
Poll: OIA request for stadium event costs refused
The Star requested under the Local Government Official Information and Meetings Act (LGOIMA) all reports, documents and correspondence in regards to the split of costs for stadium events between Venues Ōtautahi and event clients.
The Star also asked for all written material related to contracts between ratepayer-subsidised Venues Ōtautahi and event clients.
Ratepayers are funding the stadium to the tune of $453m. It is scheduled to open in April.
The LGOIMA request came after Venues Ōtautahi refused to answer questions in May.
Venues Ōtautahi chief executive Caroline Harvie-Teare said the information is 'commercially sensitive.'
The Star editor in chief Barry Clarke said ratepayers had a right to know what arrangements had been made, given ratepayers may fund ongoing operational costs when the stadium is up and running, which appears to still be a grey area.
"It's all about transparency. Ratepayers are effectively shareholders in the running of the city – the stadium included,' he said.
The Star has laid a complaint with the Ombudsman about the refusal to provide the information.
Venues Ōtautahi receives grants from the city council to run operations alongside revenue from ticketed events at its venues.
The company operates key public venues on behalf of the city council, such as the Christchurch Town Hall, Wolfbrook Arena, Apollo Projects Stadium, and the new stadium.
The agency received $3.2 million from ratepayers in operational funding for all its venues in the past financial year.
New Zealand Taxpayers' Union head of policy and legislative affairs James Ross said Venues Ōtautahi must be transparent with ratepayers about the split of event costs.
"Ratepayers have a right to know how their funds are being spent.'
He says "commercial sensitivity" is often used as an excuse for refusing official information requests.
"When ratepayer money is involved, transparency must come first.
'What sensitivities are being breached by simply sharing the cost-splitting model?'
Harvie-Teare previously said event clients will pay a venue hire charge to hold events at the stadium.
'Event costs vary per event and per venue based on the type of event, the specific requirements of the event and the crowd size.
'The split of costs between the venue and the client also varies from event to event,' she said.

Praise for keeping fees low
Michael Day. PHOTO: SUPPLIED Invercargill City Council chief executive Michael Day has given a shoutout to his staff for keeping consultant fees down. Mr Day made the comments during the council's extraordinary meeting on Monday when he was speaking to his pre-election report. Last week, Invercargill mayor Nobby Clark hit out at the council, saying its aversion to risk had resulted in an "eye-watering" consultants bill. His comments followed an information request revealing the council had spent more than $7.3 million on consultants in less than three years between July 2022 and December last year. The numbers were made public on the back of a Local Government Official Information and Meetings Act request from the Taxpayers' Union, which released the data last week. It showed $2.58m was spent on consultants for the 12 months to June 2023, $3.23m was spent for the 12 months to June last year and $1.52m was spent for the six months to December last year. The document showed more than 160 companies were used during the two and a-half years. Deloitte topped the spending with more than $424,000 for work on reviewing rates, contract compliance, internal audit support and risk and assurance support. Stantec was next with a figure of more than $396,000 for support with the Bluff wastewater consent. Mr Clark said the only way to change the situation was to tell staff not to spend large amounts on advice, and for councillors to accept the risk. "And if we get it wrong, we get it wrong." At yesterday's meeting, Mr Day said he was proud to praise staff for being able to absorb costs to keep consultants fees as low as possible. Now the figure had been made public, he highlighted the amount was only "2% of our overall spend over the same period". The council was in a good position financially but there was always room for improvement, he said. "We are very much focused on efficiency and effectiveness going forward as an organisation. Alliance Party Launches First Campaign In Over A Decade
Tom Roud, candidate for the revitalised Alliance Party, is launching his campaign for Christchurch City Council Friday 4 July with a fundraising event at local venue Space Academy, starting 7.30pm. The Alliance Party announced its return to active electioneering in early June to endorse Tom Roud for Christchurch City Council. Alliance Party President Victor Billot says 'Tom, along with other younger people, saw the Alliance as a good fit for the politics they wanted to see in action and we agreed.' Mr Roud, a librarian who plays in a local band in his spare time, says his guiding principle is an egalitarian politics that works for working people. 'We don't hear enough from working people and their families. To be a great place to live, Christchurch has to be a great place for everyone to live. Good jobs, affordable housing, no asset sales along with the expansion of public assets, and public spending that improves the lives of ordinary Kiwis.' Mr Roud said he is providing an aspirational alternative that would motivate voters, including increasing the turnout of younger voters and renters. 'This ward is almost 70% renters, and the community here is considerably younger than the city average. Young workers living in the city centre deserve strong representation', he says. His campaign launch, set for the same day nominations open, includes performances from high profile Christchurch acts Pickle Darling, This Dog, and The Eastern. 'Christchurch can become a cultural powerhouse for live music, and that's part of what motivated my campaign. I am grateful to have amazing local talent playing at my campaign launch', he says.
