rolls The Commission stated that 100% of the forms had been printed and that distribution was nearly complete for all electors found at their respective addresses. As of 6:00 p.m. on Saturday (July 12, 2025), a total of 6,32,59,497 Enumeration Forms — or 80.11% of electors — had been collected. The ECI had earlier, on July 6, issued front-page advertisements in Patna-based newspapers urging voters to submit their filled forms even if they did not yet possess the requisite documents. The advertisement clarified that Electoral Registration Officers could process such forms based on local inquiries or alternative documentary evidence. Soon after, the Commission further clarified that while documents could be submitted until July 25, voters would also have another opportunity to provide them during the claims and objections period. On July 10, while hearing a group of petitions challenging the SIR process in Bihar, the Supreme Court urged the ECI to consider Aadhaar, EPIC cards, and ration cards as valid forms of identification. The next hearing is scheduled for July 28, just ahead of the planned publication of the draft electoral rolls on August 1, 2025. Editorial | Widen the net: On Supreme Court and Bihar's revision of electoral rolls In its statement, the Commission said 77,895 Booth Level Officers (BLOs), supported by an additional 20,603 newly appointed BLOs, are actively engaged in completing the enumeration exercise ahead of the July 25 deadline. Field-level supervision is being conducted by 38 District Election Officers (DEOs), 243 Electoral Registration Officers (EROs), and 963 Assistant EROs across the State, under the oversight of the Chief Electoral Officer (CEO), the Commission added.
