
Comelec issues certificate of finality for Abante proclamation
On Monday, the en banc said the decision junking the motion for reconsideration (MR) filed by Uy against the June 18 resolution that voided his certificate of candidacy (COC) became final and executory after the Supreme Court (SC) did not issue a temporary restraining order (TRO) against the ruling within the five-day reglementary period.
'The records show that no restraining order has been issued by the SC with five days from receipt of the parties of the Resolution that would preclude the June 30, 2025 resolution of this Commission (En Banc) from being final and executory,' the certificate of finality reads.
'Now therefore, in view of the foregoing, the Resolution of the Commission (En Banc) promulgated on 30 June 2025 is hereby declared immediately executory in accordance with the Comelec Rules of Procedure,' it added.
The Manila City board of canvassers were likewise directed to reconvene and proclaim Abante as the Manila 6th District representative.
The poll body en banc last week upheld a resolution declaring Abante as the winner of the congressional race for Manila's 6th district in the recent May 12 midterm elections.
Poll chief George Erwin Garcia previously said that based on Comelec rules, a local poll body office should first issue a notice of meeting of the BOC to inform all parties that they will convene and discuss the details for the proclamation.
A subsequent notice to proclaim will also be issued thereafter. — RSJ, GMA Integrated News

Comelec-Manila sets Abante proclamation for July 8
The local Commission on Elections (Comelec) of Manila has set the proclamation of Benny Abante as the winner of the congressional race for the city's 6th district on Tuesday, July 8. According to a notice issued Monday, the local poll body office said the Manila board of canvassers (CBOC) will reconvene to proceed with Abante's proclamation. PPCRV logs 99.909% match rate in Eleksyon 2025 polls

DANNY PATA The Parish Pastoral Council for Responsible Voting (PPCRV) said it recorded a 99.909% match between physical and transmitted election returns (ERs) for the 2025 Philippine elections. In a press briefing on Monday, PPCRV spokesperson Ana Singson noted that this is the highest match rate since 2010. PPCRV also logged three precincts that have discrepancies between physical and transmitted ERs, which yielded a 0.091% mismatch rate. 'These findings, along with the audit logs, will be sent to COMELEC for clarification and further explanation,' PPCRV's 2025 National and Local Elections Report read. 'I would like to note that this is notably low. It is our lowest, and as such, we got our highest match rate of 99.909% here in 2025,' Singson told reporters. Comelec set to prep for 2028 presidential polls this year
The Commission on Elections (Comelec) is eyeing to start preparations for the 2028 presidential elections this year, chairperson George Garcia said Monday. '2026 will become the research and development year. The preparation for an election should be two years. It should not be one year,' Garcia told reporters in an ambush interview. 'We will insist not only on our budget but also, with due respect, sa ating (with our) Executive (Branch) and Congress,' he added. Garcia added 2026 would be for the drafting of the terms of reference and contract for the suppliers of the 2028 elections. 'That's probably everything before the procurement. Pagdating ng procurement, maayso na maayos na. So, by early part of 2027, may early delivery of the machines, siguro yung first 100,' Garcia said. However, Garcia said it cannot be implemented for the 2025 Bangsamoro Parliament elections.
