Supreme Court to hear on July 10 pleas challenging SIR in Bihar

The Supreme Court has scheduled an urgent hearing of petitions challenging the Special Intensive Revision (SIR) in Bihar on Thursday (July 10, 2025).
Almost 2.93 crore voters in Bihar must produce documents establishing the date and place of their own birth as well as of their parents in the case of those born after 1987, as an SIR of the State's electoral rolls began on June 28, 2025.
The petitions were mentioned for early hearing before a Bench of Justices Sudhanshu Dhulia and Joymalya Bagchi by a battery of lawyers, including senior advocates Kapil Sibal, A.M. Singhvi, Gopal Sankaranarayanan and Shadan Farasat.
The petitioners included RJD MP Manoj Jha, TMC MP Mahua Moitra, Association for Democratic Reforms activist Yogendra Yadav, among others.
The court asked the petitioners to supply the Union government, the Election Commission of India (ECI) and other respondents arraigned with the copies of their petitions in advance.
The court also mentioned serving copies of the petitions to the Attorney General of India.
Mr. Singhvi said the SIR notification of June 24 imposes stringent deadlines on crores of poor and marginalised voters in Bihar to produce documents, not including Aadhaar and ration card, to prove their domicility.
Mr. Sibal said the Bench must issue notice to the ECI and ensure that the poll body explain the hasty timeline to conduct the SIR of electoral rolls in poll-boind Bihar which ran the risk of disenfranchising crores of voters in the State.
The ECI said that it has decided to start the SIR exercise across the whole country, starting with Bihar, with schedules for this to be issued separately. The Opposition INDIA bloc recently said it was mulling exploring legal options to challenge the poll body's move. Opposition leaders have underlined that the EC has more or less confirmed that the revision could weed out 20% of the State's population, who migrate for work.

She has urged the Election Commission of India (ECI) to take immediate cognisance of the matter and initiate appropriate action in view of the upcoming Assembly elections in the state. In a post on X on Monday, Mayawati wrote, 'In Bihar, atrocities, murders, and caste-based exploitation -- especially targeting Dalits, backward classes, the poor, and women -- have long been matters of concern. But the recent sensational killing of Gopal Khemka in Patna, amid ongoing violent incidents ahead of the elections, has further vitiated the political atmosphere and exposed the worsening law and order situation in the state.' She added that if the Election Commission intervenes in time, it would help ensure a peaceful and fair election process. 'During the Special Intensive Revision of the voter list, the surge in such incidents raises serious questions. Who is behind this violence and for whose vested interests? The state's coalition government is already in the dock, and political tensions are mounting,' she said. Mayawati also reiterated her party's position and electoral strategy in Bihar. 'The BSP represents the interests of Bahujans -- especially Dalits, backward classes, the deprived, the poor, and labourers. We are contesting the Bihar Assembly elections on our own, relying solely on the support of our cadre and well-wishers -- in terms of body, mind, and resources.' She appealed to the ECI to ensure that elections are shielded from the misuse of government machinery, as well as muscle power, money power, and criminal elements. 'Strict measures must be taken in time to ensure free and fair elections,' she emphasised. Industrialist and BJP leader Gopal Khemka was shot dead recently in Patna's Gandhi Maidan police station area. His remarks came in response to PM Modi's statement at the global summit, where he called terrorism 'the most serious challenge facing humanity' and emphasised that condemning terrorism must be a matter of principle, not convenience. Speaking to IANS, Pramod Tiwari supported the Prime Minister, stating, 'At the BRICS Summit, voices should have been more vocal against terrorism. The platform should also raise social, economic, and global concerns of its member nations. India has consistently spoken for global peace and justice. "I have full faith that our country will fight terrorism with unwavering determination. I wish those responsible for the recent attack in Pahalgam had been caught — it would have revealed who trained and supported them. Such information is crucial and would have commanded greater respect globally.' Tiwari also took a swipe at US President Donald Trump, who recently lashed out at the BRICS alliance and warned of an 'additional 10 per cent tariff' on countries aligning with what he termed 'anti-American policies.' If he's contesting all 243 seats, it means internal cracks have widened and many alliance members are already looking for the exit door ahead of elections.' He continued, 'It's clear that NDA leaders are aware they are going to lose many seats. Their desperation is evident. While they are forming the central government, they are losing their grip on the state. This creates confusion among their own allies.' In the 2020 Bihar Assembly elections, Chirag Paswan's LJP had contested 137 seats but managed to win only one, Matihani.
